SHPC January 4, 2019 re; Barn@ 1 270Village Lane Orient SCTM# 25.-1-27.5 Fellow commissioners: I come to you today not as a commissioner but as the agent for the owner regarding the above address and building permit #42475 dated 3/22/2018 which was brought before the commission on 3/20/2018 and stated in the minutes of that meeting as "Application Coordinator, Damon Rallis, explained that an application had been made to the building department to make "in-kind" repairs to the "Caffery Barn" 1270 Village Lane, Orient and noted that such work is exempt from commission approval." A complaint was made by the neighbor to the west of the above mentioned barn that the barn was falling down and in general disrepair and unsightly. On 9/12/18 a notice was posted on the barn by the ordinance inspector stating a violation of"Chap.100 - unsafe building 4C". When these complaints first came in the barn had a large tarp covering what had been the roof and the rafters where fallen in. If new tarps were added it would run the risk of accelerating the deterioration that, in my opinion, had been going on for more than forty or fifty years. The barn could not be supported properly due to the neighbors fence. The barn was inspected by the ordinance inspector, the building inspector, the owner, the general contractor and myself. We all agreed that it would be very difficult and unsafe to save much. On the day the work was to begin I told the building inspector that much of the barn had fallen down or was falling down. Building permit 442475 is based on a detailed set of plans. In order to continue with the renovation the building department asked that the plans be revised to show the foundation detail and state the overall height of the barn when finished. (Note: Original barn is twenty feet high. See attachment Page 3.) The building department also asked that the Cormnission review the changes made for the "in kind" application for your Administrative approval. i I am hopeful that you will approve the changes on the plan so that we may continue the job of replacing an old barn "in kind" and as per plan and as it was originally built.
