HomeMy WebLinkAbout04/19/2022 Town of Southold Housing Advisory Commission Meeting #163 April 19, 2022 – Via Zoom Present: Pat Lutzky, Eric Dantes, Cheryle Amara, Marilyn Sierra, Mark Levine, Nancy Messer, Debra O’Kane, Jill Doherty Absent: Town Attorney John Burke. Guests: Rona Smith, Lee Silberman Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. March 15, 2022 Meeting Minutes – Cheryle Amara made a motion to approve the nd meeting minutes. Nancy Messer – 2. Approved unanimous. 2. Update on projects – Cheryle Amara a. Jill – Paul Pawloski Carroll Avenue Project Town has signed contracts. Planning board should be scheduled in next couple of months. 24 months. b. Feurstein – No new information. Cheryle will try to get updates. Still waiting for funding. c. 24 Units proposed behind Cutchogue Post Office. Looking to get zone changed from Commercial. d. Goggins working on getting Affordable Housing Hearing scheduled. e. Rona Smith – Kudos to Commission for staying on top of the projects with the town. i. Series of Pre-submission conferences for elements for developments. ii. Never received anything but support for project and change of zone until it went to Planning Decision to recommend against the change of zone. One of the objections was the proximity to the hamlet. No capacity for biking, walking and no public transportation. iii. Pat to supply a copy of the Planning Board memo. iv. Town Board will discuss at a future meeting. v. Environmental Protection – Water quality and Water quantity. Building on A/C Zone is not prohibited. vi. Numbers show that building 3 Mega mansions would use more water than 24 units of affordable housing developments. Suffolk County Water Authority gave her stats. vii. Frustrated with Planning Board decision due to the positive Pre-Submission Conferences. viii. Affordable Housing Commission will continue to show support of project. 3. Habitat for Humanity of Long Island - Lee Silberman – Chief Executive Officer & Executive Director. a. Target clients who earn between 40 to 60% of AMI. b. 3 biggestmMyths of Habitat for Humanity. i. Jimmy Carter did not start organization, but is biggest Volunteer. ii. Does not cost them anything to build a home. iii. That they give the homes away. Their homes are a hand up not a hand out. c. Prospective home owner signs a contract of 300 hours of sweat equity. 200 hours volunteer on their home or other homes, 100 hours Community Service, classes, and that is in lieu of a down payment. Homeowners pay $1500 when then enter agreement and $1500 when they close. d. Grant funded. e. Set payments at 30% of income. f. 2% 30 year mortgage. SONYMae. g. Houses are about $400,000. h. Programs targeted between 80 to 120% of AMI. i. Applications 2 to 4 times a year. j. Families need to have credit score in the low 600s, little debt. k. Half of applicants get rejected. Don’t meet requirements. l. Willingness and ability to partner. m. Land donated by county with the 72H program. i. Parcel in Southold, hoping County will donate. n. Currently only have built single family, but nothing could prevent doing multifamily. o. Wouldn’t be opposed to doing a rehab, but new construction usually costs less. p. Suffolk County Habitat received a gift of $3M from MacKenzie Bezos. 4. Housing Plan – Jill Doherty a. No new information. May not be ready to go on ballot in November but still working on. nd 5.
