HomeMy WebLinkAbout03/15/2022 Town of Southold Housing Advisory Commission Meeting #162 March 15, 2022 – Via Zoom Present: Pat Lutzky, Eric Dantes, Cheryle Amara, Marilyn Sierra, Mark Levine, Nancy Messer Absent: Councilwoman Jill Doherty, Town Attorney John Burke. Guests: N/A Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. January 18, 2022 Meeting Minutes – Cheryle Amara made a motion to approve the nd meeting minutes. Eric Dantes – 2. Approved unanimous. 2. Community Outreach/Education – Cheryle Amara a. Reach out to folks over at Suffolk Times. b. Nice story of Affordable Housing Crisis and Upcoming Projects. 3. Public Hearing Notice – Cheryle Amara a. Technical issue with Zoom link for Planning Board public work session. b. Agenda comes last minute. It’s hard to get public notified on such short notice. c. Public Hearing on Paul Pawlowski project possibly in April. d. Southold Bank of America project possible Public Hearing in April. e. HAC Verify Link to get in. 4. Habitat for Humanity – Pat Lutzky a. Sent Registry letter of Greenport Habitat for Humanity Project. b. Set up meeting with Habitat for Humanity Chief Executive Officer and Executive Director Lee Silverman. 5. Mattituck Cottage – Pat Lutzky a. HAC approached by homeowner of cottage and looking to receive credit for solar panels put on home. b. Not HAC responsibility to re-evaulate value of her cottage. 6. Housing Plan – Pat Lutzky a. Mark Levine – Not a lot of time to get Housing plan on the ballet for November. b. Town Attorney, John Burke and Councilwoman, Jill Doherty not present to discuss. c. Jill told Pat she would reach out to her in the next few days to discuss Housing Plan. d. Pat Lutzky delegated to Mark Levine to look into. e. Mark Levine’s states other towns are discussing their Housing Plans. 7. Accessory Apartment Bill – Eric Dantes a. Bill has been withdrawn at this time. b. Assembly and Senate Bill has been withdrawn at this time. 8. New Business – Pat Lutzky a. Michael Daly – YIMBY Association – 7 Myths of Affordable Housing b. Pat would like him to be a guest speaker and discuss myths of Affordable/Workforce Housing. c. Eric and Cheryle think great, but when is the right time to have him speak. d. Looking to debunk myths with Affordable Housing at Vineyard Views with real facts from the Chief of Police. 9. What’s the Next Step in Affordable Housing – Eric Dantes a. After these projects are built what comes next. b. Public also wants affordable houses to purchase. c. Solicit Fire Districts and other businesses and get feedback on Affordable Houses. d. Is there enough vacant land. e. Cheryle Amara – Need incentives for accessory apartments. i. Break on the land, Tax breaks, etc. f. Mark Levine – Looking into programs. i. J51 – Provides financing and tax exemptions for Improvements. ii. Participation loan program. 10. Project Updates – Pat Lutzky and Eric Dantes i. Bill Goggins – Next Step to go to Zoning to get project approved. ii. Rona Smith – Underground Aquifer issues. iii. Fuerstein – No new information. 11. New Business – No New Business. nd 12.
