HomeMy WebLinkAbout02/13/2020 Town of Southold Housing Advisory Commission Meeting #144 February 13, 2020 Present: Nancy Messer, Pat Lutzky, Cheryle Amara, Denis Noncarrow, Eric Dantes, Debra O’Kane, Jill Doherty. Absent: Marilyn Sierra, Mark Levine Guest Speakers: Bill Duffy and John Burke, Town Attorney, Victor Salerno. Meeting began at 4:30 p.m. 1. Approval of Meeting Minutes a. Approval of January 9, 2020 HAC Meeting Minutes – A motion was made by nd Cheryle Amara, 2 by Debra O’Kane, approved unanimous. 2. Victor Salerno – Mayfair Management (Affordable Housing Developer) – New Full Time Resident of the Town of Southold a. Victor discussed his experiences as an Affordable Housing Developer. He is a for profit company. Gets funds from grants and other ways to keep production costs down. b. The more units constructed the more affordable it is. Victor states that from a developer prospective that makes sense, but may not be the best for Southold. c. Every year or so, would have to show income to prove that they still qualify for affordable housing. d. Eric suggested to bring Heather Lanza to next meeting to discuss density and to work on strategy for tax credits. e. Explore options at next meeting. 3. Housing Open House: Last Minute Updates – Pat Lutzky a. Saturday, February 29, 2020 from 10:00 am to 3:00 pm. Arrive by 9:00 am. b. Cheryle, Eric, Denis, Pat, and Nancy will be at Open House to assist and direct guests for event. Participants will each have a table clearing marked with signs for their company. c. Nancy to reach out to Marilyn Sierra to make sure she is receiving her emails. Later found that she has been sick. d. Council Woman, Jill Doherty, suggested handing out a survey to attendees to better assist them with their housing needs. 4. Update on Thiele meeting on increase of 2% transfer tax/housing fund – Denis a. Denis mentioned the East End towns need to put a plan together to get the legislation passed. 5. Continue discussion of lottery requirement – Eric Dantes a. If developer isn’t receiving Pubic Funding then they can pick the applicants. b. Advantages: More attractive to the developer. c. Disadvantages: Debra believes this is unfair and discriminatory and it should be fair across the board. d. Pat asked for those who agree with Eric’s proposal: Nancy, Eric and Cheryle agree that the developer has the right to choose. Noted: Debra disagrees. e. Pat asked Eric to draft a letter to the Town Board showing that the Commission voted and approved by majority vote that the developer has the right to choose if not accepting Public Funds. f. Debra wanted to know how to go about changing the developer’s right to choose. Pat stated that they are only advisory. Council Woman, Jill Doherty stated that the Town Board would still have to vote on it and may not be an issue. 6. Progress of Peconic Community Housing Fund and Housing Plan Update – Mark Levine a. Revisit on March 12, 2020 – Mark absent. 7. New Business – Denis Noncarrow a. A couple of new projects throughout Town of Southold being considered. More information to follow. b. Properties are going to Health Dept to see if high density is possible. c. Councilwoman Jill Doherty want to make sure the town board knows the health department requirement before moving ahead with code change. d. Eric wants to get a realtor at the next meeting.
