Owner's Signature Date Print Owner's Name 2 1815 Albertson Lane, Greenport, NY11944 19176640926 lucybarnes@mac.com Dear Southold Building Dept, On Thursday July 7`h, 1 received a stop work order for my house at 585 Orchard St. Of course we stopped all interior demo work immediately, -- I am writing to you to find out how we can continue the work this beautiful old house desperately needs. The house was in very bad condition when I purchased it, and the ground floors and interior sheetrock were soaked with animal waste from bad living conditions, human waste from leak- ing pipes, and from rain from the large holes in the roof. The seller refused to vacate the house for 4 weeks after purchase, and I believe purposely damaged the water lines. The house really smelt very badly, of waste, and of smoking and drug use. We began to open up the walls to determine the extent of the hidden water damage, which was extensive. It became obvious that all of the sheetrock, insulation, and the ground flooring would have to be replaced, as it was soaked. It also became obvious that the electrical up- dates completed by the previous owner where not done to code, and so the wiring inside the walls would have to be re-done by a licensed electrician to be brought up to code. The original historic floorplan and layout of the house will be unchanged, and the bathrooms will be unchanged, just switching out bathroom fixtures, and changing leaking metal pipes to pex. When we discovered the extent of the water damage, I started to work with the engineer Nick Mazzaferro on defining the scope of work. We already had floorplans completed a month ago but had not filed yet when we received the stop work order, as we were still discovering and defining the new extent of the project. Mr Mazzaferro suggests this path forward. 1. A demo permit to remove all the stinky sheetrock, and soaked wood Subfloors, etc 2. Submit the set of plans asap to replace the damaged interior sheetrock and insulation, to renovate 2 bathrooms and kitchen, to install antique wide-plank floors on the ground floor to bring back the history of the house, and to install new historically accurate Marvin 6/6 windows --- once the historic review board has approved the window style and type. 3. File to update the electrics. 4. File to update the leaking plumbing. The Historic review board approved a new cedar roof, so we installed the roof at the begin- ning of July, and filled the remainder of the dumpster with the considerable amounts of gar- bage from the house, barn and basement. We would like to be able to remove this dumpster, which is full, (and smelly), and to remove additional garbage from the property which would not fit in the dumpster. There was considerable evidence of vermin, and 1 think it is best to re- move this garbage asap so they are not encouraged to return to the property. No interior work will continue until plans are filed, and until your dept gives us the okay to start to replace the sheetrock, electrics, etc. If this approach seems sensible to your dept, can we continue to remove the garbage, and to do exterior work such as painting the exterior of the house, while we file the plans that we have almost completed, and while we wait for permission from Southold Building Dept to begin interior restoration? Just trying to do the correct process for a lovely historic house. I am sorry if the wet sheetrock was removed too soon and put in the dumpster—I realize now that we should have applied for a demo permit before removing the sheetrock and layers of soaked flooring on the ground floor. If you could let me know the next steps, to correctly comply, I would appreciate it.
