CALL TO ORDER
Meeting called to order 6:30 PM
Public Comment
Maureen Deegan thanked the Commissioners for resolution 2022-39 for keeping the price
reasonable for residents. She also thanked them for having the summer concert series again.
M Deegan is very concerned with 2022-41, permitting dogs on the beach, she is concerned for
safety of people, and who will be responsible for"policing'the clean up of pet waste. She
suggested allowing dogs on one of the beaches and not at ALL of the parks. There are people
with special needs or who fear dogs and is concerned for possible issues. Her other concern is
that 5:00 PM is too early to allow dogs on the beach as people are still on the beaches.
K Byrne explained the reason for changing the policy is the current policy of"no dogs"is not
working and there needs to be some sort of guidelines to better manage dogs on the beaches
and parks. As there are many people who would like to take their dogs to the park or beach and
having hours or specified areas where pets are allowed will be a more reasonable approach.
S Kiely asked why MPD decided to move forward with this resolution, the answer is MPD
wanted to make the rules more reasonable in response to requests from residents. M Deegan
asked if this was an official request, it was not official, it was casual conversation from several
residents.
K Byrne suggested to have a public meeting for discussion before passing this resolution.
C Shashkin read Southold Town code for dogs on the beaches, which is slightly different than
MPD's proposal.
APPROVAL OF MINUTES
Motion by C Gueli, seconded by N Deegan, all in favor and motion carried unanimously to
approve the Minutes from the April 14, 2022 and the special meeting minutes from April 20,
2022, (with revisions) and May 3, 2022 submitted via email.
TREASURER'S REPORT(L Girandola)
Presented/Discussed:
Statement of Activity dated May 2022 showing April 2022 YTD and 2022 Full year
estimate/actual
Sales/revenue spreadsheet for January 2022-April 2022
Cash balance report
• L Girandola MPD budget is in a good position to date but need to keep a.careful watch
as time goes on as budget is very tight and expenditures need to be limited.
• Sales for rentals are way ahead compared to last year but could be due to the price
increase.
• C Gueli asked if there was any way to save on the natural gas bill? N Deegan explained
it was for the Community room and the heating is very expensive.
• L Girandola noted that the Operational and Site Maintenance category is where the most
savings can come from as the other categories are more fixed in nature.
Motion by Gueli seconded by N Deegan, all in favor and motion carried unanimously to
accept and approve the Treasurer's Report.
Old Business-Various proposals
• C Shashkin only received one proposal from Competition Locksmith for the lock
replacement, S Kiely informed that it is required to have 3 proposals. C Shashkin will
reach out to more businesses for proposals.
• S Kiely recommended to look into the Latch App where you can control the locks from a
cell phone. C Shashkin said there is no wifi at Breakwater, Bailie Beach or Aldrich Lane
so the App is not a good option.
C Shaskin presented the proposal from Suffolk Security Systems for the upgraded
security camera system, the estimate may be lower as the control panel may not have to
be reconfigured.
• S Kiely suggested that with modern technology, there is an App that can be used for
security similar to a ring system for homes.
N Deegan suggested to use the cameras that are on the property and just update the
locks.
Love Lane
• C Shashkin presented the proposals for windows and awnings at Love Lane, T Pumillo
and N Deegan can install the windows.
• The Commissioners reviewed the 3 proposals for water heaters
• The Commissioners agree that the tankless water heater is sufficient for Love Lane
• K Byrne was concerned with the line on the proposal from Intricate Tech Solutions that
says"Electrical and gas to be completed by other"
• C Shashkin will call Ben Doroski for Doroski Electric for an installation price
• N Deegan suggested to look into purchasing the tank from Lowes and have our own
plumber and electrician install the heater for a better savings. The Commissioners
agreed.
• Proposals for stucco repair of the building, the proposal for acrylic with mesh was the
lowest however only 2 proposals were received, S Kiely reminded that the procurement
policy requires 3 proposals. C Shashkin will try to get a third proposal.
Park Sians
• C Shashkin is still working on getting a full inventory of the signs at all of the parks, this
will be discussed at a future meeting
• N Deegan would like a"no camping, no fires and no taking of the driftwood" sign in
Spanish and English as soon as possible at Bailies and Breakwater.
