A meeting of the Southold Town Conservation Advisory Council was held Wed., July 6,
2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
REPORTS
John Chandler attended the Board of Trustees meeting held on June 15th. He reported the
meeting was business as usual, and agents were agreeable to amending plans to satisfy
the recommendations of the CAC and the Board of Trustees.
As a follow-up to the CAC meeting held on June 8th, John visited the Building Dept. on
June 9th and the application made on behalf of Douglas Bradford, SCTM#53-6-16 was
verified in scope, design and square footage and was Supported by the CAC. John Stein

followed up with the Board of Trustees and the decision was correctly read into their
decision.
CLIMATE SMART COMMUNITIES
John Stein will continue working with Stephen Schott from Cornell Cooperative Ext. on a
site plan for a comprehensive shoreline project.
OTHER BUSINESS
Maggie Merrill attended the Town Board Public Hearing on July 5th regarding Big Houses,
and the Board Tabled the decision.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Caroline Burghardt, to Approve the Minutes of June 8,
2022.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Carol Brown, seconded by Caroline Burghardt, it was
RESOLVED to SUPPORT the application of STEPHEN & FORTUNE MANDARO for the
existing wood deck with proposed screened-in porch 12.2'X 13.9'; proposed covered
porch 9'X 12.2 . Existing one-story wood frame dwelling, 22.8'X 36.9'; existing entry
vestibule 4.2'X 8.4'; and existing entry stoop and steps 3'X 5'.

The CAC Supports the application with the installation of gutters, leaders and drywells to
contain the stormwater run-off.

Moved by John Stein, seconded by John Chandler, it was
RESOLVED to SUPPORT the application of STIRLING BASIN LLC to remove and
replace failing bulkhead and return consisting of approx. 10' northern return, 76' north
bulkhead leading to 12' bulkhead to 90' southern bulkhead consisting of vinyl sheathing,
and 12" pilings 6' on center. Project includes 6'X 7.5' platform supporting a 10' aluminum
ramp and a 14' aluminum ramp, all to be removed for construction then put back in same
location post construction. Remove first and second floor deck to accommodate bulkhead
construction. Maintain existing non-turf buffer. Project includes reclamation of dredging to
a depth of 4' at MLW along entire length of bulkheads with approx. 40 cy. of material to be
used to fill holes behind bulkhead with balance of material to be trucked to an approved
off site location.

compliant and the project is consistent with NYSDEC regulations.

RESOLVED to SUPPORT the application of JOHN M. CARROLL to raise (in-place)
existing one and two story dwelling by approx. 2.8' to FEMA compliant elevation; construct
459 sf. second floor addition over one-story portion of dwelling and covered porch in-place
of existing roof deck; construct 5.1'X 18.5' extension of covered porch with 6'X 6' steps
and new roof deck above; construct 5'X 13.5' covered front entry porch with 6'X 6' steps
and 4"X 13' open-roofed pergola; replace existing outdoor shower with 5.7'X 9.6' outdoor
shower enclosure over gravel base (piped to proposed drainage system); install 2'X 2'
paver stone walkways; expand existing pervious gravel driveway; remove existing
conventional septic system and'install new I/A OWTS sanitary system; install stormwater
drainage system; and establish 10' wide non-turf buffer adjacent to tidal wetland
boundary.

The CAC observed the higher elevation of the neighboring property and asks the
applicant to consider raising the dwelling to the same height +/-2'.

Moved by John Stein, seconded by Carol Brown, it was
RESOLVED to SUPPORT the application of WILLIAM FRANK to replace permitted/failing
bulkhead in-place with 88 sf. of vinyl sheathing, 10" pilings 6' on center, three (3) whalers,
16' tie rods leading to vertical deadman with horizontal lay-log, non-treated lumber cap,
with four (4) 6" pilings elevated to approx. 8' above grade to secure a boat in middle of
bulkhead, two swim/safety ladders, water and electrical, 15' non-turf buffer to match
adjoining neighbor, reclamation dredging along total length of bulkhead to depth of 2' at
MLW, approx. 10 cy. of dredge material to be used to fill holes behind bulkhead.

The CAC Supports the application with the following conditions:
• 15' non-turf buffer planted with native vegetation;
• exterior lighting to be dark skies compliant;
• size of the vessel moored next to the bulkhead to be no larger than 10';
• three (3) 4' drywells installed parallel to shed/bathroom;
installation of a 4' drywell along the southern corner of the dwelling; and
• the dredging is consistent with NYSDEC regulations.

MKS REALTY, LLC to construct a new two-story frame house and garage (2,445 sf.
footprint), raised deck (1,474 sf.), in-ground pool (522 sf.), gazebo with storage below
(100 sf.) front entry stairs (663 sf.), stone blend driveway (4,095 sf.), public water service
connection, new sanitary system, ie. one (1) 500 gallon wastewater treatment unit and six
(6) 8.51 by 2' effect. depth sanitary leaching galleys (IAOWTS), and new stormwater
control structures for roof run-off and driveway run-off.

The project was not staked, therefore no recommendation could be made at this time. The
CAC requests the project be staked with labeled flags and the opportunity to submit a
thorough review and recommendation at a future meeting.
Moved by Maggie Merrill, seconded by Carol Brown, it was
RESOLVED to NOT SUPPORT the application of 9450 MAIN BAYVIEW LLC to construct
a single-family dwelling, wood cantilevered deck, cantilevered front entry deck, and
proposed foundation consisting of 10"X 10" concrete upon helical piles (24 total) with Azek
Break-Away Walls. Installation of a new I/A OWTS buried at front side of property; new
gravel driveway; new buried drywells; new buried propone tank; and new buried utility
connections.

The CAC does Not Support the application because the project is not in compliance with
Ch.275-Weltands and the LWRP.

Moved by John Stein, seconded by Inga Van Eysten, it was
RESOLVED to SUPPORT the application of 1260 JACKSON STREET LLC to remove
and replace (in-place) approx. 58 If. of existing timber bulkhead and +/-6 If. return with a
vinyl bulkhead and return, and backfill with up to 15 cy. of clean sandy fill to be trucked in
from an approved upland source; and remove and replace (inkind/inplace) +/-3'X 4' wood
steps.

The CAC Supports the application and recommends the 3'X4' wood steps are retractable
and parallel to the shoreline, and requests more information with regard to the existing
beach cottage located 12' from the bulkhead.

Moved by John Chandler, seconded by Inga Van Eysden, it was
RESOLVED to SUPPORT the application of JOHN LONDONO & COURTNEY KELSO
for the removal of the existing deteriorated fixed dock and timber ramp and relocating the
existing 8'X 20' floating dock in same general location as existing. Construct new 4'X 125'
fixed dock in same general location as existing dock. A new 30"X 14' long aluminum ramp
will be installed and the existing relocated 8'X 20' floating dock will be repositioned and
supported with four (4) 10" dia. CCA piles. The entire proposed fixed dock will have thru-
flow decking installed. The existing deteriorated timber bulkhead will be removed and
disposed of.

The CAC Supports the application with the Condition the.docking ,facility, including the

Caroline Burghardt will attend the next Board of Trustees meeting scheduled for Wed.,
July 13, 2022.
The next meeting of the Conservation Advisory Council will be held on Wed., August 10,
2022 at 4:30PM in the Conference Room.
