A meeting of the Southold Town Conservation Advisory Council was held Wed., June 8,
2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
CHAIRMAN'S ANNOUCEMENTS
The Annual Fishers Island Town Board Meeting will be held on Wed., August_3rd. Due to
space limitations on the ferry, attendance is limited to one representative from each
committee. John Stein will represent the CAC and John Chandler and Caroline Burghardt
will go on a waiting list.
REPORTS

John Stein represented the CAC at the Board of Trustees meeting held on May 18th. Inga
Van Eysden attended her first meeting to observe the process. The application made on
behalf of Rutkin was approved. John expressed his concerns with the 25' setback of the
proposed improvements from a dedicated road and went on record stating the
improvements were not in compliance with the Code. He will verify the setback
requirements with the Building Dept.
CLIMATE'SMART COMMUNITIES
John Stein is working with Stephen Schott, Habitat Restoration Specialist from Cornell
Cooperative Ext. on a site plan for a comprehensive shoreline project. This is an active
living shoreline for seagrass and turtle eelgrass, which will earn pledge points.
Sarah Oval, LI Representative for Climate Smart Communities will accept a digital version
of the comprehensive plan, which will then be itemized.
OTHER BUSINESS
Simon Skolnik, President of NYSACC recently announced Upcoming Events of Interest to
NYSACC Members. The two categories available are Grants and Workshops
(conferences), which have been labeled either virtual or in-person.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Carol Brown, to Approve the Minutes of May 11, 2022.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Carol Brown, seconded by John Chandler, it was
RESOLVED to SUPPORT the application of 18975 SOUNDVIEW AVENUE, LLC to install
a rock revetment (6'X6'100') along the existing toe of the bluff, and to reconstruct the
wooden bluff stairway (258 sf..) at the completion of the revetment installation. Restore the
face of the existing bluff by installing plantings of Cape American Beach Grass.

The CAC Supports the application retractable steps off of the bottom landing and parallel
to the shoreline, and the installation of a 15'-20' buffer planted with native vegetation.

RESOLVED to SUPPORT the application of CAROLE L. BRADLEY for the removal of
existing deteriorated upper bulkhead and replacement with a 51 If. vinyl bulkhead and
associated 32 If. return both landward of existing lower bulkhead. Provide a 10' non-turf

buffer along landward side of proposed bulkhead. Remove and replace existing pier as
required only to construct proposed bulkhead and install thru-flow decking on entire pier
surface.

RESOLVED to NOT SUPPORT the application of TOWN CREEK REAL ESTATE INC. to
develop the subject property in a residential manner by constructing a two-story single-
family dwelling 54.8' landward of freshwater wetland boundary, construct a garage 20'X
20' located 60' landward of freshwater wetlands, pervious gravel driveway, and install a
new IA/OWTS septic system.

The CAC does Not Support the application. The setbacks are not in compliance with Ch.
275-Wetlands Code. The CAC will defer to the findings of the LWRP.

RESOLVED to SUPPORT the application of DANIEL MCGOVERN & CATHERINE
LUCARELLI to remove existing 3'X 4.5' steps, and construct a fixed timber dock (with
water and electricity), consisting of a 4'X 60' fixed timber,catwalk (53' seaward of
bulkhead), constructed with untreated decking (including open-grate decking at least 15'
seaward of bulkhead), with two (2) 4'X 6' steps, a 3'X 14' hinged ramp and a 6'X 20' "L"
shaped float secured by two (2) 8" dia. pilings.

The CAC Supports the application with the Condition the overall length is reduced to be in
line with the existing docks.

RESOLVED to SUPPORT the application of CHARLES SALICE & CAMILLE PASSARO
to dredge an artificial canal for recreational boating access, construct a timber catwalk to

ramp and floating dock, improve pathway from home to canal, add front entrance and rear
yard stairs, place dredge spoil in rear yard, and grade for landscape plantings and lawn
for an existing single-family residence.

RESOLVED to SUPPORT the application of LINDA MOELLER & DAVID MCMILLEN to
replace outdoor southerly stair consisting of a 4'X 6' landing and three steps (10"X 6') 47'
from the wetland boundary, remove three cesspools located 30'X 30' and 52' from the
wetland boundary and construct a new IA/OWTS septic system 52' from the wetland
boundary and deposit 200 cy. of clean fill in support of septic system.

RESOLVED to SUPPORT the application of 1663 BRIDGE LLC to construct a 19'X 41'
swimming pool, surrounded by a 1,625 sf. raised, bi-level masonry patio with access
ramps, steps and landings, cloth canopy above and pool equipment, half-bath,
laundry/storage space beneath; remove existing two-system conventional septic system
from within 200' of wetlands; and install a new, two-system I/A OWTS sanitary system
more than 100' from wetlands; install stormwater drainage system and pool drywell;
Modify existing grade by +/-12" using excavated on-site material; and establish a 15' wide,
approx. 2,700 sf., non-turf buffer adjacent to wetland boundary to northwest.

RESOLVED to SUPPROT the application of ERIC H. DORF & ELLEN R. KRAKOW for
the existing retaining walls (184 sf.) and adjacent tree to remain. Repair or replace
existing pavers as needed. Existing retaining walls to be repaired or replaced as needed.
Install 12' thick structural slab and relocate existing hot tub onto slab. Existing deck to

remain. Remove existing 6'X 5' staircase and rebuild new staircase on adjacent side of
existing deck. Remove existing wood decking (405 sf.) and railing system (53 sf.).
Replace in-kind with new material. Deck structure to be evaluated in field for defective or
damaged material and replaced in-kind as needed.

RESOLVED to SUPPORT the application of RICHARD & PAMELA HEUS to remove and
replace (in-place) approx. 148 f. of existing timber bulkhead with vinyl bulkhead; remove
and replace (in-place) +/-9' timber return with +/-6' vinyl return; cut existing tree
overhanging bulkhead down to stump; and backfill with approx. 25 cy. of clean sandy fill to
be trucked in from an approved upland source.

The CAC Supports the application with a 15'-20' non-turf buffer planted with native
vegetation. The CAC questions why the existing tree is being cut down.

MARY AGOGLIA HOELTZEL to remove existing roof and walls to first floor deck as well
as existing garage, construct a two-story five-bedroom, 5 'h bathroom home, in-ground
swimming pool and seasonal pool house.
Located: 6190 Great Peconic Bay Blvd., Laurel. SCTM#128-2-5
The CAC inspected the property, however, unable to make a recommendation until a
determination is made by the Zoning Board of Appeals.
MARILYN ROSENBERG to renovate and construct additions to the existing single-family
dwelling.
Located: 1952 Peninsula Rd., Fishers Island. SCTM#10-3-13
The CAC did not make an inspection, therefore no recommendation was made.

RECOMMENDATIONS —AMENDMENTS TO WETLAND PERMIT AND COASTAL
EROSION PERMIT APPLICATIONS

RESOLVED to NOT SUPPORT the application of DOUGLAS BRADFORD to Amend
Wetland Permit#10046 to reflect a demolition and new updated septic system.

The CAC does Not Support the demolition because the new construction is not in
compliance with Ch. 275 wetlands.

under the offshore fixed finger pier.

at 4:30PM in the Conference Room.

at 6:20PM.
