Based on our analysis we have determined the tower stress level for the structure and foundation, under the following load case, to be: LC7: Proposed Equipment Configuration Sufficient Capacity This analysis utilizes an ultimate 3-second gust wind speed of 128 mph as required by the 2020 New York State Uniform Code.Applicable Standard references and design criteria are listed in Section 2-"Analysis Criteria". Selected output from the analysis is included in Appendix A.When applicable, Crown Castle has calculated and provided the effective area for panel antennas using approved methods following the intent of the TIA-222 standard. tnxTower was used to determine the loads on the modified structure.Additional calculations were performed to determine the stresses in the pole and in the reinforcing elements.These calculations are included in Appendix C. 3.2) Assumptions 1) Tower and structures were maintained in accordance with the TIA-222 Standard. 2) The configuration of antennas,transmission cables, mounts and other appurtenances are as specified in Tables 1 and 2 and the referenced drawings. This analysis may be affected if any assumptions are not valid or have been made in error. Introduction and the Purpose of the Report This report addresses exposure to radio frequency electromagnetic fields in accordance with the FCC Rules and Regulations for all individuals, classified in two groups, "Occupational" and "General Public." All computer modeling and analytical methods have been performed in accordance with the FCC's Office of Engineering and Technology.Bulletin 65 ("OET Bulletin 65"), Evaluating Compliance with FCC Guidelines for Human Exposure to Radio Frequency Electromagnetic Fields, Edition 97-01,published August 1997. This document specifically addresses compliance of Dish's transmitting facilities independently and in relation to all collocated transmitting facilities,which together constitute the RF environment at the site. This report contains a detailed summary of the RF environment at the site including: • Theoretical MPE based on software modeling • Some pages of the construction drawing of the site The predictive software tool, RoofView,utilizes a cylindrical model that provides a spatially averaged power density that is calculated in 1 square foot increments (pixels). The composite RF fields are displayed as a percentage of the appropriate standard. Spatial-peak is the maximum RF energy, across the area of the human body(about six feet high), that an individual can be exposed to. This is considered the Full Body Peak (FBP). This level should be considered the highest level that is found in the area of interest. If during the evaluation of an area for exposure, there are no FBP exposures above the MPE being considered, the area is considered below the limits and requires no additional evaluation. Spatial-averaging: If, during the evaluation of an area for potential exposure, it is determined that there are areas where peak FBP levels exceed the MPE, then spatial-averaging is required. Spatial-averaging considers the complete area of the human body in the evaluation of exposure. If there is an area that RF fields are above the applicable MPE limit, then additional vertical measurements should be taken. This is done to understand the levels between the ground level and six feet high. The average of these vertical measurements is known as,the Spatial-averaged exposure,which is used to evaluate compliance with the MPE. The plots in Section 3 show the spatial average predicted power density levels in the reference plane indicated as a percentage of the General Public Limits. RoofView® is Dish' approved roof top and monopole prediction software. An analysis of this site was completed to establish safe working distances for the Public utilizing guidelines set forth by the Federal Communications Commission(FCC) with regards to maximum human exposure limits; this has been accomplished by the use of predictive modeling software. The modeling predictions have been done using 100% transmitter duty cycle. This will predict a worst case scenario for safety reasons. The purpose of this study is to determine safe distances for the general public from the antenna arrays and to bring the site into FCC/OSHA compliance. Cityscape is the third-party reviewer assigned to this application. We find this application incomplete for the following reasons: 1. The Structural Evaluation (letter dated 8/13/2021) compared the proposed tower loading by Dish to the loading specified in a structural analysis report dated 6/9/2021,and on that basis, determined that"the proposed loading change will not have significant impact on the overall tower stress rating." Please provide that earlier 6/9/2021 structural report so that we may verify that conclusion. If the original analysis and the updated evaluation are based on the TIA-222H, standard, please also provide a structural evaluation or analysis for the platform mount. 2. Please provide an RF exposure study as required in §280-70K of the Southold Town Ordinance, demonstrating that the RF emissions of the proposed Dish operation together with the RF emissions from other carriers on the tower,whether existing or proposed, will not cause RF exposure levels to be in excess of the FCC limits in either areas accessible to the general public or areas restricted to workers. The study may be based on actual on-site RF measurements or mathematical models approved by the FCC for such calculations of exposure. Please note that this analysis must be prepared and signed by a qualified professional specializing in radio communication facilities.
