After investigation and inspection and public hearing,
the Board of Appeals finds the following:
The Board finds that the permissive use is to establish
a substation for the distribution of electric power in the
Peconic area, located approximately half way between the
Mattituck and Southold facilities of the Long Island Lighting
Company. It is evident that a shortage of electric power will
exist by the summer of 1965, due to the increasing use of
electricity by present customers and the addition of new
customers. Under New York State Law, Long Island Lighting
Company is obligated to furnish this facility.
The use will not prevent orderly and reasonable use of
adjacent property, or of legally established uses in the
vicinity. It is the Board's opinion that the safety, welfare,
convenience, and comfort of the Town will be enhanced by the
construction of this s~bstation. The use will promote the
orderly development of the Peconic area ~S ~11 as indirectly
assist the Southold and Mattituck area.
The area surrounding the,proposed site is partially
wooded, relatively sparseley settled, residential and agricultural
in character. The wooded area of the proposed site will
largely screen the substation from Mill Road and Sound View
Avenue, and it is on the existing tower transmission line.
It is the opinion of the Board that it will be very difficult
to locate this facility so necessary to the economy of the
Town, in a more favorable location. Assistance in choosing
the present location was rendered by the Town Supervisor.
Testimony of the Long Island Lighting Company Engineering
Department indicated that a substation must be reasonably close
to a transmission line to be economical and effective. The
Board of Appeals finds that an immediate need exists and that
the conservation of property values, as well as future development
and enhancement of property values requires a constructive
approach to the reasonable and necessary requirements of this
proposed utility expansion. The future development ~of the
Town and expansion of utility service are inseparable.
In this application, Long Island Lighting Company has
contracted to buy, subject to the approval of this use, a
considerably larger plot area of approximately 3.2 acres;
more than required for this facility, The actual area to
be used will be about one-half acre, which will be enclosed
by a seven foot chain link fence, topped with barbed wire.
Maximum height of proposed facility is projected at 24 feet
as compared to the present tower line, whose voltage lines
are approximately 40 feet above ground.

Any further expansion is to be located within the fenced
area noted above in the northwest corner of property at approximate.
distances as follows: 280 feet south of Mill Road, at closest
point and 450 feet west of Sound View Avenue and Mill Road
intersection. A considerable portion of these distances are
highly wooded as shown in the aerial photograph, Exhibit 1,
in the appendix to the application.
Principal objections by persons at the hearing were
of an aesthetic nature, however, applicant's site is largely
screened by wooded land ~,~and will be further screened by
evergreens to the north. Further objections concerned
the depreciation of property values of the objectors. It is
the opinion of the Board that no such devaluation will occur
as a result of this use, and that the applicant's
facility will be largely screened from surrounding property
and that, in fact, the service orendered will assist the
objectors in the sale and development of p~Dperty.
Therefore, it was RESOLVED that Long Island Lighting
Company, 250 Old Country Road, Mineola, New York, be granted
permission to establish a new electric substation on property
located on the west side of Mill Lane, Peconic, New York, subject
to the following condition:
1. That a suitable evergreen planting as outlined in
the appendix, Drawing F27971, shall be planted on the northerly
border ~nd that the present wooded area shall remain wooded.
The evergreens to the north shall be planted within six months
of initial operation of the new substation.

Gentlemen,'
We wish to apply for a Special Exception in accordance with
Zoning Ordinance Article 3: Section 300~ Sub-section 6a.
This Special Exception is requested because it is necessary
to establish a new electric distribution substation at
Peconic: to supply increasing demand for electricity in the
area and improve reliability of service.
The Long Island Lighting Company is the "Contract Vende~"
of a parcel of property located on the west side of Peconic
Mill Lane north of Soundview Avenue in Peconic. The
present owners are M. M. Rothstein and Abraham Becker and
title will be conveyed to this Company contingent upon the
approval of this application.
The parcel is more properly shown on LILCO Drawing F-~7895
and has a frontage on Peconie Mill Lane of approximately
388 feet. The Company proposes to construct the substation
on a portion of the property as described in the enclosures
and a~ks for the Special Exception on that portion only.
Enclosed is an original and three copies of an Application
for Special Exception together with two copies of LILC0
Drawing F-&7895: and five copies of an Appendix to
Application~ for permission to construct an electric sub-
station. Should additional copies of the Plot Plan or

INTRODUCTION
This is an application pursuant to the provisions of Article III,
Section 6 of the BuildiNg Zone Ordinance of the Town of Southold
for a special use permit to erect an electrical distribution sub-
station in the Town of Southold.
Long Island Lighting Company, a public utility, is obligated under
New York State laws to supply electric power to all who properly
apply for it. Because of this obligation and in view of the
inability of existing electric substations to efficiently serve
the increasing demand for electric power in the Southold area, it
will be necessary to establish a new substation to serve this area
by the summer of 1965.
The proposed substation, to be known as the "Peconic Substation" is
designed to supplement the existing substation capacity at other
sites which have served the Towns of Southold and Shelter Island
up to the present time~ The proposed site has been selected to
permit the efficient establishment of electric distribution facili-
ties.
We respectfully submit that the construction of the proposed dis-
tribution substation is in the public interest and will promote the
general welfare of the community.

SUBSTATION LOCATIO~
The proposed site for the new Peconic Substation is located approxi-
mately 280 feet south of Mill Road and approximately 450 feet west
of Sound View Avenue in the Town of Southold as sho%m in Exhibit 1,
an aerial photograph of the area.
The proposed site for the Peconic Substation will be in the north-
west portion of a parcel of property approximately 375 feet by
400 feet with a 50 foot wide strip facing on Mill Road approximately
100 foot deep for an entrance driveway.
Exhibit 2 is a map of the property to be used as the Substation site.
This map shows the location and dimensions of the property.

MILL RD,
PURPOSE AND NECESSITY
A new electric substation will be r~quired in the Peconic area by
the summer of 1965. This new substation is required to supply
the increasing demand for electric power by our present customers
and the demand created by the addition of new customers.
The location of the proposed Peconic Substation with respect to the
surrounding substations is sho%~ in Exhibit 3. This exhibit also
shows the Southold- Shelter Island service area and the area to be
served initially by the Peconic Substation.
The average annual energy consumption per customer in the Southold-
Shelter Island service area is shown in Exhibit 4, and the total
annual energy consumption is shown in Exhibit 5. In 1959 the total
energy consumption in this service area was 23,500,000 kilowatt-
hours while in 1964 the total was 34,500,000 kilowatt-hours, an
increase of 47 per cent. By 1969 we expect the total energy con-
sumption to increase an additional 45 per cent. This increase in
total energy consumption is the result of the increase in customer
usage plus the addition of new customers.
The increase of electric load in an area at substantial distances
from the substations from which it is supplied, causes a reduction
in the efficiency of the electric distribution system. The condi-
tion is worsened each year as the load increases. By the summer of
1965, under normal operating conditions, we will be unable to main-
tain an adequate voltage level to the customers in the Peconic area.
In the event of an emergency such as an electrical failure at the
Mattltuck Substation, the entire area must be served from the
Southold Substation. Under these conditions the voltage level in
the Mattituck area will be so low as to be intolerable. Failure to
provide this additional substation would jeopradize service
reliability to our customers and would impair the efficient opera-
tion of the customer's appliances.
The site for the new substation at Peconic was selected because it
is adjacent to the existing high voltage transmission line and is
well located with respect to the electric load center of the area
to be served. As such it will permit the efficient establishment
of electric distribution facilities, which will improve customer
voltage and reduce the number and length of electric service inter-
ruptions to all the customers in the area between the villages of
Mattituck and Southold.

DESCRIPTION OF SUBSTATION
Exhibit 6 is a plan of the proposed equipment installation at the
Peconic Substation. Facilities drawn with a solid line are proposed
for 1965. Facilities drawn with a dashed line ~11 be added in the
future as required by load growth.
The substation will be surrounded by a 7 foot chain link fence with
an additional foot of barbed wire attached along its top. Ail
structures and equipment components will be of modern design and
operation. The substation will not discharge any refuse, sewage
or effluent. The proposed installation will not emit obnoxiuos
gases, odors, dust, smoke or soot and it will not cause a disturbing
emission of electric discharges, light, vibrations, or objectionable
noise. Traffic flow to and from the station will be minor, since
the station is normally unattended.
When the substation is in normal operation, our Maintenance Depart-
ment will schedule several visits each week to change recording
charts and to check the general appearance of the property. One
complete overhaul per year will be performed and will include test-
ing of all electrical and mechanical equipment. Outdoor equipment
will be painted in conjunction with the maintenance schedule.
The substation will be attractively landscaped and maintained as
shown in Exhibit 7.
