'9:00 A.M. -The Board met with Executive Administrator Lessard and Senior Buildinq Inspector Horton to discuss personnel matters, and at 9:30 A.M. with Special Counsel Frank Yakaboski to discuss litigation. WORK SESSION 10:05 A.M. - Recreation Director Susan Fossett met with the Board to request their permission to post a "no pets" sign (with-the,exception of~ seeing-eye dogs) at the Senior/Youth Center.-i The Board g?anted authorization. 10:710 A.M. - Richard Greenfield, Suffolk Waste Distillation inc., and his associate Bruce McAllis~er met with the Board to discuss solid:waste· management through waste distillation. They urged the Board to wait :at leat six months to obtain '~ more data before making a decisiOn on specific-waste management project for the Town. Mr. Greenfield explained that a distillation facility is being constructed in~ Canada and should be running and tested by July, and the Yonkers Industrial Development Agency recently were guaranteed by Prudential' Bache securities that it Would buy up to $86 million in' bonds to project a similar project for Yonkers, White Plains and Mount Vernon. Mr. Greenfield proposes a similar project, financed by Prudential' Bache for the Town under a full service 20 year contract, with a set tipping fee and the income from the sale of electricity returned to the Town to partially offset the tipping fee. Such a project would be within-a 16 month time frame to go on line. Board members have not made a final decision on a specific'method of waste management at the present time. 11:00 A.M. -George Capon, Seventh Street, Greenport, along With Community Development Administrator James McMahon met with the Board to discuss the Seventh Street Sewer Project. Mr. Capon, on behalf of all of the Seventh Street residents, thanked the Board for installing the sewer line, and guaranteeing hook-up for thesix Iow inCOme families under the Housing Rehabilitation Program. He requested the Board to honor a commitment made 'three years ago and hook-up the remaining eight residences .on Seventh Street. The cost for this would be approximately $20,000. Mr. McMahon advised the Board that there is about $19,000 uncommited funds in' Year 12 Community Development, and '$9,000 in' Year 11. Including the six' Iow in~:ome families, at about $21,000, it :might be necessary to draw from the $70,'000 allocated in'Year 12 for Housing Land Acquisition. Councilman Penny read his proposed resolution no. 22 authorizi:ng hook-up for the remaining eight families. Board members Edwards, Schondebare, Cochran and Penny favor resolution no. 22, while Supervisor Murphy and Councilman Stoutenburgh will' not vote in:favor~-Councilman Stoutenburgh to abstain: 11:30 A.M. - Larry Jordan 'and his'associate, Equi-Comp, Deferred Compensation from the Equitable, met with the Board to presen( their pr.ogram'ion Equitable's Public Employee Deferred Compensation (information packet on file in the Town Clerk's Office). EXECUTIVE SESSION 12:05 P.M. (Councilman Penny withdrew from the discussion) - The Board met with special Counsel Richard Cron to discuss pending certiorari proceedings. 12:35 P.M. - T~he Board met with representatives of the Deep Hole Creek Property Owner's Association to discuss the possible purchase of property by the Town. 1:15 P.M. Recess for lunch. 2:15 P.M. - Work Session reconvened and the Board revieWed For Discussion items: (1) Letter from Duncan, Weinber~l & Miller, P.C. concerning a legal fee for the preparation of a legal opinion for Town Attorney Tasker witl~ respect to the establish- ment of a public electric'system in the Town (see resolution no. 26). (2) Memorandum from Senior Account Clerk Joan L. Richter requesting the Board to consider additional personnel for the Accountinq & Finance Department (see resolution no. 28). The Board will interview applicants for the position of Accountant shortly after the first of the year. (3) Proposal of CouncilWoman Cochran for the creation of a Southold Town 350th Anniversary Commitl~ee. Councilwoman Cochran will" begin to prepare a format for such a committee and bring 'this ~back to the Board for further discussion. (4) Discussion relative to proi:edure for January.' 22,' ~1987! publi~'hearinq on the proposed Local Law to amend the Zoning Cede and Zoning Map. Each person will: be allowed five minutes to address the Board during the public hearing. (5) Proposed work/study proqram for hiqh school students to work in the Accountinc~ & Finance Department. Two applicants have been received from Southold High School. (At the evening regular nieeting Supervisor Murphy asked that this :be held. Mattituck has submitted a name, and Greenport will be contacted for their'applicant. This will: be discussed further at the December 30th meeting.) (6) Request for overtime pay by Community Development Administrator McMahon to be addressed in Executive Session later in the day. (7) Proposal of Relay Communications Center for radio paging trans- mitters for use by the Building Department (see resolution no. ~29). {8) All resumes have been received for a member of the Landmark Commission. Board will set a date for an interview after the first of the year. (9) Board reviewed the proposal.for complete insurance coverage for 1987 submitt:ed by Val Stype & Sons, Inc., the only proposal received on December 12th (see resolution no. 30)'. [10) Board to meet later in'the day as Commissioners of the Southold Wastewater District. (11) Letter from Frank Heroy, Secretary of the Lakeview Terrace Road Association, East' Marion, con-. cerning Bay Avenue/Rabbit Lane road excavation project. To be referred to Superin-~- tendent of Highways Jacobs for investigation. (12) Memorandum from Building] Inspector Curtis:Horton relative to Saul & Janet Mill/nan unsafe building expiratio~ date for the removal of the building [see resolution no. 31). 3:50 P.M. - Off a9enda discussion: CouncilWoman Cochran informed the Board that~ the Kiwanis :Club is 'interested in:sponsoring a permanent ice skating facilit~;::,for the Town and asked if ;the Board' would support such a concept before proceeding'furthe~?~ All members agreed this to be a worthwhile effort and Councilwoman Cochran will proceed to investigate the possibilitY.--Association.of Towns: Memorandum to be sent to each department for one delegate from the department, with the exception of those whose attendance Would be mandatory for receiving credits. Community Development Adminis~ trator MdVlahon discussed updating the runway lighting system at Elizabeth Field, Fishers Island. Application for funding must be in:to the FAA by the end of January. Town Attorney Tasker advised that the application had always been initiated by the Fishers Island Ferry Disl~ric[ in the past. $:15 P.M. - The Board, acting as Commissioners on behalf of the Southold Wastewater District, discussed the Scavenger WaSte Treatment Facility. They are not satisfied with the management by the Village of Greenport, and would like to hire a licensed engineer. A review was made of the letter from Holzmacher, McLendon & Murrell, P.C., George Desmarais, P.E., outlining needed repairs or corrections by the various contracto The Board also authorized Supervisor Murphy to rent an.;office trailer for temporary use (see resolution no. 33); and authorized the reconstruction of the discharge ramp at the plant at a cost not to exceed $5, 000~ '(see resolution no. 34). This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Okay, at this :time we'd like to go off from our regular agenda a little. We have two very special proclamations for an organization with some very special people, and also a Dr. Helen Price who's going to be the new President of CAST. And for her efforts on Substance and Drug Awareness Week that we had several weeks ago in Southold Town. A most successful program. And it's just our little way of saying "thanks" really to people who go out of their-way to do a little bit more for the people of Southold Town. So, Dr. Price, I'd like you to come up and I'd like to read the proclamation for you. Moved by Supervisor Murphy, seconded by the Entire Town Board, WHEREAS, the Town Board of the Town of Southold wishes to honor DR. HELEN C. (BETTY) PRICE for her distinguished service to her community; and WHEREAS, during her professional and personal life BETTY PRICE has exemplified the highest qualities of leadership and dedication; she is an individual of high integrity whose personal courage and character serve as an inspiration for all; and WHEREAS, as an example of the many works to benefit ~others in the community, BETTY PRICE founded the North Fork Branch of the American Association of University Women, and has aided in' furthering their;goals for the last 20 years; she has been Chairman of the North Fork Committee of the Family Service League for more than 18 years; has devoted enormous time and energy as a Board member and President-Elect of Community Action of Southold Town; and during the week of November 16 - 21, 1986 the Town of Southold was enriched, enlightened and educated as a result of her untiring effort and professional expertise as Chairman of the Planning Committee for Substance Abuse Week; now, therefore, be it' RESOLVED that_the Town Board of the Town of Southold is honored to present to the public'the scope of activites and accomplishments of DR. Okay, the next special resoluti.on is one honoring CAST, Community Action Southold Town, for twenty year. s of dedicated service, and I would like to ask Bessie Swann, who is~Mr, or Mr. CAST in Southold Town to please come up. Barbara (SchrieVer), would you want to join' her too? You've been involved a good many years. Betty (Price), why don't you come up too. You're part of CAST. Come on. Moved by Supervisor Murphy, seconded by the Entire Town Board, WHEREAS, the Town Board of the Town of Southold wishes to recognize' the 20th anniversary of CAST (Community Action Southold Town); and WHEREAS, contributions to our community by CAST during the past 20 years has enrichted the lives of thousands of needy families by providing nut'ritional assistance through their ;Christmas food baskets, midwinter feeding program, spring feeding program, summer lunch program; and by providing energy assistance of emergency fuel and utilities; safety assistance by providing smoke detectors for the elderly and Iow income families; and cultural enrichment through special trips for children; and WHEREAS, CAST programs are made possible by the generous donations from the community - neighbors helping ,neighbors; and WHEREAS, during this:Christmas season the Town Board recognizes that the donations to the CAST Christmas Fund Drive will' provide children's toys, warm clothing and other gifts for those in need, and donations of money will' be used throughout the year to finance various CAST programs; now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby urges the residents of Southold Town to be especially mindful of South'old's less fortunate, and give generously to the 20th Annual CAST 'Christ!mas Fund Drive. Councilmen's monthly_ reports: At this time I'd like to ask the Councilmen if'they have anything special to report, starting on my left with Judge Edwards. JUSTICE EDWARDS: Nothing at this time, Frank. Thank you. SUPERVISOR MURPHY: Jean? COUNCILWOMAN COCHRAN: Yes. On December 3rd 1 did meet with the Landmarks Preservation Commission. Most of the meeting was spend on disdussing the concerns that the Town Board expressed when they met With them. They have also set a meeting date where they will' be revieWing the proposed Landmark Preservation Law; ~ddressi~ng som~ of the ¢~ncerns of the Town Board, in~pr~eparation for meeting with the Code Committee. On December 7th I had some pleasurable--not that attending committee meetings is not pleasurable--I had some pleasurable--exciting and nice invitations. I did attend at the American Legion at 1~55--~this was a busy day-- the memorial service (Pearl Harbor Day). A~ 2:30 myself and Councilman Schondebare and Penny were on ~he team for the Family Fued over here at the school~ and i'd iust like the record ~to show that we were not knocked out in'the ~irst round, but we were knocked out in' the second round, so needless to say when they invite us back next year we'll work a litt'le harder to maybe come out the winners in' that. From there we went down to the lighting of the Christmas tree for the Chamber in~Greenport, and then over to the hospital for the lightin~l of the Chris~mas tree at the hospital. On the 9th I attended a special Board meeting. We met with the engineering ~irms that are dealing with the permit process for our Land~ll~ and in'additiOn we took care of some other little minor things that we hadn't cleaned up at the last Board meeting. Also on the 9th, the evening of the 9th, I met with Supervisor Murphy and Sue Fossett, our Recreation Director, with the Adult and Youth Committee for Youth Services up at the Peconic'Center. The young people expressed some concern as to equipment and time and usage of the building and they were looking for more time in' using the building, whicl~ we're working out. Also in'additi0~ to this particular youth group's structure, they are going to clarify the structure of their group, and then they'll be meeting with the Recreation Committee so we can see how we can fit it-all together. On the 11th i was part of the interviews for a new Town Historian. We interviewed~ I believe it was a total of 11 people--10--one didn't show. We finished the interviews at quarter after six. We were delighted because we had not only this number of applicants, but there were I would say three or four that were exceptional, so we're going to have a hard decision in selection because we have some real good people that have~ applied for the job. Then from there we went down at 6:30 to Greenport and met with the Greenport Villac~e Board in relation to the Scavenger Waste Plant. On the 15th I had the pleasure of c~oing a recording up at WBAZ for an appeal for CAST~ and I would just like to stress to those of you here that right no~ the fund seems to be running a little behind last year at this time, and it'~ most important that you take a few minutes from your busy time to sit down and write a check for CAST and mail it down. These people do a beautiful job in providing services to the communit~ and they can't do this without your support and not only your support in' just overall as a group, but they also need your financial', support. Also last night I had the pleasure--I was invited to have dinner with the Kiwanis Club. They are very interested in providing, or discussing--they have made the decision--they would like to provide, in conjunction with working with the Town, a permanent type skating rink facility. The Board, this afternoon, gave me permission to proceed with this~investigation and the feasibility, so with a lit[le luck and a lot of hard work we may see something that can be provided for the youth in~Southold. in between all of this ! was trying to solve a problem in relation to Wage and Policy, but that's about it for the last two weeks, Frank. Thank you. SUPERVISOR MURPHY: You've been busy. Thank you, Jean. Paul? COUNCILMAN STOUTENBURGH: Yes, some of you probablY are acquainted with our STOP Program. This-is'Stop Throwing Out Pollutants, which we hold every year, and each year we collect the household pollutants and at a cost to the Town of some- wheres around eight and nine thousand dollars to dispose of it by legal carriei-s that take them out of our Town and dispose of them under the regulations of the DEC. What we hope ~o do in the years coming is 'to have an area set aside at our Landfill where there will be a small building where people can bring, continually throughout the year, not having to wait for that one day a year, because we're afraid a lot of people get a little tired of having this material around, put it 'in their'garbage and it winds up in'our Landfill, whicl~ eventually wind~ up in our water supply. So I met with the Regional Director of the DEC at Stony Brook, Harold Berger, and the ._representatives from Automative Marketing Systems that put out a safety storage container. And this is something we've been Iookin~r. This is ~f-contained unit 'that has heating in it~ that has temperature control, air conditioning in it,~ so that the thing can't get too hot. Therefore if'you have chemicals, to×ic~materials, you might have fires or what have you. It has an automatic~fire system in'it, and it comes self-contained. You buy them right off a truck and you put them in your yard. The beauty of this is that Harold Berger--this is impossible to do at the present time because of regulations, and if'you know anything about regulations as 424 DECEMBER 16, 1986 far as the DEC goes, they can be so overcoming that you just deteat the purpose, but he is going to Albany and try to get the regulations changed so that this Town-- again this 'Town being a ~rst in trying to use us as a pilot project so that we can set this concept up, and if'it 'works with us it ~wil! spread throughout the whole State. So I tell you this :only to show you that Southold Town is pushing ahead in many areas that the State is way far behind us. And I also attended the interviews of the Historians on December 11th-~our future Historian of the Town, and I was just amazed, as Jean has said, by the quality of people that are out there in the audience, and it does one's heart good to see so many people stepping forward to take over a position like this; We also, that very same night, went to Greenport and met with the Greenpor Trustees, which I hope we will set Up a permanent date so that we have this;thing coming up every three months or so and we meet with these people, because we have many problems in common. One of them is 'our new Scavenger Waste Treatment Plant has a office that is intollerable for the operato~ to work in. If you can imagine someone working in a scavenger waste plant engines and motors going and odors coming out, it'S utterly impossible, and so through an agreement between the two of us we've got a little trailer we're going to rent right n~ow and take the person out of that and put them into this trailer office building for the time being until we .can get a permanent fixture for them. So this is the kind of cooperation we hope will work out with Greenport and Southold. Okay, Frank. SUPERVISOR MURPHY: Thank you, Paul. Jay? COUNCILMAN SCHONDEBARE: Jean covered most of it, and Paul covered the others, and I'll let George finish up with the Police Commitl~ee which is the only one 1 think we've missed. George, go ahead. COUNCILMAN PENNY: He didn't leave me much did he? COUNClL~IAN SCHONDEBARE.- No, they covered all of itJ COUNCILMAN PENNY: On the 7th I attended the memorial, the Family Feud, the hospital and Greenport Christmas tree lightings with Councilwoman Cochran. On the 8th I don't know whether Jean might have missed this one--a meeting of the Housing Committee. The question of the establishment of a Affordable Housing Committee to help streamline the affordable housing process. Jean, I think you missed one in your notes. COUNCILWOMAN COCHRAN: I didn't miss it. I have it here. I thought I'd leave you something, George. COUNCILMAN PENNY: Thank you, Jean. COUNCILWOMAN COCHRAN: You're welcome. COUNCILMAN PENNY: On the' 9th, as negotiator for the Town, I had a session with the PBA regarding police negotiations, and on the 11th attended the meeting of the Village of Greenport in relation to the Scavenger Waste Treatment Plant. That's all. SUPERVISOR MURPHY: Okay, thank you. As you could see everybody's been quite busy. There is a tremendous amount of activity in'the Town. I'd just like to report on a couple of other things. One is~the Skunk Lane Project, which is a purification of road run-off water. An experiment we're doing--has been planted and hopefully we'll have some good results so this 'could be expanded. We're talking to the State to try to get them to do an experimental planting, also the County, on a road so that we could check the effectiveness of this :method of trying to clean up the road run-off going into our creeks. I attended the dedication of the new Riverhead Health Center in the County Center in~ Riverhead the other day, and it was very good, and I have to thank Greg Blass, our County Legislator, for his efforts to bring this about. Dr. Harris' office from the Health Department, to bring better service out here. I hope with the new County Executive coming in~ that the money will be put in and we are applying for a grant to expand the Riverhead facility out to Southampton Hospital and also Eastern Long Island Hospital, which is most needed, to provide a good medic~.~.~ service for those who can't afford it. Hopefully this satellite out in Greenport will be in-place this coming year. I'd iust like to mention--there will be much more publici'ty coming on--the DEC again doing an experiment with Southold Town where we've cooperated with them I think quite a bitS-they're going to set up a series of Town meetings so to speak, and they're going to try it in'Southold Town first, and this will be held on January 29th, probably around 7:30 P.M. Much more information will' be coming on it, and the people who are involved in' the various project or programs in DEC will be here, not to tell us about how great they're doing or what they're not doing or how they're hurting towns or anything, but be here to answer questions and concerns of residents. They'll be here to tell us about the Landfill Law. .They'll be here to tell us about our wetlands. They'll be here to tell us about any other problem that the people want. It is a maior problem, not only for this Town but for all Towns around and this is a very good step forward for the Town. ~We anticipate that the savings on sand and the future purchase of additional !and to h~ve sand to cover the debris, garbage in the Landfill~ wil~ more th~.~ pay for this machine over the ~ve year life of the bond that we're going to sell. So it'§ a big step forward and it's a necessary step. JUSTICE EDWARDS: I might add also, Frank, the reason I'm voting "no" on this' resolution is ~the fact that the people on Fishers Island will' be paying for l~hisCOmpactor in Cutchogue and we on Fishers Island pay for our own garbage disl~rict on the Island, of which you people do not contribute to, and some time this year we hope to l~e able to separate Fishers Island's Garbage Distric~ from Southold's Landfill'operationt and until that date any expenditures at the Cutchogue Landfill I'm going .to vote down, and that is my reason for that. Moved by Councilman Penny, seconded by Justice Edwards, WHEREAS, the Village of Greenport and the Town of Southold have heretofore agreed to construct a sewer main in that area of the Town outside of the incorporated limits Of the Village, known as Seventh Street, said:main to extend from the south side of Front Street south to Corwin Street and to connect said:sewer main to the Village sewer system, and WHEREAS. Southold has completed the construction of said sewer main at its sole expense, and the same is now ready to be connected to the homes abutting Seventh Street in the vidn[ty of such sewer main, and WHEREAS, the Village has advised that no homes shall be connected to said'main until a sewer "hook-up" charge or fee is'paid by each homeowner, and WHEREAS, the said homeowners in many instances are financially unable to pay such charge or fee, and WHEREAS, the_Town will provide funds for the expense of such hook-up to homeowners who qualify under the Town's Housing Rehabilitatioh Program, now, therefore, be it RESOLVED that the Town of Southold will' assist those homeowners who do not qualify for said Housin9 Rehabilitation Program by providin9 funds under the Town's Community Development Program for the Village hook-up fee. Moved by Supervisor Murphy, seconded by Councilman Penny, WHEREAS, a proposed Local Law No. 17 - 1986 was introduced at a meeting of this Board held on the 18th day of November, 1986, and WHEREAS, a public'hearing was held thereon by this:Board on the 16th day of December, 1986, at which time all interested persons were given an opportunity to be heard thereon, now, therefore, be it RESOLVED that Local Law No. 17 - 1986 be enacted as follows: 436 DECEMBER 16r 1986 LOCAL LAW NO. 17 - ~98r0 A Local Law in relation to fees for building permits and certificates of occupancy BE IT ENACTED by the Town Board 6f'-{he Town-of So-uthold as follows: Chapter 100: {Zoning) is'-hereby amended as follows: I. Subsection J (Permit fees) of Section 100-141 (Building Permits) is amended to_ read as follows: J. Permit 'fees. (1) The following fees shall be paid'unpon the filing of an application with the Building Inspector for a building permit,' which fees shall ~be paid into the general fund if'the application is approved or re- turned to the applicant if the application is denied: (a) Single-familY dwellings: (i) Flew dw~l~!ngs ~nd additi0ns to ~isting dwellings: ~ft¥ dollars ($50.) plus fifteen cents ($0,15) for each square foot of floor area in excess of eight hundred fifty (850) square feet. (ii] Accessory buildings and additibns and alterations to exist- ing accessory buildings: twenty-five dollars ($25.) plus fifteen cents ($0.15) for each square foot of floor area in' excess of five hundred (500) square feet. (b) Farm buildings and additions and alterations to existing farm buildings: fifty dollars ($50.) for each building. {c) Hotel, motel, multiple dwellings and business, industrial' and all other buildings: {i)' New buildings and additibns and alterations to existing buildings: one hundred dollars ($100.) plus twenty cents ($0.'20) for each square foot of' floor area in excess of one thousand (1,000) square feet. {ii) Accessory buildings and additions and alterations to exist- ing accessory buildings: twenty-five dollars ($25.) plus fift'een cents ($0.15) for each square foot of floor area in excess of five hundred (500) square feet. (d) Foundations constructed under existing buildings: seventy-five dollars ($75.). (e) Swimming pools, together with required enclosure fencing: one hundred fifty dollars ($'150.). (f) Ail other structures (i.e., fences, etc.) and additions and alterations to such structures: twenty-five dollars ($25.). (g) Signs: The fee for all signs, except signs permitted by Section 100-30C{ 9) (a) ,' shall be one dollar ($1.00) for each square foot of sign area, witl~ a minimum fee of twenty-five dollars ($25.). (h) Demolition and/or removal and/or relocation of any building: ten dollars {$10.) minimum and five cents ($0.05) for each square foot in excess of three hundred (300) square feet of floor area. (2) For the purpose of this Subsection J, cellars, decks, attached garages and any habitable area shall be included in the calculation of floor area. II. Subsections E and G of Section.100-144 (CertifiCates of occupancy) are amended to read as follows: E. Every application for a certificate of occupancy or a temporary certificate of occupancy shall be accompanied by the fee hereinafter specified. Copies of such certificate shall be issued upon the payment of the fee hereinafter specified. Upon written request and upon payment of the fee hereinafter specified, the Building Inspector shall, after inspection, issue a certificate of occupancy for any building or use thereof or of land existing at the time of the adoption of this chapter, or any amendments thereto, certifying such use and whether or not the same and the building conform to the provisions of this chapter. 111. Section 100-144 (certificates of occupancy) .s hereby amended by adding a ne~ subsection thereto, to be subsection i, to read as follows: i I. Certi~ficate of occupancy fees. The following fees shall be paid' upon the filing of an application with the Building Inspector for a certificate of occupancy, which fees shall be paid into the general fund if'the application .s approved, and returned to the applicant if the application is denied: (a) Business buildings and/or business uses and additions and alterations thereto: fifty dollars ($50.). {b)New dwellings and additions and alterations thereto: twenty-five dollars ($25.'). (c) Accessory buildings and additions and alterations 'thereto: ten dollars ($10.). (d)Pre-existing dwellings: fifty dollars ($50.). (e)Vacant land: twenty dollars ($20.). (f) Updated certificates of occupancy by reason of additions or alterations; fifty dollars ($50.). (g) Copies of~certificates of occupancy issued five or less years ago: dollars ($).2. . :~:,:i~,ii!;~:~i..~:~:~.. COUNCILMAN SCHONDEBARE: Remember that. Ho! Ho! Ho! FRANK CARLIN: Good evening. Frank Carlin from Laurel. Two questions, Frank. Is the Town still funding moneys towards the consulting of SEACOM? SUPERVISOR MURPHY: No. MR. CARLIN: Okay. Because that's been voted down and it's a dead issue. So they're not funded anymore. COUNCILMAN SCHONDEBARE: That bill that we paid was a bill that was generated before the referendum. SUPERVISOR MURPHY: It was on a legality with the State take over. JUSTICE ED~¥ARDS: We almost had a resolution to let SEACOM pay for that bill. MR. CARLIN: You should have because it would have been a maybe a little bit of a break for the taxpayers, because it 'was what? $32,000 wasn't it? 438 DECEMBER 16, 1986 SUPERVISOR MURPHY: This'bill'was about $1,200. MR. CARLIN: But I mean in total.it 'was about $32,000 given to the firm in'Washington. SUPERVISOR MURPHY: And the engineering firm. Not that much, Frank, but there were two. There was an engineering and a legal study. Around that. Close. COUNCILMAN SCHONDEBARE: Around there. Close. MR. CARLIN: Not bad, right? ! didn't get that from the newspapers. SUPERVISOR MURPHY: That's why it's more accurate. COUNCILMAN SCHONDEBARE: That's why you got the right figure. COUNCILWOMAN COCHRAN: Do you have anything to say in:defense of that? MR. CARLIN: I'm sorry on that. COUNCILWOMAN COCHRAN: What's number 2? MR. CARLIN: Number 2 is'how are we doing on--I haven't heard too much mentioned tonight about it--on the Animal Shelter. Is it started yet? SUPERVISOR MURPHY: On the Dog Pound? MR. CARLIN: Yes, the Dog Pound. SUPERVISOR MURPHY: The repairs that the Town,:had said they were doing, I belieVe are all complete. There is a bid'out that will'be awarded very shortly for the fence, which is all part of cleaning up the whole site, and the contract has been signed with the contractor. I'm not sure if :he broke ground. He had some nice weather, and he had gold us he would do it as fast as possible. MR. CARLIN: One thing puzzles me, Frank. You started out at $125,000--roughly around that neighborhood there--and now you're down to $51,000.' And materials, as George knows, is quite expensive now, and this 'is 'going to include, I suppose, electric and heat, right? Seems quite a bit of reduction. SUPERVISOR MURPHY: We're only doing a part of it MR. CARLIN: Is it-going to be 48 by '24 feet like originally planned? SUPERVISOR MURPHY: It's the kennel area. The same as the original drawing. COUNCILWOMAN COCHRAN: It's part of the project, not the entire thing. COUNCILMAN SCHONDEBARE: No Administration building and things Ilke that. MR. CARLIN: You eliminated all that? SUPERVISOR MURPHY: When we went out to bids two times we got bids as high as over $300,000. We thought it .would be $125,000 as a good estimate, but for some reason the prices came in two to three times t~hat, MR. CARLIN: Okay, fine. But it will be started and maybe by this time next year the animals will be able to be in a warm, dry place. SUPERVISOR MURPHY: Before that. MR. CARLIN: Before that. Fine. Well, I guess this is my last appearance for this year before the Board. I see some of you smiling, especially you, George. NCILMAN PENNY: Was that 86 or 87 you're addressing. COU MR. COU You' MR. As a potential benefici'ary I appreciate the efforts of certain ones--George Penny and George Capon--for putting efforts to this end, which was the original intention of the whole project. RUTH OLIVA: Last Wed.n'esday morning I spent the better part of the morning up at the Scavenger Waste Plant and I was, to put it :mildly, appalled at the conditions up there. I was delighted to see tonight that you are going to have a trailer up there for the personnel. I was there when one of the haulers brought inca load. The smell was unbearable. The fellow comes in'with his dirty feet and his dirty hands, walks across the floor, puts his-hands on the map, on the counter. The hands weren't washed, no special gloves. Goes over and uses the telephone to call somebody, again his hands weren't waslhed, and then proceeds to go out. I mean I don't think this:is a very healthful situation for the employees there and I think that could be something that's easily correctibte. Also, so many of the things on the control board do not work, and that is~why we had the spill~because of the valve. The pumps don't work. The waste is'not being treated with line or ferris chloride, so therefore the settling tank.--the solids are coming over it.' There is' no growth on the bioclisco Probably because the waste product is to acidic:to grow any bacteria on it, and I saw the product that is~going into the Greenport Sewage Plant, and it is as one of the employees put it; homogenized but not pasteurized. And I'd like to know what the Town Board, as Commissioners, are doing about seeing that the DEC or the contractors or somebody come back and work these bugs out? I know that R~verhead has a plant, the same as this one, and it's working, but it did cost them a few hundred thousand dollars to correct the bugs in'it. Now what are we going to do about it before we I~ave even a greater spill' and even a greater health hazai-d? Would you answer me, please? SUPERVISOR MURPHY: We've been working on it:for quite some time and we are hiring a speciaL attorney and we were meeting again today. COUNCILMAN SCHONDEBARE: We. discussed a lot in Executive Session. MRS. OLIVA: Good, because t was really--I was really upset, because we have spent a great deal of time and money and we were hoping it 'was going to clean up the situation as far as our septic'systems are concerned, for our groundwater, and then to go up there and see these untenable conditions was really very upsetting, to put it 'mildly. But to change the subject, I wish you all--- COUNCILWOMAN COCHRAN: I would just like to make comment. I think--I know myself, I'm well aware of the problems down there and I'm sure the entire Town Board, and we did meet in: Executive Session late this afternoon and discussed these problems and we will be taking measures and finding solutiohs.
