SPECIAL MEETING

WORK SESSION
Present: Supervisor Francis J. Murphy, Councilman Paul Stoutenburgh,
Councilman James A. $chondebare, Councilwoman Jean W. Cochran, Councilman
George L. Penny IV, Town Clerk Judith T. Terry., Town Attorney Robert W.
Tasker. Absent: Justice Raymond W. Edwards.
4:00 P.M. - The Board discussed: Wage & Policy Committee report of December
8, :1986 concerning wages for part-time Clerk Typist employees (see resolutions
no. 1 & 2); proposed ,resolution no. 3 concerning salary, adjustments for Provisional
employees Maria'Checklick, Allison Stepnoski, 'Angelo Accardo; proposed resolution
no. 4 concerning referral of proposed Local Law to amend Zoning Code and Zoning
Map; proposed resolution no. 5 relative to purchase and installation of fence for the
Dog Pound.
4:15 P.M. - The Board met with Gary Loesch, P.E., George Desmarais, P.E,,
Holzmacher, McLendon & Murrell, P.C., and Aldo Marletti, P.E., Lockwood, Kessler
& Bartlett, Inc., to discuss their respective proposals for en~ineerin~ services
required for the Town to implement a resource recovery system. Mr. Loesch
reviewed H2M's proposal, identifying the seven tasks they propose to perform over
the next fift~een months. Under Phase A, only task 2 remains to be done - the scoping
session and EnvirOnmental Impact Statement, at a cost of $500 to $1,500. ,The Town
has already authorized H2M to draw plans and specifications for the solid waste weigh-
ing facility. Under Phase B, task 4 remains - the Part 360 Application, at a cost of
$30,000 to $45,000. Under Phase C, task 7 remains - preparation of requests for
proposals and the evaluation of proposals, at a cost of $35,000 to $75,000. The method
of resource recovery will', not be determined until after the RFP's have been receivC~cl.--
Mr. Marletti exp{ained to the Board that the LKB proposal was based upon the assump-
tion that co-composting would be the system. They also assumed that waste flows had
been quantified. LKB planned to make the engineering permit~ and related data the
responsibility and cost of the vendor for a specific project. He said:the H2M proposal
was much more expansive then the one submitted by I_KB which lacked some of the
required components. Mr. Loesch stated it ~is the conclusion of H2M that composting
is the best technology, but the DEIS would only become vendor specifi~ after the
RFP's are received.--The Board agreed that they should discuss the proposals further
at their~December 16th meeting and try to reach a determination on the direction the
resource recovery system should take.
SPECI'AL MEETING
A Speda! Meeting of the Southold Town Board was called to order by Supervisor
Murphy at 5:10 P.M., Tuesday, December 9, 1986 at the Southold Town Hall, Main
Road, Southoid, New York.

1. Moved by Councilwoman Cochran, seconded by Councilman Stoutenburgh, it was
RESOLVED that the Town Board of the Town of Southold will hire part-time Clerk
Typist employees at a wage of $5.50 per hour. After a six month period of employ-
ment a $.50 per hour automatic increase will' be given to bring the salary to $6.00
per hour.~ After a welve month period of employment a $.50 per hour automatic
increase will be given to bring the total salary to $6.50 per hour.

2. Moved by Councilwoman Cochran, seconded by Councilman Schondebare, it "was
RESOLVED that the Town Board of the Town of Southold hereby g~'ants Arleen
Oliver, part-time Clerk Typist for the Town Trustees, a salary increase to $6.00
per h~',,~", effective November 20, !986, and Joan Zanieski, part-time Clerk T'~pis~
for the Police Department, a salary increase to $6.00 per hour, effective December
19, 1986.

man Schondebare, Councilman Stoutenburgh' Supervisor Murphy.
This resolution was declared duly ADOPTED·
3. Moved by Councilman Stoutenburgh, seconded by Councilman Schondebare, it was
RESOLVED that the Town Board of the Town of Southold hereby amends their-
Resolutions No. 10 and 21, adopted on November 18, :1986, adjustin9 the salarie§
of Maria D. Checklick and Allison M. Stepnoski from $6.:00 per hour to $10,920.00
per annum, effective the date of thier appointments, and be it ~further
RESOLVED that the Town Board hereby declares that the followin9 full-time
Provisi'onal employees shall be placed on the CSEA salary structure schedule, and
shall receive the following salaries, effective December 15, 1986,:
Maria D. Checklick, Provisibn~al Clerk Typist, Town Clerk's Office- $14,851.00
Allison M. Stepnoski, Provisional Clerk Typist, Justice Office- $14,851.00
Angelo Accardo, Provisional Building Inspector, Building Dept. - $22,360.00

man Schondebare, Councilman Stoutenburgh, Supervisor Murphy.

4. Moved by Councilman Penny, seconded by Councilman Schondebare,
WHEREAS, there has been presented to the Town Board of the Town of Southold,
on September 23, ~1986, a proposed Local Law entitled, "A Local Law to amend the
Southold Town Zoning Code and the Zonin9 Map incorporated therein, to implement,
in'whole or in part, the recommendations of the Master Plan Update prepared by
the Planning Board," now, therefore, be it
RESOLVED that the Town Clerk be and 'she hereby is authorized and directed to
transmit this proposed Local Law to the Southold Town Plannin~ Board and the
Suffolk County Department of Planning in accordance with the Code of the Town
o'f'Southold and_the Suffolk County Charter.
4.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council-
man Schondebare, Councilman Stoutenburgh, Supervisor Murphy.
This resolution was declared duly ADOPTED.
Moved by Councilman Penny, seconded by Councilman Stoutenburgh, it was
RESOLVED that the Town Board of the Town of Southold hereby authorizes the
purchase and installation of 600_+ ft. of 6 ft. high cedar stockade fence for the
Southold Town Dog Pound, at a cost not to exceed $3,900.00; said expenditure
to be paid from the. Buildings & Grounds account, provided there are sufficient
funds available in'the '1986 Budget, and in the event there are not sufficient funds,
the expenditure is to be paid' from those moneys provided for in a bond resolution
for the construction of the new kennel building.
5.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Council-
man Schondebare, Councilman Stoutenburgh, Supervisor Murphy.
This resolution was declared duly ADOPTED.
