Murphy at 9:00 A .M., F~ida¥, October 3, 1986, at the Southold Town Ha!l, Main Road, Southold, New York. All Town Board members signed a Waiver of Notice of Town Board meeting. Present: Supervisor'Francis J. Murphy Councilman Paul Stoutenburgh Councilwoman Jean W. Cochran Councilman George L. Penny IV Deputy Town Clerk Elizabeth A. Neville Absent: Councilman Schondebare Justice Raymond W. Edwards Deputy Town Clerk Elizabeth A. Neville formally presented the Tentative Budget of the Town of Southold to the Southold Town Board. The Board briefly reviewed the Tentative Budget and made plans to hold Budget Review Meetings over the next few weeks. Supervisor Murp,hy presented the following Budget Message: The 1987 Southold Town Budget reflects an approximate 17.96% rate increase over the 1986 Budget. Total Town Budget less estimated revenue less unexpended balance 1986 Amount to be raised by taxes $8,972,213 -1,585,575 - 490,000 '$6,977,638 The year 1986 brought an estimated $33,000,000 growth in-building permits in the Town of Southold. Our assessed valuation increased $2,183,751 for 1986. The major increases are reflected in our budget as follows: Loss of Federal Revenue Sharing ....................... $100,00 Hire an In-house Attorney Salaries,Office Supply & Equipment ................... 68,000 Increase in Insurance Costs ............................ 143,000 Animal Welfare League Contract Increase ............... 14,000 Landfill Equipment, Operation Cost, new regulations ......... 140,000 Benefit Costs .......................................... 37,000 Police Personnel, EquiPment, Operation Costs ................ 210,000 Highway Department Personnel,Equipment, Operation Costs ................ 167,000 Planning Board New Full-Time Town Planner ......................... 30,000 Buildings & Grounds Equipment & supply costs, repairs to Buildings ...... 61,000 Bonded Indebtedness Farmland Preservation Program ....... ' ............... 212,000 TOTAL ..................... $1,182,000 ~ The total increase in the budget is $1,683.465, reflecting the above listed and including various other estimated cost growth (Salary increases, supplies, repairs and equipment.) There are many areas through out the Town of Southold where additional monies should be allocated, growth in new building bringing our costs up, and increased regulations costs. My task, in preparing the budget, is to p;rovide the most for the least amount of our tax dollars. On motion of Super~sorrMurphy, seconded by Councilman Penny~, it was RESOLVED that this Special Town Board meeting be and hereby is adjourned at 9:38 A.M.
