The meeting was opened at 6:00 P.M. by Commissioner John Gardner in the
meeting room of the Cutchogue New Suffolk Free Library. In attendance were
Commissioner Arthur Picchione, Commissioner David Bergen, Clerk Fred W. Kaelin
and Beach Manager Ken Reeves.
Commissioner Gardner moved that minutes of previous meeting be approved as
printed. Motion was seconded and passed.
Commissioners discussed staffing for the 2022 season. Motion was made,
seconded and passed to hire 7 lifeguards and 4 beach attendants. Comm. Gardner
moved a paid mandatory meeting for all beach employees be held on June 18,
2022 from 9 AM until 12 noon. Meeting will begin at Nassau Point Beach and
then move to Dave Allison Park. Meeting will go over all beach rules and duties
for beach employees. Shirts and keys will be provided the beach employees.
Comm. Bergen discussed a serious incident that occurred at Nassau Point Park on
May 6, 2022. A person broke into the storage room and both rest rooms
damaging all three door frames. Kono Home Services Inc. temporally repaired the
door frames so they could be locked. A padlock had to be used on one door.
Restitution will be sought from actor through Suffolk County District Attorney
office. A camera was broken and a new camera system will be looked into.
Lock on beach attendants storage shed was broken.
A property adjoining Nassau Point Park has obtained a permit from the Southold
Town Board for a fireworks display on July 4, 2022. As the public uses Nassau
point Park to view fireworks, Comm. Gardner stated there is clean up need the
following morning. Comm. Bergen has contacted Southold Police Chief Flatly and
there will a police unit there. Also he has contacted Mattituck Sanitation for
assistance.
Comm. Gardner stated the Park District is in the process of hiring an Attorney. At
the end of the meeting an executive session will be held to finish process.

Comm. Gardner put forth a motion too have a full architectural review of Dave
Alliston Park, to be ADA compliant, with a proposed budget of $5000.00. Motion
seconded and passed unanimously. Comm. Bergen stated that to cut back
vegetation on bank requires a Town Trustees permit. The Trustees require a site
plan to issue a permit. Motion made to hire Ken Quigley to prepare site plans for
both parks. Motion seconded and passed unanimously.
Comm. Gardner stated the Park District is in the process of gathering information
to get parking correct and compliant with ADA regulations. The Board is looking
for organizations qualified to develop a site plan.
Meeting was now opened for question from the audience. Parking should be put
back. Comm. Gardner said any parking return would have to wait for sire plan for
parking that was ADA complaint. A member of the audience asked where does
need come from? Comm. Garner explained idea was more open space, no fences,
more park with grass no parking lot.
A discussion began among audience members, with many people talking at same
time. Unable to understand what was being discussed. Comm. Gardner restored
order.
A lady said she almost fell entering park, that there was no forethought to
removing parking, install temporary fence around play area and open gate.
Another audience member said on Memorial Day weekend, handicapped people
had trouble entering the park and getting to the beach. A friend who is an
architect stated a ramp to the beach would cost $18,000.00 and nonprofits would
be willing to give grants to fund construction. Open gate with parking area.
Numerous other audience members all offered suggestions that parking be
returned to the park with temporary fencing, continue with site plan with gate
open, people don't matter, people of community want parking in park.
Comm. Bergen said he is new commissioner, elected in January, not on Board
when decision was made, not walking away removing parking. He has talked on

the telephone with various Southold town officials regarding establishing
handicapped parking on Pequash, No, moving fence on West Road, No,
Putting handicapped parking with park, would need one designated handicapped
parking space.
Other opinions from the audience are put notices on bulletin boards, signs on
walkway, fix ground on walkway, park anywhere, no fencing, large group happy
with park, mostly families, no traffic in park, safe for kids, wheelchair for access to
beach.
An audience member requested Commissioners vote on a motion to open park to
parking this summer. No motion was made.
Motion made, seconded and passed to have next meeting July 27, 2022 at 6:00
P.M. in meeting room of Cutchogue New Suffolk Free Library. Motion seconded
and passed.
Motion made to go into executive session, seconded and carried.
