My request, however, is for a site map of the Wrays project and property on Fishers Island. i am glad (as ms the Conservancy's Land Use Committee) that the Wray's are making every effort-to comply with DEC fresh-water wetland guidelines in planning their new house addition. I would merely for the record like to see a copy of the house site map, showing its relative nearness to the wetland. Inasmuch as the Wray's live in Houston in the off-season, it might be a bit difficult for them to send it. The Department has no objection to your designation as lead agency. Based on a review of the subject coordination, the Department offers the following co~mnents. However, the Department wishes to reserve its right to provide more detailed information within the cormnent period(s) established for this action. Also, these comments should not be construed as an implicit SCDHS approval or rejection of the project. All applications are reviewed thoroughly with respect to Suffolk County Sanitary Code concerns appropriate departmental personnel when SCDHS applications are completed. The Suffolk County Department of Health Division of Wastewater Management does not necessarily require review of a sanitary system when a prope~y owner is renovating or expanding an existing single family residence. The department relies upon the lo6al municipality to refer the applicants for review of the construction plan when a sewage disposal is necessarv. Referral is based on whether new construction will require relocation of the old system or if new plumbing fLxtures are being piped outside of the building to a new or existing disposal system. N.Y. 1 1901-3397 852~2100 Letter to Darlene Geiluno October 3, 1994 Page 2 If there are concerns as to whether an existing water supply or sewage disposal system are adequate to accommodate any additional plumbing fixtures a certificate of adequacy should be obtained from a licensed design professional. This department does not perform individual inspections to determine function and adequacy of an existing system. The applicant must comply with the requirements of the Suffolk County Sanitary Code and relevant construction standards for water supply and sewage disposal. Design and flow specifications, subsurface soil conditions, and complete site plan details are essential to the review of this project. These considerations are reviewed completely at the time of SCDHS application. SCDHS maintains jurisdiction over the fmal location of sewage disposal and water supply systems. The applicant, therefore, should not undertake the construction of either system without Health Department approval. Thank you for the opportunity to review this application.
