Dear Ms. Gerbino:
My apologies for v~iting so late, but the Environmental Notice
Bulletin (October 26th, 1994) that mentioBed the above-referenced
permit application did not reach me at my~winter address until well into
November, probably due to the re-organizing of the magazines management
and a change to a new format.
My request, however, is for a site map of the Wrays project and
property on Fishers Island. i am glad (as ms the Conservancy's Land
Use Committee) that the Wray's are making every effort-to comply with
DEC fresh-water wetland guidelines in planning their new house
addition. I would merely for the record like to see a copy of the
house site map, showing its relative nearness to the wetland. Inasmuch
as the Wray's live in Houston in the off-season, it might be a bit
difficult for them to send it.
The material should be xeroxed and sent ao me at the winter

The applicant proposes to install a four foot wide marine 11/10/94
railway extending from below mean Iow Water t° upland (250
linear fe'et overall) which will be supported by pilings in the
weater, elevated a minimum of four feet above grade over the
marsh fringe and then supported by railroad ties on the
upland. A twenty foot wide swath through the upland will be
cut to allow unobstructed hauling of boats. An existing shed
is to be rehabilitated and approximately 4,600 sq. ft. of
upland area is to be cleared and surfaced with gravel. The

REGION 1--The Southampton Town Conservation Board, as lead agency, has determined that the
proposed O'Connor Residence may have a significant environmental impact and a draft ElS must
be prepared.
The action involves the construction of a 6,878 sq. ft. two story residence, a 20 by 40 ft.
swimming pool, a 482 sq. ft. deck, a 55 by 120 ft. tennis court, a drywell, a well, a driveway
and a septic system on a parcel of land containing freshwater wetlands. The project is located

Dear Ms. Geilino:
The Suffolk County Department of Health Services (SCDHS; "Department") has received
your letter, concerning the above-referenced project. The Department has no objection to your
designation as lead agency.
Based on a review of the subject coordination, the Department offers the following
co~mnents. However, the Department wishes to reserve its right to provide more detailed
information within the cormnent period(s) established for this action. Also, these comments
should not be construed as an implicit SCDHS approval or rejection of the project. All
applications are reviewed thoroughly with respect to Suffolk County Sanitary Code concerns
appropriate departmental personnel when SCDHS applications are completed.
The Suffolk County Department of Health Division of Wastewater Management does not
necessarily require review of a sanitary system when a prope~y owner is renovating or
expanding an existing single family residence. The department relies upon the lo6al municipality
to refer the applicants for review of the construction plan when a sewage disposal is necessarv.
Referral is based on whether new construction will require relocation of the old system or if new
plumbing fLxtures are being piped outside of the building to a new or existing disposal system.

If there are concerns as to whether an existing water supply or sewage disposal system are
adequate to accommodate any additional plumbing fixtures a certificate of adequacy should be
obtained from a licensed design professional. This department does not perform individual
inspections to determine function and adequacy of an existing system.
The applicant must comply with the requirements of the Suffolk County Sanitary Code and
relevant construction standards for water supply and sewage disposal. Design and flow
specifications, subsurface soil conditions, and complete site plan details are essential to the
review of this project. These considerations are reviewed completely at the time of SCDHS
application. SCDHS maintains jurisdiction over the fmal location of sewage disposal and water
supply systems. The applicant, therefore, should not undertake the construction of either system
without Health Department approval.
