Gentlemen:
The Southold Town Trustees agree with the firm Sidney B. Bowne & Son
that a reed bed for suspended sediment filtration of property run-off is
necessary to prevent detrimental run-off into Mattituck Inlet. Exact specifications
should be based on watershed area to effectively slow the run-off water to allow:
1. Suspended particles to settle out.
2. Run-off to enter the ground water, being filtered by reeds and sand,
instead of entering directly into the creek.

As requested, I have examined the area requested by Steve
Malinowski in his application to the Corp of Army Engineers for oyster
farming. I have also discussed the location with Steve. We reviewed his
sketch submitted with his application and agreed that as indicated on the
sketch it was not drawn to scale. An accurate display would have shown
the relationship between the requested area and the close proximity of the
Yacht Club/Marina.
From the outset~ I would like the Board to know that as an
untrained part time Bay Constable I see no violation of the Town Wet Land
code as I understand that code.
As Harbormaster and Bay Constable assigned to protect and control
the use of West Harbor, I do have some serious coocerns regarding the
commercialization of the Harbor. I am not opposed to it, but question if
adequate controls and regulations are in place to provide for the orderly-
conduct of this activity side by side with the traditional recreational
use of'this harbor.
It is my understanding that the Town Code Article I "Obstructions
and Use of Town Waters" requires that a permit be obtained from the Board
of Trustees before placing buoys, stakes, etc... I believe there are
presently three locations in West Harbor where farms using these
materials are operating today. This application will make a fourth and I
know other locations are under consideration and exploration. I do not
know if the Board of Town Trustees has already issued permits for the
present farms, but I have never been requested to inspect any location
prior to the attached.
Since 1983, when the Town Board took control of the operation of
West Harbor, the anchoring and mooring regulation have been established to
protect the rights of both the residents and boaters a like. Mooring and
anchoring areas have been established to provide for a controlled number

Dear Sir:
We have reviewed the plan for the above referenced project. This plan
nas also been reviewed with the Town Highway Superintendent, Ray
Jacobs° A summary of our comments and recommendations is as follows:
1o The grading and layout for the common driveway off WicKham
Avenue is acceptable. However, the right-of-way width should
be 50 feet with a pavement width of 28 feet. (Refer to SBB
letter oated January 18, !988.)
2° The storm drainage for the driveway is divided into 3 small
tributary areas, each providing a minimum storage of 2 inches
of rainfall in leaching pools. It is recommended that the
storage capacity for the drainage system be increased to a 6
inch rainfall.
3o Existin9 Drainage Provisions:
A. Wickham Avenue - All stormwater runoff is directed towards
Wolf Pit Lake and should not pose any flooding threat to
the site.
B. Mill Lane - The graoe as shown does not indicate any low
points or depression in the road which would cause
flooding.
Ca Oregon Road and Mill Road The majority of the runoff in ..
this area is directed to the natural swale which
originates between Lots 1 and -2 and flows in a
southwesterly direction towards Long Creek.

4. A covenant to preserve all wetlands, natural vegetation
buffers and open space, etc. should be included with tne final
approval of this project. This will protect against the
development and uisturbance of these areas in future years.
5. The Town should consider the construction of a reed bed in
natural swale south of Oregon and Mill Road between Lots I aha
2. A great amount of s~ormwater runoff passes through this
swale which is tributary to Long Creek. The reeo bea would
filter out contaminants from the road.
The comments as described herein should be incorporated into ~ne final

NOTICE OF SIGNIFICANT EFFECT ON T~E ENVIRONMENT
MARCH 9, 1987
Pursuant to the provisions of Article 8 of the Environmental
Conservation Law, Part 617 of Title 6 of the New York State
Codes, the Southold Town Planning Board, as lead agency, does
hereby determine that theaction descriped below is Unlisted
and is likely to have a significant effect on the environment.
DESCRIPTION OF ACTION
Proposal is for a subdivision of 64 acres into 27 residential
lots with~_28 acres of open space, in the cluster concept. This
proposal to be known as "Wolf Pit Associates" is located at
Mill Lane and Old Road, Mattituck, tax map no. 1000-107-4-2.1.
REASONS SUPPORTING THIS DETERMINATION
1. This area has been nominated by the public as an
area of "unusual local importance" to the Department of Environmental
Conservation wetland regulatory maps.
2. There is concern about the potential impacts the
development of this parcel may have about the wetland systems
and the natural scenic character of the local parkland.
3. This area is of historic significance and contains
an historic homesite (SPLIA records).
