Anzalone Subject:RE: 10750 Oregon Road Attachments:Chain Ling Fence Detail from Site Plans.pdf; AVT NOISEBLOCK_Barrier_Walls.pdf; Fence - Barrier Location Exhibit.pdf Categories:Filed by Newforma Hi Nancy, Thank you for the response. Attached are three PDF files: 1) An exhibit developed from the previously submitted site plan with the extent of the chain link fence highlighted green and the visual and sound barrier highlighted orange; 2) A copy of the chain link fence detail proposed for inclusion in our forthcoming site plan application to the Town; and 3) NOISEBLOCK Wall Panel spec sheet, which is representative of the visual and sound barrier proposed for installation around northern end of the BESS installation. With regard to the chain link fence, as indicated in the attached detail, the fence will be 7’ tall, topped with barbed wire. It is proposed for installation around the POI Substation, Project Substation and the southern half of the BESS installation (as indicated on the attached highlighted site plan exhibit). With regard to the visual and sound barrier: · The attached NOISEBLOCK Wall Panel spec sheet is representative of the type of visual and noise barrier proposed for installation around the northern half of the BESS installation (as indicated on the attached highlighted site plan exhibit). It should be noted that the final selection of the visual and noise barrier vendor is pending a formal RFP process, and that the NOISEBLOCK system is being provided as a representative example. · As indicated on the attached NOISEBLOCK spec sheet: o the visual and noise barrier panels are fabricated with outer metal 16/18 gage solid shells and inner metal 22 gage perforated shells, stiffened with internal channels and edge rails. o Panels are filled with acoustic grade 2.5 to 6 pcf long strand fiberglass or mineral wool depending on the application. The fill material is inert, mildew resistant, vermin proof and incombustible and is suitable for wet/dry and freeze/thaw cycling. o Mating panels are attached by inherent tongue and groove panel joints. o Typical panel joints are horizontal however vertical panel joints are used depending on the project requirements and desired aesthetics. · Panels can be coated with color pigments. All of our initial renderings have illustrated the visual and sound barrier colored green to blend with the proposed landscape screening and the surrounding environment. The applicant is open to other color schemes should the Town / community have a preference. Please let me know if you need anything else in order to issue the notice of disapproval. Thanks again for your assistance. 2 R. Joel Richardson, P.E. One bit of information which we do need is the detail on the fence.. what is the height of the fence on all sides, and what are the details for the visual and sound barrier that is being proposed? Please advise so I can issue the notice of disapproval appropriately. I had spoken with Brian Cummings on 3/22 and understand that the Planning Department has returned their review of the application to the Building Department as of 3/18. At this point we are not able to proceed with any further applications to the Town (Site Plan, Variance and Subdivision application) pending receipt of the Notice of Disapproval from the Building Department. If there is anything I can do to facilitate completion of your review please let me know. If you can provide an estimate for when the review will be completed that would be very helpful. Thanks again for your assistance. NOISEBLOCK™ Wall Panel Construction KINETICS STL panels are fabricated with outer solid shell of 16/18 gage and inner perforated shell of 22 gage. Panels are stiffened with 18 gage internal channels and edge rails. The acoustic grade fill is 2.5 to 6 pcf long strand fiberglass or mineral wool depending on the appli- cation and are inert, mildew resistant, vermin proof and incombustible and is suitable for wet/dry and freeze/thaw cycling. Mating panels are attached by inherent tongue and groove panel joints. Typical panel joints are horizontal however vertical panel joints are used depending on the project requirements and aesthetics desired by the architect/owner. Sound Absorption Coefficients NOISEBLOCK™ panel acoustic performance is backed by independent testing in a NVLAP accredited laboratory. When tested in accordance with ASTM C423, Standard Method of Test for Sound Absorption of Acoustic Materials in Reverberant Rooms, the panel assembly shall have the following minimum airborne sound absorption: Model STL-41 STL-41 Construction2 16 ga. solid / 22 ga. perforated 18 ga. solid / 22 ga. perforated 125 0.60 0.60 250 1.13 1.13 500 1.12 1.12 1000 1.09 1.09 2000 1.03 1.03 4000 0.91 0.91 NRC3 1.00 1.00 Sound Absorption 1 (4) = 4-inch thickness 2 solid inner skin available 3 Noise Reduction Coefficient (NRC) is the average of coefficients at 250, 500, 1K and 2K Hz, expressed in the nearest integral multiple of 0.05. Sound Transmission Loss When tested in accordance with ASTM E90, Standard Recommended Practice for Laboratory Measurement of Airborne Sound Transmission Loss of Building Partitions, the panel assembly shall have the following minimum airborne sound transmission loss: Model STL-41 STL-41 Construction2 16 ga. solid / 22 ga. perforated 18 ga. solid / 22 ga. perforated 125 24 21 250 32 28 500 41 39 1000 51 48 2000 60 56 4000 66 58 STC3 43 40 Transmission Loss, dB 1 (4) = 4-inch thickness 2 solid inner skin available 3 Sound Transmission Class (STC) is determined by comparing test data with a set of standard STC contours as described in ASTM E413, Standard Classification for Determination of Sound Transmission Class. 06 l NOISEBLOCK™ Barrier Wall Systems The acoustic performance of NOISEBLOCK™ panel systems is not degraded through prolonged exposure to noise, vibration, pressure differential, rain, wind or snow. Panel Cutaway KINETICS NOISE CONTROL, INC. l 07 Engineering Performance and Design NOISEBLOCK™ wall systems are placed between a noise source and a receiver. The barrier creates a “sound shadow” zone of attenuation that can be designed to effectively attenuation an area either indoors or outdoors and at varied distances from the noise source. Standard Panel Dimensions NOISEBLOCK™ panels are available in standard designated widths of 21.625” and 45.625” and lengths up to 144”. Other widths and lengths are available by special order. NOISEBLOCK™ wall systems incorporate as many standard panels as possible and then finish with nonstandard panels for cost effectiveness. Structural Performance NOISEBLOCK™ wall systems are designed per indus- try standards following the applicable IBC building codes, referenced standards and guidelines.
