A meeting of the Southold Town Conservation Advisory Council was held Wed., May 11,
2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
CHAIRMAN'S ANNOUCEMENTS
The Town Board recently appointed Inga Van Eysden to the Conservation Advisory
Council. Chairman John Stein met with Inga and invited her to attend and observe the
next Board of Trustees meeting scheduled for Wed., May 18th at 5:30pm. She will attend
her first CAC meeting on June 8tH

John Stein and Shannon Wright attended the Board of Trustees meeting on April 13tH

In the matter of John Cosenza for the landscape plan for the backyard within 100' from top
of bluff, the agent representing the property of the homeowner, Patricia C. Moore, Esq.
was stopped for publicly speaking on record by John Stein, Chairperson of the CAC and
Lori Hulse, Esq. Counsel for the Trustees, for publicly speaking on record as a result of
incorrectly and unprofessionally stating to the Town Trustees and the CAC regarding the
overall public hearing and concerns of the CAC and the Town Trustees, and she was
publicly reprimanded by Lori Hulse, Esq.. She was verbally,warned that any further
statements she would be asked to be removed from the meeting. The application made
on behalf of Sunset Holdings was not on the agenda. Trustee Gillooly will look into the
status. The application made on behalf of Marlene J. Rutkin will be back on the May
agenda.
CLIMATE SMART COMMUNITIES
John Stein is working on obtaining a copy of the Comprehensive Plan and meeting
minutes to submit the appropriate sections to the State, which will earn pledge points. It's
possible that they will accept a digital version. Carol will continue working on the monthly
spreadsheet, which will also earn pledge points. John will continue to provide updates to
the CAC members and include them in his e-mails.
Carol Brown suggested a public service announcement in the Suffolk Times to look for
community stakeholders to join the task force. John stated that the CAC is the task force.
The community is involved in the pledge points and agencies can assist as well.
There was a suggestion that the CAC meet separately as a CSC and all agreed.
OTHER BUSINESS
Maggie Merrill, Shannon Wright and Carol Brown attended a.seminar on Coastal
Resiliency and found it to be very informative. If anyone is considering creating a living
shoreline on their property, Cornell Cooperative Extension will visit their property for an
assessment.
Councilman Mealy suggested the CAC attend a future Town Board work session to share
their progress with Climate Smart Communities and other related matters.
APPROVAL OF MINUTES
Moved by Maggie Merrill, seconded by John Chandler, to Approve the Minutes of April 6,
2022.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Carol Brown, seconded by John Stein, it was
RESOLVED to NOT SUPPORT the application of GARDINERS BAY ESTATES HOA to
construct four (4) extensions to the existing fingers of the floating dock: 2'X 4' floating

dock extension, 3'X 10' floating dock extension, 6'X8' floating dock extension, and 3'X 10'
floating dock extension. Propose to upgrade a portion of the existing flotation system to
rubber flotation units and to remove existing wood decking and replace with composite
wood decking.
Located: End of Dogwood Lane @ Spring Pond. SCTM#37-4-17 and 37-1-23

The CAC does Not Support the application because the docking facility appears to exceed
more than 1/3 across the width of Spring Pond, and therefore requests more definitive
aerials with locations.

RESOLVED to SUPPORT the application of MONROE SONNENBORN & BEVERLY
SONNENBORN to convert existing screened-in porch (193 sf.) into living space, replace
windows to existing dwelling, reconstruct existing deck (435 sf.) and railings, new addition
with elevator and deck (175 sf.) to landward/south side of house for handicap access.

construction.

Moved by Carol Brown, seconded by John Stein, it was
RESOLVED to SUPPORT the application of PALMER & NAN E. SCHADE to remove and
replace existing dock (including 2'-3' X 70' catwalk and 6'X Wand 4'X 24' floats) with a
new dock (connected to water and electricity), consisting of a 4'X 93' fixed timber catwalk
(constructed with open-grate decking), with two (2) 4'X 6' steps; the existing, relocated
2.5'X 16' aluminum ramp; and a 6'X 20' float secured by (2) 8" dia. pilings, adjusting
existing 3'X10' stairs to dock if needed to align with new catwalk.

The CAC Supports the application with the Condition the lighting is Dark Skies compliant,
and the catwalk is constructed using thru-flow decking, and with a railing on one side.

RESOLVED to SUPPORT the application of ELIAS, DAGHER to remove existing wood
plat/walk/steps, and construct a fixed timber dock (with water and electricity), consisting of
a 4'X 74' fixed timber catwalk (constructed with open-grate decking), two (2) 4'X 6' steps,
3'X14' hinged ramp and 6'X 20' "T"-shaped float secured by two (2) 8" dia. pilings.
Located: 90 Oak Ave., Southold. SCTM#77-2-6

The CAC Supports the application with the Condition the lighting is Dark Skies compliant,
the catwalk is constructed using thru-flow decking, and the docking facility does not
extend out seaward beyond the neighboring docks.

RESOLVED to NOT SUPPORT the application of CAMERON DOWE & MEGAN
STRECKER to construct an 18'X 20' one-story storage shed located 85.8'& 87.7' from
bulkhead, with 10' drywell to capture all roof run-off.

The CAC does Not Support the application and requests clarification as to why the Board
of Trustees denied the previous application on January 25, 2021. The CAC raised
concerns about the potential of a commercial business being conducted on residential
property and requests additional information on the business and mixed uses of the
property, and whether the NYSDEC would regulate the storage of the commercial
equipment in the proposed shed.

RESOLVED to NOT SUPPORT the application of SLATTERY NASSAU POINT TRUST
to replace stairs, 12'X 18' deck and 4'X 32'.

compliance with Ch. 275-Wetlands Code, and the application requires an updated survey.

RESOLVED to SUPPORT the application of JAMES B. GIVEN 1112012 IRREVOCABLE
TRUST to remove and replace (in-place) approx. 160 If. of existing timber bulkhead with
vinyl bulkhead, and backfill with approx. 25 cy. of clean sandy fill to be trucked in from an
approved upland source; remove and replace (in kind/in place) existing 4'X 4' platform and
3'X 7' steps to beach.

RESOLVED to SUPPORT the application of BERNARD TELSEY to remove and replace
(in-place) approx. 50 If. of existing timber bulkhead with vinyl bulkhead, and backfill with
approx. 15 cy. of clean sandy fill to be trucked in from an approved upland source; and
remove and replace (in-kind, in-place) existing 10'X 16' wood deck (grade level) 4'X 5'
platform and 3'X 8' steps to beach.

RESOLVED to SUPPORT the application of BIRCH HILLS PROPERTY OWNER'S
ASSOCIATION, INC. to remove large cracked boulder that slid down the bluff and
breached and damaged the retaining wall. Placed cracked boulder on beach. Repair 20'
of damaged timber retaining wall and backfill behind repaired retaining wall and plant
beach grass in repaired area.

RESOLVED to SUPPORT the application of THOMAS C. & SUSAN S. MERIAM to
remove and replace existing dock (including 4'X 14' catwalk, 3'X14' ramp, and 5'X 24'
float) with a new dock (connected to water and electricity) extended approx. 18' seaward,
consisting of a 4'X 91' fixed timber catwalk (constructed with open-grate decking); 3'X 14'
ramp; and 6'X 20' float secured by (2) 8" dia. pilings; and remove existing stepping stones.

RESOLVED to SUPPORT the application of ROBINS ISLAND HOLDINGS, LLC for a 10-
Year Maintenance Permit to maintenance dredge an area approximately 35'X 450' to a
depth of 6'; dredged area to have 1:3 slopes; resultant spoil approx. 900 cy. of sand to be
temporarily deposited on site,and then trucked away as previously approved.

RESOLVED to NOT SUPPORT the application of EILEEN KASSCHAU for the as-built
stepping stone walkway, slate staircase, rock wall, slate walkway, upper wood staircases
and upper wood walkways with landings, raised wood deck, frame shed, staircase to
lower deck, lower wood deck to bulkhead, lower wood deck extension to second
staircase, lower staircase and landings, upper staircase and landings,. inground swimming
pool with slate surround patio, slate retaining wall on northerly sides, slate staircase with 5
treads and 6 risers, pool equipment area below grade south of the patio. Outdoor shower
in northwest corner of garage; no enclosure with 4' X 5' wood base. Construction addition
of an existing basement level garage attached to an existing house measuring 13.1'X
24.1', 315.7 sf. on one-story, aligned with first floor of house, and for the pre-existing

residence constructed in the 1920's-30's, including porches, deck, stone terrace masonry
retaining wall, parking area and stone walkways.

FISHERS ISLAND
DANA DIDRIKSEN construct 130 If. of 4' wide fixed wood pile supported pier in which 73
If is waterward of the mean high water line and 86 If. is waterward of the apparent high
water line, including rails and water/electric utilities, two tie-off piles and a removable, pile
retrained ships ladder. Establish a wood chip access path through the brush landward of
the apparent high water lines.
Located: 6180 Clay Point Rd., Fishers Island. SCTM#2-1-6
The CAC did not make an inspection, therefore no recommendation was made.
KATHLEEN D. COLLINS & PAULINE C. HEENEY to replace fixed dock support posts
with four 10" piles; install four 10" piles for floating dock support and install two 10" tie-off
piles.
Located: 1457 Peninsula Road, 'Fishers Island. SCTM#10-4-15.1
The CAC did not make an inspection, therefore no recommendation was made.
LAURA FINAN to reconstruct 114 If. of pile supported pier of which 97 If. is 5' wide and 17
If. is 8' wide, including new rails, cross bracing and water and electric utilities and a davit.
Relocate an 8'X 20' float and restraint piles 1' southeast and construct a new 6' X 7' pile
supported ramp landing with rails and install a new hinged float access ramp, install 4'
wide pile supported beach access stairs with rails and grate treads, waterward of the
apparent high water line.
Located: Hedge Street, Fishers Island. SCTM#10-7-14
The CAC did not make an inspection, therefore no recommendation was made.
J. GEDDES PARSONS to remove existing 5'X 81' fixed dock and piles (16), 3'X 20' ramp
and 9'X 18' floating dock; construct a 5'X 81' fixed dock secured by sixteen piles, 4'X 16'

ramp and an 8'X 18.5' floating dock secured by four piles and to replace tie-off piles as
needed.
Located: 515 Sterling Street, Fishers Island. SCTM#10-9-3.1
The CAC did not make an inspection, therefore no recommendation was made.
John Stein and Carol Brown will attend the next Board of Trustees meeting scheduled for
Wed., May 18, 2022. Inga VanEysden will also attend to observe the process.
The next meeting of the Conservation Advisory Council will be held on Wed., June 8,
2022 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:15PM.
