Moved by Stephen Angell, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of the Wetland Application of VIRGINIA MEYRAN 99-3-1 to construct 106 I.f. of timber retaining wall plus 20' return on west side. On east side, wall will connect to adjacent bulkhead. Approximately 375 c.y. of clean sand will be trucked in via Bailie Beach Road to west. A 3' wide stairway from west of bluff to beach will be repaired/replaced as appropriate. The Council recommends disapproval because the retaining wall/bulkhead is not warranted. Also there is no established policy concerning the bulkheacling of property along the Long Island Sound, the long range effect on the Sound must be considered. SWORN TO BEFORE ME THIS It is my/our understanding that we are to maintain this structure with materials designed' to endure 30 years and or equivalent to the original approved structure and that for any maintenance which involves more than 5% in length of this structure we are to give prior written notice to the administrator, waiting for their approval in all but true emergency situation's which would seriously endanger life, property and important coastal natural resource features such as bluffs or wetlands.
