Box 447 Quogue, NY 11959-0447 Re: F-91-606 U.S. Army Corps of Engineers/NY District Permit Application Robert W. Thomas Town of Southold Request for Additional Information Dear Mr. Just: Pursuant to 15 CFR 930.58, the following data and information is necessary to enable the Department of State to adequately assess the coastal zone effects of this proposed project. The ownership of the land to be used for the proposed catwalk needs to be clarified. According to the survey submitted, the land lies within the right-of-way of Stillwater Road, which may be a public right-of-way. Please locate the property owned by the applicant. In addition, it's not clear why the catwalk is to be placed over a wetland and not across the applicant's upland property (shown as Lot 19 on the survey). Please discuss these concerns. A copy of the submitted Federal Consistency Assessment Form is attached for completion. The certification section on the back of the form is not dated; please install a date on the form. The project lies within the boundaries of the Cutchogue harbor and Wetlands designated significant: coastal fish ad wildlife habitat. According to the habitat narrative, dock construction in previously undisturbed areas within the habitat may result in the loss of productive fish and wildlife resources. What impacts will the proposed catwalk and rebuilt dock have on the habitat? Please discuss alternatives to the proposal. Mr. Glenn E. Just November 8, 1991 Page 2 Pursuant to 15 CFR 930.60(a), the review of your consistency certification will begin after we receive and determine that the necessary data and information is adequate to assess coastal zone effects. Any additional information which you believe will facilitate our consistency review of this project would be appreciated. A copy of this letter has been sent to the U.S. Army Corps of Engineers.
