A detailed description and plans of the proposed work are inclosed to
assist in your review of the proposal.
The decision whether to issue a permit will be based on an evaluation
of the probable impact or, the proposed activity on the public inte.rest.
That decision will reflect the national concern for both protection and
utilization of important resources. The benefit which reasonably may be
expected to accrue from the proposed work must be balanced against its
reasonably foreseeable detriments. Ail factors which may be relevant to
the proposed work will be considered; among those are conservation, eco-
nomics, aesthetics, general environmental concerns, historic values,
fish and wildlife values, flood damage prevention, land use, navigation,
recreation, water supply, water quality, energy needs, safety, food pro-
duction and, in general, the meeds and welfare of the people.

A preliminary review of the application indicates that an Environmental
Impact Statement will not be prepared. A review of the latest ~ublish-
ed version of the National Register of Historic Places and of the pre-
sence or absence of registered properties or properties .listed in
the latest published version of ~ne Register as being eligible for
inclusion, therein, has been made° Presently unknow~ archeo!ogical,
scientific, prehistorical or historical data may be lost or destroyed
by work to be accomplished under the required permit.
The evaluation of the impact of the acnivity on the public interest
will include application of the guidelines promulgated by the Adminis-
trator~ U.S. Environmental Pro~ection Agency, under authority of Sec-
tion 404(b) of the Federal Water Pollution Control Act or of the
criteria established under authority of Section 102(a) of the ,Marine'
Pro~ec~ion, Research and Sanctuaries Act of 1972, as appropriate.
Any person may request, in writing, within the comment period specified
in this notice, that a public hearing be held 5o consider this appli-
cation. Requests for public hearings shall s~a~e, with particularity,
the reasons for holding a public hearing.

will be obtained prior to the issuance of a Department of the Army

within the existing marina at Sterling ~rbor Ship~, Shelter
Isiar~ Sound, Greenport, Suffolk County, New York. Approximately
50+_ cubic yards will be dredged frc~ in front of the bulkbe~a and
the fill will be placed behind the proposed st~acture and be suit-
ably retained to prevent its re-entry into the
The purpose of the work is to facilate the mooring of additional vessels
in the existing marina.
