Inc. to remove and replace concrete sidewalks on the west side of Town Hall at a cost of $2,'700.:00. Also' letter from Superintendent of. Highways Jacobs stating he will' be unable to schedule the sidewalk replacement by his'department until early spring. Board decided to wait.until. spring.-=Letter from Superintendent of. High- ways Jacobs stating he has received a.'verbal estimate from Goldsmith's Electronics in, the amount of $400.'00 for an alarm system for the Recreation Cente~. Estimate from Simplex for fire alarm system f0'~;-$~,503.00, and estimate from Sal Prato Electrician for fire alarm for $3,200.'00. Board will review the proposals with Insurance, Consultant Bill Mullen. (2) Letter .from Robert Wall, Chief~of the Fishers Island Fire Department requesting Town'funding toward the purchase of a new Fry1 radio system for the Fire House, which system will' be.made available for all Civil Defense activi'tes on Fishers Island. Board agreed to contribute $400.00 from the Civil Defense Account {see resolution no. 16). (3) Discussion relative to appoint- ment of provisional Ordinance Inspector's who were .recently intervieWed~ (see resolution no. 15). Otherwise if you come up with something at the meeting everyone 'starts looking through the book because they don't undei-stand Wl~at it 'is everyone's talking about. We laid some groundwork as far as some of the questions and answers we're looking for in relation to affordable housin~ On the 24th the Town Board interviewed people for the position of _O. rdinance Inspector, and this evening we wiil'be hiring. On Friday, the 30th, some of, with our Town Attorney and people from Sidney Bowne, walked the adjacent property. On the 4th, which was yesterday i belieVe,--this has been a very busy last two weeks--I again met With Jim McMahon. and Ed Reale.who is an attorney from on the South Shore, who has helped East Hampton with their'affordable housing program. Again' he will be giving us more information. He's wri[ing up some things. We did review our Affordable Housing, Law of. which has been on l:he books for awhile; and we have had applicants come in~ The feel that t~e law is not a hundred percent workable, so we're taking a look at that. We also reviewed our Affordable Housing Law and we will be meeting again within:a week to' continue this 'discussion. Also, last evening ! attended a meeting of the Town Gr~n, and I Would :like to remind you that on the 14th down here at the-Town Green ~we"ll have a full day from 8:00 A.M. in:the morning until '3:O0 P.M. We've put in place a program to sell bricks for the walkway. Of course, you're more than welcome to buy a bench for $1',000.'00 if you'd like to come down and see us also. So we're hoping for a good turnout. Our local businessmen have been very cooperative in that they have taken advertising on the radio'for the d~y. We'll have WLNG there. The Kiwanisj hopefully, will be serving refreshments at a nominal cost, and we hope it 'will be a very fruitful day to help us toward the goal of completing the Green. Rain'or shine, yes, Paul. Also, in'additi0n. I would like to just update you in relation to'our ~Handicapped Recreation Program. I would like to compliment Lynn Richards who is ~running the program. This 'past month for October we had 255 participants taking part in anything from skin hygiene workshop to pumpkin paint- ing. A dance they had they had an attendance 'of 75 people. So hour Handicapped Recreation Program, which has just recently been put into play is very successful. Thank you, Frank. DEPUTY SUPERVISOR KUJAWSKI: Okay, thank you. Judge? JUSTICE EDWARDS: Yes, last Thursday the president of the Civic Association, Brad Burnham, flew John Clavin and Kenny Edwards and-myself over and we had a sit-down with Valerie'Scopaz-Shaw regarding our Affordable Housin~ District on the Island, going over some Of the miscellaneous little bugs..that we have in there when MrS- Yakaboski was there also, and was a good get together. This weekend we will be signing on the 26 acres. For you people who have not been informed in this'there's'26 acres of property that are being purchased, and the money for this has been donated by the concerned people of Fishers..-Island that there is no housing for the young working couples, so we're off to a good start. We've got 26 acres and it 'will be before the Plannign Board next Thursday 'for dividing up this parcel for affordable housing. Also coming over on the Orient boat--I have to get my days straightened out--Tuesday, I had a very nice conversation with a man who sells modular homes that are built' up in. New Hampshire. I passed some information a~ong to my fellow Board members and Jim McMahon, where in the New. London area they can bring these down from New Hampshire and they can put a three bedroom ranch on an existing foundation for $33,000.'00, which is a pretty fair price. I forget how many square feet--what was the square foo~ag,e on that ? COUNCILMAN PENNY; Nine sixty. JUSTICE EDWARDS: Nine hundred sixty square feet. Okay, when I went back on Saturday--before the Motor Vehicle closed down on Friday I went into the Motor Vehicle Office in Riverhead and they gave me the camera and a couple:roles ~ film. I took it back to the Island and took 40 driver's-~-cense photos over on the Island this past weekend and brought the camera back and. got it 'back into Motor Vehicle on Wednesday. The Fishers Island Garbage Distric~, some of the Commissioners, went up to New Hampshire last week to see an.incinerator that's put. together by the Consumat people, a 12 ton a day unit, and.they're extremely impresSed With the incinerator and the operation, and our engineers, also went up there with them and they are going to go ahead and put a single incinera~or'on the Island, but leaving room for a second one. The building is all designed and they're ju.s.t getting ready, and I would imagine that some time next year it should be in operatiOn. And o~e other comment on the bricks---how much are the~'selling the b"ricks for? Two dollars a piece? COUNCILWOMAN. COCHRAN' I know children have a lesser amount. That's $2.00. I don't recall exactly what the adult's cost. JUSTICE EDWARDS: Back in'the turn of the century' there was a brickyard'on' Fishers Island. It was an off-sboOt~ of', the Griffing-Sage works, and antique bricks-- those Fishers Isla'r~d bricks Over on the Island are worth $5.00 a piece; but I told Jean that I would donate six of [he gazebo herein Southold. COUNCILWOMAN COCHRAN: Clarify the Penny. ACTING TOWN ATTORNEY YAKABOSKI: Oh, this Larry Penny, who has been appointed, I think effective the early part of.December, sort of as an EnVironmental Consultant. We expressed concern this morning regarding the fact that M'r. Penny had undertaken consultive work for several environmental groups here in our town- ship, and that'this might pose a possible conflic~ should he undertake to do work on behalf of the Town. I spoke with Mr. Penny an hour or two after I le,ft you this morning, and he was very candid' and indicated that in fact he had worked for the North Fork Environmental Council and the Baymen's Association.on a particular matter that was before the Trustees involvin~ a ~permit 'to'construct a single family residence out in Orient. He also apprised me of the fact that he has been working on the Sage property--does that sound correct?---for about two years and. he had hoped to continue to work on that if 'it were not an undue problem, and he has a small consuttive matter on a wetland parcel, and those are the only three items that he has been doing private work on here in'-l'own, and he assured, and asked- that I assure the Board that if his appointment-does go forward as we expect, that he would undertake no other consultive work in' the Township, aside from the work on behalf of this Board.
