TerryL 9:30 A.M. - Town Trustee President Henr. y P. Smith met with the Board to urge that suffici'ent money should be included in the :1988 budget for on-going road run-off projects each year. Mr. Smitl~ was advised that Superintendent of Highways Jacobs has already made pr~ovis~0~ ,.for this:in' his ':1988 budget. Mr. Smith also spoke about the need foF ~bulkhead repair'at ~Gull Pond and Founders Landing. Mr. Jacobs will' be requested t? inspect and research the ownership'of the Founders Landing site. 9:45 A.M. :. BesSie Swarm and Fred Reiter of the North Fork Housing Alliance, along- with., Community Development'Administrator James McMahon met with the Board to re- -- quest that the Town take up the defecit 'in the :1988 C.D. budget. CAST must relocate their:offices due to excessive increases in rent, and have received approval from Greenport~ Village for the use of a .commercial building on South Street, Greenport, which can be rehabilitated, and a $65¥000 grant from the Village. Their primary concern is 'a personnel deficit, as well as additional funds 'needed for renovations, for a total of approximately. $28',000. Jim' McMahon will work on obtaining approval from HUD ~ for the issuance of a letter of agreement for the Town to spend money in t~he Village~ ;{'1 Councilman Penny offered to call the state office to urge appropriation of the fundi~[~,_~] 10:10 A.M. - Robert Brown, Fairweather-Brown, Architects, met with the Board to present preliminary plans for the construction of a new assembly hall addition to the Town Hall. T.he B~ard could not completely'agree on the concept and will discuss the proposal further later in the day. 10:55 A.M. - Venetia McKeighan, Director of Senior Services for the Town of Southold, met with the Board to discuss the grant application she is preparing for submission to The Robert Wood Johnson Foundation for an Alzheimers Center to be located at the Nutrition Center facility on Sixth Street, Greenport. The proposal is for a $250,000 three year grant - by the fourth year the center must be self supporting. Mrs. McKeighan needs a letter of support from the Town Board supporting the pro- posed Alzheimers Center. 11:30 A.M. -' For Discussion Items: '(1') Letter from the East End Community Services, Inc. requesting a $15,000' grant to be included in'the Town's 1988 budget. The Board agreed this 'is an excellent, productive program and the amoant of a grant should be addressed in'depth at budget time. (2') Request of Northeast Nurseries for a, " watchman/caretaker trailer (see resOlution no. 28)'. (3) Memorandum from Recreation Director Ken:Reeves reporting on a recent meeting with a group of senior citizens representing the three senior groups. Councilwoman Cochran who also met With the group,' reported that they r, equested a partiti0i~ for the center of the Senior/Yo~ building so more than one activ.ty can be held at the same time. Board agreed I~.~ and CouncilWoman· Cochran will look into the costs of such a partition. The group ~,,~ also requested construction of shuffleboard courts, horseshoe pits, etc. for passive activities, revising the rules for use of the building, and changing the name to "Southold Commun ty Recreation Center". The Board agreed to the new name and will look into having a sign constrUcted for placement on the front of'the building. (4) Letter from Planner David'Emilita concerning the status of the Generic Environmental Impact Statement with respect to the proposed amended zo'ni,ng ordinance and map. Board will discuss this with Special Attorney Yakaboski later in the.day. (5') Town Cler~--memorandum to the Board that the agreement between the Town and Village of Creenport for fire hydrants in'the East-West Fire Protection District expires on 12/31/87. Councilman Schondebare will' negotiate a new agreement. (6) Discussion relative to the creation of a Tree Committee. Applications for membership have been received from seven indivi'duals. (See resolutions no, 29 & 30.) (7) Receipt of pPoposal from Larry Penny for proposed Fishers Island oversight position on environmental matters. Board will discuss this 'with Special Attorney Yakaboski.~ SEPTEMBER 22, 1987 (8) Proposed release of the perforiTia~e bo~d'~'~1~"r~ roads and improv~-ments in the subdivision of Sebastians.'CoVe, Section II; This request is'being referred to the Highway Committee for review. (9) Letter from Special Attorney Yakaboski comment- lng on a proposal_ from the Superinten~lent of Greenport School for a "join~t Yenture" for the construction of tennis courts. Mr. Yakaboski recommends that this'should not be considered unless the Board is'willing to pursue other similar project_s,through- out the township; '('10)' Memorandum from the Chairman of the Board of A]~eals, Gerard Goehringer, requesting the appointment' of Linda :Kowalski as "CleL~i~ ~)f the Board of Appeals. This will be discussed with Special Attorney. Yakabes.!d 'later in the day. (11) -Receipt o a Clerk Typist civil 'service list. JoyceWilkins to be appointed to the Town Clerk's office, remaining applicants t~;be interviewed for Planning. Submitting a voucher from Bob Walt, who assisted Suffolk County Health Department while on Fishers Island assess~,ng their private water wells. Board agreed to pay the $~40.'00 bill. (1'3) Memorandum from Accountant John Cushman with respect to the Wendy Drive Road Improvement District. This matter will' be dis~usse~l wi.~h Special' Attorney Yakaboski. '(14) Receipt of application from Matt:A-Mar Marina for two trailer permits (see resolution no. 31 denying). (15) Supervisor Murpl~y reported that he has received notifiCbtion that the recently purchased water machiines ~cannot be hooked up to at~the~Recreation Center, they must be hooked uP to a P~blic water supply, otherwise the monthly testing would cost approximatelY .$400.' It was agreed the water machines should be sold, and Councilman Penny'suggest~d G & S Contracting, Mattitcick, who are considering a "water storeP' as part.of their'bUsiness. EXECUTIVE SESSION 12:25 P.M. - The Board met with Executive Administrator Vicl~or Lessard to discuss personnel. 12:45 P.M. - Recess - lunch. 2:15 P.M. - John Holzapfel, Chairman of the Conservation Advisory Council, met with the Board to discuss the publication of an environmental brochure by the CAC. Mr. Holzapfel requested payment to the members for the services to be.performed with respect to the brochure..' The Board- was not .receptive to payment for these services, but suggested he prepare a proposal for same for consideration. :- ~... SUPERVISOR MURPHY: Okay, next is a special proclamation proclaiming the week of October 4th to the 10th, 1987 as National ~I-H Week in the Town of Southold, and I Would like to read a proclamation, and we have some young girls here from the East End 4-H group. Where's your daughter, Jay,~ is she in' this group? COUNCILMAN SCHONDEBARE: No. Moved by Supervisor Murphy, seconded by the Entire Town Board, WHEREAS, the 4-H program of Cornell Cooperative Extension since its beginning 66 years ago has contributed much to the health and welfare of the~ Nation and has encouraged many young people 'to choose chareers which help improve family and community living; and WHEREAS, during this week 4-H members, leaders and families will observe NATIONAL 4-H WEEK with the theme: "4-H FOR YOUTH FOR AMERICA"; and WHEREAS, 4-H members put into practice the skills and science they learn as they develop their'talents through 4-H projects and strive to "learn for living"; and WHEREAS, in these changing times young people, who are the citizens of tomorrow, must discover and acquire the virtues of responsibility, thoughtfulness, morality and understanding; and WHEREAS, the more than 500 volunteer adult 4-H leaders are organizing their Clubs for~'the '1987-88' year, many others are organizi'ng clubs for the first time; and W. I Would at this time like to ask the Councilmen if' they have anything special' to report~ starting on my right with George. ~>- COUNCILMAN PENNY: Yes, on the 16th we had a meeting of the Commerce and !,ndustr¥. Committee, which meets monthly with the Chamber of Commerce, and we discussed the update of the Southold Town Promotion Committ'ee and their upcoming budget for this'coming year, the Greenport Sewer Plant, our Southold ~o~n Planner, the Southold Town proposed Master Plan, and the Landmark ~Preservation ~Laws _~ that are being discussed. On the 21st the CSEA Committee met. It was an Executive Session to discuss negotial~ions with Charles Graves, our negotiator. That's ali~ Thank you. SUPERVISOR MURPHY: Thank you, George. Jay? COUNCILMAN SCHONDEBARE: Nothing, Frank. Thank you. SUPERVISOR MURPHY: Paul? COUNCILMAN STOUTENBURGH: Well, being on vacation I 0nly one meeting, and that was with George and the CSEAmeeting~ and also tonight we had at 5:00 o'clock a Town Green meeting, which went over very well. We're coming along. We've sent out flyers to everyone in the Town asking for donations, and our donations are rolling. '1 think~We had $8,500 coming in in'just the last week, and we're looking to ~xpand that a little bit in~the future. If you pass the Green you see we're start- ing to get our gazebo together and things are moving along on that very well. That's it, Frank. SUPERVISOR MURPHY: Jean? COUNCILWOMAN COCHRAN: Yes~ I als~ attended the Green meeti'n~this evening, and on the 21st the session with Charles Graves as far as our CSEA negotiations. Also, on the 21st we had the first meeting of the Southold Town Recreation Advisory Committee. This 'is a cross-section of people from the community--our senior clubs, our youth represented through the schools~-s~tting down and trying to go in a direction as far as programming is'concerned so that we're meeting the needs of the people that we're serving. I felt it was a very successful meeting. We had good attendance. ! felt it was prod~'ive. They have asked for Several minor physical facility-type related things, such as an outdoor basketball court, bocci, houseshoe pit§, shuffle- board court, of whicl~ I shared this report' with the Town Board earlier in'-the day. We are getting p~ices on these things and that will' be reported to the Town Board after we have-the investigation of costs, and the Board will review for. possible insertion into the 1988 budget. Also on the 9th of this month I met with Jim McMahon to finalize some of the details on our Designated Driver Pro~ram, and this Thursday people from the community will~ be doing radio spots which will be a part of our media release in relation to the Designated Driver Program. Also on the 9th I met with Burt Lewis~for lunch in' relation to the Town possibly doing rentals in relation to our crunch here in Town Hall for space. It was an option that the Town Board reviewed today. Also we had Fairweather-Brown in today, who is the architect we hired to do a presentation of the concept he's come in'with as far as an addition to Town Hall. I met with him prior to our meeting today. Also on the 11th the Housin~ Committee had just a very informal meeting with Herbert Mandel. He is proposing a pilot program which we will be obtaining more information on so that the Town is aware--the Town Board is aware of what's going on there. Also, under Recreation, we're investigating the cost of a divider for the Center up there. One other thing that~the committee agreed upon, and the Board also reinforced in it's decision today~ was to change the name of the center to the Southold Town Recreation Cen~er. I think that's it, Frank. Thank you. SUPERVISOR MURPHY: Thank you.,.. Jean.. Judge Edwards? JUSTICE EDWARDS: Well~ Fisl~ers Island is getting very quiet now. A lot of the people have left and we sort of have our Island back to. ourselves. Steve Malin0wski,' the gentleman on the Island that is into aquaculture just delivered I don't .know how many thousands of seed scallops that he grew from smaller seeds in the little net arrangement that he had and they were delivered over here_to Greenport just this past week for planting some place in the East End, And the Department of Environmental Conservation was on the Island for two and a half days this weekend walking over some wetlands and checking on some houses that are being built close to the Sound .are~. Also this morning ! left Fist~rs Island about 6:00 o'clock in my boat. It 'was. very peaceful coming across inside Plum Island and all along Orient State Park, and got into .~lill' Creek just-about 8:00 o'clock and was lucky enough to flag down a cop to give me a ride to Town Hall. It ~was a~beautiful way to start a day. Thank you, Frank. SEPTEMBER 22, 1'987 SUPERVISOR MURPHY: . Now that really is dedication, when you travel froTM Fishers: Island by your own boat over here. JUSTICE EDWARDS' It's cheap too, Frank. COUNCILMAN SCHONDEBARE: At a savings to the taxpayers, Ray. SUPERVISOR MURPHY: God, we're impressed. The only other thing I would like to comment--we did' have a parade in honor of our Bicentennial (of the Constitution) a week ago Saturday, and it was really fantastic'. We had a bell rinc~nc~ on last Thursday at 4:,00 o'clock0'and we had Sir'Arnold from the town of Southwold, England here. celebrating this 'occasion with us, and he was out really, really ringing the bells for us. ~lso, the committ'ee who was putting on the celebration has la play going on last weekend and this 'coming weekend, next Thursday, Frday and 'Satur~J and ! attended last Thursday and ! COuld tell yoti'it was one of the best programs, · S or best plays that I have ever, ever attended, and really was fantastic. It wa done very well. The youth from-~must have been seven or eight years old--all the way up to our own Frank Bear--who was Ben Franklin; and really Iool~ed the. part, played the part well, and it 'really was a fantastic'play. Anyone who hasn't seen it~ you really should go see it.' It's down in'the Univers~lis~ Church this: weekend. COUNCILMAN S'CHONDEBARE: Frank Bear. knows the part so well because he was here when Ben was walking around. SUPERVISOR MURPHY: Yes, he was a litt'le boy ~;hen Ben was here. ~I;'PUBLIC' NOTICES. SUPERVISOR MURPHY: Item number II on the agenda are public notices. There is one. Again'this is published on the Town Clerk's Bulletin Board for anyone who is interested. I, New York State Department of Environmental Conservation, notice of adjudicatory public:hearing on October .29, 1987., 9:30 A.M., Southold Town Hall, ln;~the matter o~ the application of Sal. Caiol'a by En-Consultants, Inc. for permission to copnstruct a ~heet s~eel retaining wall along to~ of bluff and on uphill side of road down face of bluff, a total of 962+ I.f. of retaining wall is proposed. For sections facing Long i..l~land Sound stone armor will' be placed. Approximately 400 cubic yards of clean sand and loam will' be trucked in for backfill; Wall will be entirely above MHW. Location: On Long Island Sound, Greenport. III. COMMUNICATIONS. SUPERVISOR MURPHY: There was one communication from the O~ient Association thanking the Town Board-and the Trustees for their support of the publicl acquisition of two parcels on Hallocks~ Bay. IV. PUBLIC HEARINGS. (None.)' V. RESOLUTIONS. SUPERVISOR MURPHY: Sinbe there are' no public hearings we will move on to item V, Resolutions. I Would just like to remind anyone in the audience that if'anyone would like to address the Town Board on any of the proposed resolutions this is the time to do it. There Will' be a time after the resolutions and the final reports by the Town Board 'to address the Town Board on any other item that is not concern- ing a resolution tonight. So if anyone would like to speak on any of the proposed resolutions, in the audience, please raise ~,o'ur hand. Sir? JACK LAKE: My name is Jack Lake. I'm the c~stodian of the c~ossing at the East Cutch0gue School. There is a very serious condition that exists in front of the school. There is no school speed limit.' The speed limit in' front of this school is 55 miles an hour. There are nine buses that come in' and out of this school and afternoon. The children transfer from one bus to the other. There are also children that cross the road, and ! can give ,you first hand .information of trying to stop traffic so that these children have a safe passage is a terrific job trying to get them to stop from the terrific speed that they are traveling. And I say terrifiC:'. because going 50 or 55 mites an hour 'a~t_-f~hat particular point is terrific. Especially in the afternoon.:~l~en the sun is to the angle that it gets in the driver's eyes and they have difficulty seeing anything in the road. I strongly s~ggest, Mr. Supervisor, that a letter be written to Assemblyman Sawicki, 'who is on the Committee for the Board of Transportation for the State of New York, to do something about reducing the speed limit to the accepted limit 'for a school area. This situation has been going on for a long time and thank God nothing has happened yet, but I don't see how it can be avoided much longer. It's a very, very hazardous situation, and I can give you this f~-om-first hand sight. I'd appreciate it if you would please do something. Thank you very much. SUPERVISOR MURPHY: Thank you, Jack. De appreciate you bringing this to our attention; -There is a resolution on tonight asking"the State DOT to do a survey. This is 'the procedure that has to be followed. Previously we had done this before, we're going to do it again; and taking-your advice, we're going to ,copy our own Joe Sawicki and Ken' LaValle and ask their'support in getting the state tO Change this very , very bad condition. We appreciate your bringing this to our attention. JACK LAKE: What has been done on the previous survey? What was the results and what was the finding, and what did'the Board of Transportation do about it? SUPERVISOR MURPHY: They said:it 'wasn't necessary, but we will petition them to change theirS'thinking. JACK LAKE: Thank you very much, and I hope you have success. SUPERVISOR MURPHY: We'll try. Okay, if'not I'd like to move on to resolutions, and the first one is permission to submit a grant application. 1.-Moved by CouncilWoman Cochran, seconded by Justice Edwards, it was RESOLVED that the Town. Board of the Town of Southold hereby authorizes and directs Supervisor Francis. J. Murphy to submit a grant application to the New York State Department of Social Services, under its Children and Family "rust Fund Program, for a grants-in-~aid program for the prevention, services and tratme~t of all.aspects of family, violence...child abuse, domestic'violence and elder abuse. 1.-Vote of the Town Board.: Ayes: Councilman Penny, CouncilWoman C¢chran, Council- man Schondebare, Councilman Stoutenburg, Justice Edwards, Super~'isor Murphy. SUPERVISOR MURPHY: And number 2 is to authorize a preparation of bids for our 1,988 'Insurance Program. 2.-Moved by Councilman Stoutenburgh, seconded by Justice Edwards, t was RESOLVED that the Town Board of the Town of Southold hereby au horizes Insurance Consultant William F.' SUPERVISOR MURPHY: And number 3 is to authorize the executior of a contract for a three year Cooperation Agreement with Suffolk County on our Community Develop- ment funds for the federal fiscal years of .1988, 1989, and 1,990. I ~ffer that. 3.-Moved by Supervisor Murphy, seconded by Councilman Stoutenburg% WHEREAS, the Town of Southold wishes to receive Community Development fundin9 from the United States Department of Housing and Urban Development through the Suffolk Cou~qty Community Development Consortium for the years 1 ~8, 1989 and 1990; and WHEREAS~ in'order to receive funding from the Suffolk County. Corsortium it is necessary to enter'into a Consortium Agreement with Suffolk County for a period of three (3') years commer~cing with federal fiscal year 1988 and con~inuing.thro.ugh federal fiscal year :1.990; now, therefore, be it' RESOLVED that Supervisor Francis'J. Eishers'.tsland:has been taxed for the use of the Cutchogue Landfill, which we do not use. Apparently we're going to work--- the Town of Soulihold ?s; going to work to form a garbage district of all of the Town of Southold, with the exception of the Islands, and that way Fishers Island will not have to pay for the high cost of Cutchogue. We're doing our own thing on Fishers Island, plus we're contributing to Cutchogue and it's not fair~ So that's my reason. Thank you, Frank. SUPERVISOR MURPHY: Thank you, Ray. Jean? That's through a State Contract, which means that's the cheapest way you can buy these things. This is where our costs of this Town is going. Just a thought. SUPERVISOR MURPHY:.
