Terry 10:00 A.M. - Historian Antonia"Booth and NYS-DEC Urban Forester David Sinclair met with the Board, to. discuss long-range plan-r~ing for a tree program. Mr. Sinclair Would provide his services as a technical, advisor with respect to planning,, planting, pruning, fertiliZation, etc. To implement 'such a-program.a "Tree Committee" should ' be established and a "Tree'Ordinance" enacted, a. $1.00 per capita budget, and an overall plan with standards, including'Arbor Day Proclamation and a Publi.c'Commem- ~. orative' Tree Planting. If all.of the foregoing are met,.Southold would' meet the criteria'to be in~:luded in' the Tree City USA Program sponsored by the-National Arbor Day .Foundation. Thel Board agreed :s~Ch a program would be suitable for the Town of SouthoId'which has' many famous and historic trees, and agreed to seek membership'on a "Tree/Beautifii:ation Committee (see resolution no. 20]. For Discussion Items (.I) Proposal by Receiver of Taxes George_Mellas to computerize his office with two Olivetti' ETV 260 receipting stations. It was decided to wait 'until 'Thursday when the department heads will be meeting with computer consultants to determine whether the' Olivetti equipment is compatible 'Ii. i~ ~ith the proposed .'IBM equipment. (2)' Re(~etpt of a proposal from A. R. Lombardi Associates for a one year on-going engineering..program for the Fishers Island Wastewater'Disposai System-(see resolution no~ 21).. (3) Proposed household battery collection pro,qram. --To be discussed further, with a view toward collection centers at those places of business where household, batteries are sold. (4) No bids were received for the purchase of two drinking water machines, how'ever, a Mattjtuck firm has offered two uses machines to the Town at a' much lower cost than ranticipated for new ones.' '- Board aut'ho~ized the purchase of the two used ,machines (see resolution no. 22). (5) Request of the MattitLick Fire Department for a Special Permit to hold their annual picnic on Mactitucl~P_ark District propert~ (see resolution no. 24). (6) Request of the Mattitt~cl~' Lioness to hold a Harvest. Festival on Town- owned property at' Laurel (see resolution no..24). (.7)".Letter from the Southold Town Fire Disl~rict. Officers Association recommending the appointment of a full- time Fire InSpector, and response f~om Executive Administrator Victor Lessard concurring with the recommendation, and suggesting the. appointment of an Ordinance Inspector. (8) Supervisor Murphy asked for permission to purchase a mower/tool storage building to be placed in-the rear of the Town Hall property - cost to be approximately $t.,800.'00.' Board agreed to the purchase. 11:00 A.M. - Members of the West Creek Estates Property Owners Assodation, Robert Wilson, Secretary and spokesman, met with the Board to discuss a method fort-the acqiJisit;ion of the private roads, now owned by. Wilsberg, by either the Town or the Association. The taxes have'gone unpaid on these roads and very... shortly the County of Suffolk will take title. The matter will be turned over-to Special Counsel Yakaboski for investigation and determination. 11:20 A.M. - Audit of outstanding vouch_ers. 11:40 A:M. - Board' began review of;regular n~eeting 'resolu~tions. 11:45 A.M. -' Planner David Emilita met with-the Board to review the Draft Generic Environmental Impact Statement on the; proposed Local Law to amend the Zoning Ordinance. During the review it was revealed that certain'areas of the Master Plan - propos~cl highways, proposed airport-, were-still~in the plan. Board members did not wish to go forward with the ElS until 'the Planning B6ard reviews these items and_removes them from the Plan. Mr. Emili~a will revieW these questions With the Planning Board and meeting again with the Board .at their August 25th ..Work Session ..... . 294-A AUGUST 11, 1987 2:00 P.M. - Work Session re¢onvened and the Board met with Valerie Cardona to discuss her grant application for a Town of Southold Supported Work Project for the mentally and developmentally disableed adults program, whicl~ grant was recently reiected by the State. The Board, which, is suppo~rtive of such a-program, suggested she meet with NYS representatives LaValle and Sawicki 1~o discuss a possible satellite program for Southold under the sponsorship of a Suffolk County program. Supervisor Murphy will 'make arrangements for this meeting. 2:30 P.M. - Board concluded review of regular meeting resolutions. 3:00 P.M..- Recess. EXECUTIVE SESSION 3:30 P.M. - The B,o'ard met with the Special Counsel Frank Yakaboski to discuss pending litigation. 5:00 P.M. - Work Session adjourned. REGULAR MEETING 7:30 P.M. A Regular Meeting of the Southold Town Board was held on Tuesday, August 11, 1987, at the Southold Town Hall, ~Main Road, Southold, New York. EDWARDS: Last Satu'i~day, we had our summer Civic Association meet~n~ on Fishers Island and went over the. various ~committees, but mos.t, especially the affordable'"housing group made their report. They're in a contract with a lady over there to"purchase 26 acres for, I guess I can give you the price, for $450,000, and at this date over $300,'000 'has been pledged from donations to purchase this piece of property. It looks like we'll be cutting it off into 12 half, acre lots with probably 12 to 14 acres being left in open space. We're really excited on the Island of the way the things have been goi:ng there, and Mr. John Clavin, who's in'charge of the project, will' probably be over here some time this month, an~d also George Penny is going to g? to the Island with possi.bily some .of the other Counci.lpeople, to h~etp'them work over this Affordable Housing Program on Fishers Island. So . the Island is quite psyched-up about it."and it looks like we've really got the thing rolling._ With that, Frank, thank you. ~.... SUPERVISOR MURPHY: Thank you, Raymond. Jean? COUNCILWOMAN COCHRAN: Yes, on Friday, the 31st, the Recreation Committ'ee had a meeting with our Recreation Director, Ken Reeves, and Lynne Summers, who is qualified to work with.handicapped children, and ._we've 'incorporated a-Handi- capped Recr~eation Program under the auspices of our Town Recreation Program, so we're very pleased as a Board that ,this'has finally, come to pass and that recreation will' be planned for the handicapped children within our community, and adults as well as our other children and adults. I have very little to report toniqht because I spent last week in the lovely State of North: Carolina and Virginia, and- Pennsylvania, and we had a.good time. Thank you, Frank. SUPERVISOR MURPHY: Glad you enjoyed it. PaiJl? COUNCILMAN STOUTENBURGH: Yes. l'm going to leave the. Landfill; two meetin~ls we had on the 3rd and '10th to Jay. We did have two intervie~'-~ for our Town Attorney. We're looking, as you know, desparately for a Town Attorney. Anybody know a young person who wants to get involved, boy we need one here.. And I might report on our Southold Town Green Committee meeting which, is, as you all know, is in the center of your Town.. We're getting along. We have the foundation for the gazebo in already, and in the next week or two we're going to be putting a mailing out which will cover every citizen in the Town asking for a donation. We're about $40,'000 short of our goal, and we hope to raise that through donations., ~ The total amount is about $100,000 we want, and as I said last week, if we don't get all that amount ~e'll just do as much as we can with what we have. _-But we shot for the. ceiling and we hope we'll be able .to get the full amount. - Fishers Island was a Wonderful trip, and whenever there's a trip to Fishers Island I always take my boat so I got three days out of it rather than just a-trip over there .and back. It ,was very fine. A wonderful place. That's .it. SUPERVISO__R_ MURPHY: Thank you, Paul. Jay?. 296 AUGUST 11, 1987 COUNCILMAN SCHONDEBARE: Yes, thank you, Frank. We did, of course, go to Fishers Island on August 5th, I guess it was, and as usual, Ray, we want to thank you for your hospitality over there. It was very nice and as usual, most people didn't have that many complaints. I think the number of people that we bring over exceeds the number of people that show up for the hearing. We bring over a whole bunch of people and not that many people show up at the hearing. i guess they're already happy on their'little Island. We had two Landfill meetings, primarily trying to decide and find ways of getting rid 'of the mountain of white metal that you see down at the "Landfill, for those of you who venture down there, you'll see the big mount, and hopefully within the next month or so that mound will'disappear. I think we've found a way'of getting rid of it. COUNCILMAN PENNY: Yes. O,n the 5th I at{~nded the Fishers Island trip, and it'was very worthwhile, on the 6th I attended the Citizen's Advisory Committee - first meeting on the Local Waterfront Revitalization plan.. On the 10th I attended '" a Landfill meeting; I received some. very 9ood news just about a half an hour ago. We had requested County participation in a study which the Town~ i--~r sponsoring next year with the Kenney's Beach Erosion Control Committee, with all the problems we have there. We had applied for a. grant from the State And the Town portion was $15,000. We further applied to the County for-$10,500,'to help off-set our . costs, and the good news ' 'is'that was is just passed by the Suffolk County Legislature. So I'm very happy to spread this good news. Thank you. SUPERVISOR MURPHY: Thanks, George. ~'hat is good news. .I would just like to echo the same 'sentiments for everyone, and .also. We do ha~e a young man in the back.of the room that is'a member of Dick Hilary's No. 6 here in Southold, and he is 'working on.,his Citizenship' Community Award ~"~ for Boy Scouts, and he'll be joined by several other members of-his troop later, and I think it Would be nice if'we introduced them later in the program.
