The following action was taken by the Southold Town Board of
Trustees on Thursday, June 30, 1994:
RESOLVED that the Southold Town Board of Trustees grants a
waiver to construct a fence, first section beginning at the
cement monument marked "A" on the attached survey, extending
northward 19.50 feet and ending at the locust post marked "1" on
the attached survey. The second section beginning 69.78 feet
northward of monument "A" at a locust post marked "2"r then
extending northward for 52.50 feet and ending 3.50 feet south of
cement monument "B" at locust post "3" on the survey. The' third
section beginning 1.50 feet north of cement monument "B" at
locust post "4" and extending north for 9 feet and ending at.
locust post "5". Located Long Creek Drive Southold.

The following action was taken by the Board of Trustees at their
regular meeting of February 24, 1994.
RESOLVED that the Southold Town Board of Trustees denied without
predjudice the request for a waiver to place a 30" walkway and
extend the fence as noted on survey. The Board feels a full
permit is. necessary as this project is in a wetland area.

Dear Sirs:
We hereby apply for a Southold Town building permit to erect three sections
of unpainted hardwood, non-chemically-treated two-rail split-rail fencing
between unpainted, non-chemically-treated locust wood posts along three
parts of the eastern boundary of our property (Map 1000, Section 52, Block
8, Lot 3) as follows:
First section: Beginning at the cement m~nument marked "A" on the attached
survey, extending northward for 19.50 feet and ending at a' locust post
marked "1" on the attached survey.
Second section: Beginning 69.78 feet northward of monument "A" at a locust
post marked "2", then extending northward for 52.50 feet and ending 3.50
feet south of cement monument "B" at locust post "3" on. the survey.
Third section: Beginning 1.50 feet north of cement monument "B" at locust
post "4" and extending north for 9.00 feet and ending at locust post "5".
Please note that the sam~ kind of boundary fe~C/ng, for which permit
#21351Z was granted to us on April 20, 1993, is about two-thirds completed
and that the remaining one-third is in progress. Please note also that
the topography of our eastern boundary is such that the five-foot gap
between posts 3 and 4, together with the other 77 feet of unfenced boun-
ary line north of proposed post 5, allows the adjacent property owner
convenient access paths to the entire portion of the shoreline of Arshamo-
maque Pond as stipulated in the enclosed easement.
We have placed short green metal stakes in the ground at the proposed
locations of posts 1, 2, 3 and 4. None of the 81 feet of fenCing described
above is on wetlands,

Dear Sirs:
We hereby apply for a permit or waiver to place a 30-inch-wide mainly
wooden footbridge to traverse some tidal wetland on our property
(Map 1000, section 52, block 8, lot 3). The footbridge would give us
access to the northern part of our property without disturbance to
this wetland. According to item 8, page 20 of the New York State DEC
publication "Tidal Wetlands Land Use Regulations: 6NYCRR Part 661,"
dated October 1990, effective January 16, 1991, no DEC permit is
required to establish a "walking trail without material alteration of
the area involved" in a wetland or adjacent area. Although the pro-
posed footbridge is designed specifically to be part of a "walking
trail" that avoids "material alteration of the area involved," we are
also applying for a DEC permit for it.
The proposed footbridge would be constructed as follows. There are
four structural beams, each a 20-foot-long, 7½-inch-high, 1½-inch-
thick piece of rot-resistant lumber. Each pair of these beams is
joined at the middle of the footbridge by a steel plate 48 inches long,
73 inches high, and 3/16 inch thick. Six 3/8-inch-diameter bolts
fasten each 20-foot beam to a plate so that the plate is invisible from
the top and side views of the footbridge. The resulting pair of 40-foot-
long footbridge supports is braced crosswise by 27-inch-long, 5½-inch-
high, 1½-inch-thick rot-resistant wood struts at 16-inch intervals
across the footbridge, fastened in place using 3½-inch galvanized twisted
nails through a beam into a strut. The tops of the struts are flush with
the tops of the beams. The four struts closest to the center of the
bridge will be only about 24 inches long because of the steel plates.
These four struts will be fastened to two supplementary 6-foot-long,
7½-inch-high, 1½-inch wide woodenbeams bolted to the inside surfaces
of the long beams to cover the steel plates. The 30-inch width of the
walking surface is comprised of five 5½-inch-wide, 1-inch-thick cedar
planks separated by four 5/8-inch-wide spaces for good water drainage
and minimal wind resistance. The proposed footbridge would rest on and
be fastened to a 6-inch-wide, 6-inch deep, 30-inch-long footing of
previously weathered, rot-resistant wood set into the ground at each end
of the footbridge, with the surface of the footing r~re or less flush
with the existing grade.
The April 27, 1992, edition of our survey map (Young and Young, 400
Ostrander Avenue, Riverhead) shows the contour lines of land elevation
around the wetland. The proposed footbridge is drawn in by us to scale
(1 inch = 50 feet) in red. Its south end would be about 2½ feet land-
ward of the southern limit of the wetland, on firm ground between oak
trees. We were able to find Young and Young's wooden stakes 25 and 26,
which demarcate that southern limit and are on the survey. We rein-
forced these stakes and marked them clearly for the guidance of Southold
Town and DEC inspectors in regard to our applications for permits. The
north end of the footbridge would be about 2½ feet landward of the
northern limit of the wetland, also on firm ground, adjacent to a large
oak tree. We could not find Young and Young's markers 33 and 34. The
proposed footbridge would run northward between stakes 25 and 26, approx-
imately parallel to and about 30 feet distant from the east boundary of
our property.
To discourage trespassers from using our footbridge, we request that the
footbridge permit also refer to permit #21351Z (April 20, 1993) to allow
the fence along our east boundary to be extended northward to the north-
most cement monument of Young and Young, but not across the tidal wetland
segment of that boundary. The additional lengths of fence requested are
indicated~in red. We also request permission to substitute, at our
discretion, one-inch-diameter natural manila hemp rope for the hardwood
split rails between the locust posts through the wooded portions of the
eas~ boundary.
