A meeting of the Southold Town Conservation Advisory Council was held Wed., April 6,
2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
REPORTS
John Stein attended the Board of Trustees meeting held on March 16th. The application
made on behalf of 9450 Main Bayview was Denied. Shannon Wright and John Stein will
attend the next meeting scheduled for April 13th
John Stein will attend the Board of Trustees Work Session scheduled for Mon., April 11th
at 5:00pm in the Annex Exec. Board Room.

John Stein will be organizing a field trip to Cornell Cooperative Ext. in Southold to visit the
living shoreline project once he gets authorization from CCE.
Carol Brown participated in a webinar on Plum Island Marine Habitats hosted by the
Audubon Society. Cornell Cooperative Ext. will be hosting a lecture on living shorelines on
May 3rd from 6pm-8pm at the Greenport Harbor Brewery in Southold. Carol recently
attended a meeting of the North Fork Environmental Council regarding the Strong's
Marina project on Mattituck Creek. She suggested the CAC keep an eye on this particular
project. Carol mentioned that NYSACC offers many workshops and encouraged the
others to view them.
Carol expressed her deep concern with the number of applications for new swimming
pools within 100' of the wetlands. These pools require the use of our drinking water and
are proposed in locations not consistent with the required setbacks as set forth in Ch. 275,
and don't meet the lot coverage. She asked Brian Mealy and Liz Gillooly if completed
projects were inspected for compliance. Liz confirmed that the Board of Trustees do
conduct final inspections and issue Certificates of Compliance.-

RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Stein, seconded by Shannon Wright, it was
RESOLVED to SUPPORT the application of ORIENT LIGHT LLC to construct an 8'
extension to existing metal walkway. Construct a 32"X 12' ramp onto a new 3'X40' fixed
dock. 6-10 rocks to be placed in designated void areas of existing rock foundation. Install
two 10" diameter pilings on the west side of entrance next to existing rock jetty.

RESOVLED to SUPPORT the application of GEORGE STARKIE JR. & GAIL BERKES to
remove and replace 125 If. of existing timber bulkhead with new vinyl bulkhead in same
location as existing. Remove and replace existing concrete timber decking as permitted
under Trustees permit#8859 for bulkhead construction. Remove and replace existing 6'X
30' floating dock, 3'X 16' aluminum ramp and 6'X 4' timber platform in same location.

RESOLVED to NOT SUPPORT the application of JOHN COSENZA for the landscape
plan for the backyard within 100' from top of bluff. Natural regrade and remove firepit and
flagpole and use natural bounders to maintain grade. Remove part of existing retaining
wall located across lot.

The CAC does Not Support the application for the as-built structures. There is an extreme
concern with the recent removal of the trees within 15' from the top of the bluff. This
removal has destabilized the bluff and this entire area should be re-planted with the same
diameter trees.

RESOLVED to NOT SUPPORT the application of SOUTHOLD SUNSETS HOLDINGS
LLC to legalize amended landscape plan and as-built features and features to be
removed, including an above -ground propane tank, raised wood platform for AC unit and
electric for I/A system on east side of dwelling, on-grade laid slate patio and walkway,
partial existing concrete walkway with added dry laid slate walkway with landing, Belgian
block surround for gravel driveway, outdoor shower with wood floor, removal of existing
mulch surrounding planted vegetation and removal of existing fire pit. Expand approved
area of planting with American beach grass to cover all areas shown on landscape plan.

INC. to install 235 If. of Shore Guard 9900 vinyl hybrid low sill bulkhead; restore 200 If. of
eroded bank with 90-100 cy. of sand recovered from storm deposit area; install filter fabric
and plant American beach grass over restored bank area. Construct stormwater concrete
diversion swale with rip-rap runoff area, consisting of 50-100 Ib. stones set of filter fabric.
Restore storm washed area to the original grade line and removed sand is to be used on
site to restore the eroded bank area. Dredge portion of Moyle cove to deepen channel in
three areas. Dredged spoil to be spread on Sauer property in an area of approx. 8000 sf.
to depth of approx. 1.5'. Dredged spoils placement will be surrounded by a silt fence with
hay bales to be kept in place and maintained until the spoils are dewatered.

grade level around approx. Y2 of the perimeter of the existing structure up to 30" from the
existing grade level. New grade will slope down from the house at slopes varying from
17% to 30%. Two retaining walls will be built, 6' long wood retaining wall with a max.
height of 30" sloping to an existing grade, the other will be a 15' long stone wall with a
max. height of 30" sloping down to existing grade.

of bluff, 4'X4' landing, (3) 4'X 6' landings with benches, 4'X 7' landing and 4'X 6' platform
off bulkhead with 2'X 5' retractable flip-up steps to beach; clear and maintain a 4'X 42'
wood chip path to stairway; and restore areas disturbed during construction with native
plantings.

RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
John Stein and Shannon Wright will attend the next Board of Trustees meeting scheduled
for Wed., April 13, 2022.
The next meeting of the Conservation Advisory Council will be held on Wed., May 11,
2022 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 7:OOPM.
