A Regular meeting of the Southold Town Board was held on Tuesday, April 22, 2003, at the Southold Town Hall, Southold, New York. Supervisor Horton opened the meeting at 7:30 P.M. with the Pledge of Allegiance to the Flag. Present: Supervisor Joshua Y. Horton Justice Louisa P. Evans Councilman William D. Romanelli SUPERVISOR HORTON: Welcome to the public Town Board meeting, please rise and join with me in the Pledge to the Flag. And Mrs. Egan, thank you for thinking of me and picking a flower from in front of Town Hall and giving that to me. ! appreciate that. It is the policy of the Town Board to offer the floor to the public for the public to address the Town Board at two points of the public meeting. The first will be prior to the reading and voting on the resolutions that are on the printed agenda, prior to reading those, we will offer the floor to the public to address the Board on those specific resolutions. When we are complete with our resolutions, ! will again turn the floor over to the public so that you may address the Town Board on town related business. COMMUNICATIONS None SUPERVISOR HORTON: We do have reports, public notices and communications available for your perusal at the Town Clerk's Office, between 8:00 A.M. and 4:00 P.M., Monday through Friday. So if April 22, 2003 Town Board meeting 3 you would like to review them, please feel free to do so at the Town Clerk's Office. We will be moving ahead here with our resolutions. ! have been, it has been noted to me out in public on several occasions that ! have very sharp features and ! need to smile more often. So ! am going to make a concerted effort to smile more while ! am up here at the Board meetings. So, ! hope that works. Thank you for that advice. ! would like to offer the floor to the public, regarding specific resolutions. CATHY TOLL: Hi, Cathy Toll, Greenport. There are actually two resolutions that I have questions about. #254, the purchase of property on the east side of the dump, connecting Cox Lane. Is that the access road to the dump? Is that the thing that everybody said was just a concept two weeks ago? That was going to be under great study and review before anything was done by the Town? SUPERVISOR HORTON: No, this is actually a piece that was owned by Corazzini that was north on Cox Lane and we, quite some time ago, actually put into motion a legal process to swap a piece of property that the Town has with Corazzini as it was adjacent to our property, that's if in the event there was to be access off of Cox that would make it more viable to do that. MS. TOLL: But you are proceeding with that, with that land swap to make the entrance the way that it was depicted about four weeks in the newspaper and two weeks ago that this Board said, was nothing more than a concept and that there were going to be a lot of discussions and a lot of reviews and nothing was locked in and it was just ideas and we were going to have input from the whole world before we were going to proceed. SUPERVISOR HORTON: This was actually in the... COUNCILMAN RICHTER: Josh, can ! jump in? One of the things that we have done with the land swap that was in there, in the beginning stages of the capping of the landfill, some of the property on the other end that the Town of Southold owns, in the drainage ditch area that we have off of Cox Lane, we saw at that time that it would be more beneficial for us to take and swap land with Corazzini at the time and go to the south end of his property with the same amount of property and do a land swap. One of the thoughts behind it, is if we ever do do an access, that would be more appropriate because that would put it parallel with where the transfer station is currently. And if we ever change that, that will also put it parallel with the same spot. So it would make sense for us to do this land swap. We have been involved in that land swap now for quite a while so ! am not concerned. Over a year now, working on that. MS. TOLL: Is this land of any use except for the access road that was depicted on the plan for the new transfer station? Is this Corazzini piece of property that connects the dump to Cox Lane for anything other than an access road? COUNCILMAN RICHTER: ! think at this time, no. ! think that the only reason was, if in the future, we change, we wish to change the entrance which ! quite frankly think is the best idea going, because of the accidents, because of safety for our residents and supposedly putting a light out at Cox Lane, this to me makes nothing but sense. It is a win-win situation for changing the access to the landfill. SUPERVISOR HORTON: It was put in motion long before that proposal or concept came to the Board, because of the advent of the light that the County is going to put on Cox Lane so if traffic were April 22, 2003 Town Board meeting 4 redirected there would be the ability to do that. If there is any further discussion of a proposal to redirect or do any significant changes to the transfer station, those discussions will ensue with input from the concerned parties. MS. TOLL: Okay, we are going to proceed with the purchase however you want to put it, swap, purchase... SUPERVISOR HORTON: It is not a purchase. MS. TOLL: You know, you are giving something for something, ! have always thought of that as a purchase. COUNCILMAN RICHTER: It is a swap. I would call it a swap. MS. TOLL: Fine. We are proceeding with this when two weeks ago we also talked about a SEQRA review that hasn't commenced, ! imagine, certainly hasn't been finished. We are proceeding with this without any of the public input, including residents that might live north along that road, businesses that might work north along that, north of Rt. 48-along that road. In other words, you have got this idea and you are proceeding again without input from people. And this is going to be another Whitaker House. Either you are going to sell it at a loss or you are going to end up carrying it and you are proceeding without, with the intent of just continuing step by step until you are fully invested in this. COUNCILMAN RICHTER: ! think that the move that the Town is doing by doing the land swap is guaranteeing us something better than what we have now, if in fact we do put the new transfer and the new access in there. It doesn't mean we are paving that roadwork right away. All we are doing is swapping that piece of land that will be beneficial to the Town of Southold, if in fact, we do do that. It makes sense. MS. TOLL: ! am not saying that it is a bad idea to have that access road, what ! am saying is that you are proceeding, you are starting to implement what was two weeks ago a concept and the purchase of this property, ! don't think can be seen as anything but the beginning steps of the implementation. It is there for that access road. You started the process a year ago, when you didn't even have a plan like this? ! don't understand... COUNCILMAN MOORE: ! am going to jump in here. The idea of putting a traffic light at Cox was in recognition that the access currently to the landfill is very dangerous. And we encouraged our Transportation Commission to reach out to County DOT, to look into the feasibility of a light. And saying, you know what it makes an awful lot more sense regardless of what, if the transfer station is there ! don't think that anybody is going to kid themselves, that facility is going to be there. The Town is not getting out of the garbage business. That being said, this was an opportunity, even if the building stays in the exactly the same configuration, was to change the traffic flow for safety's sake of an existing operation. Subsequently, significant amount of time passes, Jim Bunchuk reaches out and says let's look at a comprehensive idea of a plan and so that has evolved since then. This is an opportunity that has presented itself, ! have encouraged the landfill folks and everyone for more than a April 22, 2003 Town Board meeting year, begging them to find an alternative access to the transfer station, simply for safety standpoint alone. SUPERVISOR HORTON: As well, the County has. MS. TOLL: Is there a traffic study? You say you contacted DOT. Was there a traffic study? COUNCILMAN MOORE: They have done a study to justify a traffic light. MS. TOLL: A traffic light. No, ! am talking about, has there been a traffic study that indicates what the repercussions are of having the access along the Cox Lane route? COUNCILMAN MOORE: We haven't even done that yet because we have to do a SEQRA process, whatever we do, we have to do a SEQRA process for that. But the opportunity for the land swap for land not suited for an access road, for land which is suited, it is simply a strip of land. It seemed like a no-brainer. It doesn't commit you to any further course of action but as my recollection, the topography, correct me if ! am wrong, the topography of the existing strip that we have is not well suited for an access road. Craig described it better. MS. TOLL: Where is the land that you are swapping? SUPERVISOR HORTON: It is directly adjacent. MS. TOLL: Directly adjacent to the land that you are switching? COUNCILMAN RICHTER: The land is on the north end. MS. TOLL: So it is also connecting Cox Lane to the dump? And you are saying that this is just a more northern or southern access route? SUPERVISOR HORTON: It is immediately adjacent. MS. TOLL: Okay, ! have another question. On #260, it mentions the scavenger waste. Has there been any discussion regarding what this Town will be doing with scavenger waste come next January? SUPERVISOR HORTON: No. MS. TOLL: So nobody is even planning for anything? You are just going to wait until nine months or so from now, when you have to do something other than what you are doing? SUPERVISOR HORTON: No, we are going to have to get together as a Board and reach out to the Village and determine exactly when our lease expires for the current facility and then make plans from there and that will be actually commencing, discussions about that will be commencing shortly. MS. TOLL: I just want to make sure that I understand you. You are going to try and negotiate a further lease? April 22, 2003 6 Town Board meeting SUPERVISOR HORTON: The Board hasn't gotten together and discussed whether or not we would try to negotiate a further lease or if it is even an option. MS. TOLL: And there has been no discussion at all of what to do if we lose that site? TOWN ATTORNEY YAKABOSKI: The site, ! believe is, the lease goes through 2006. It is three or four years away. MS. TOLL: Alright. ! had misunderstood that we would not be able to place any further scavenger waste there after this year. That is not true? JUSTICE EVANS: There has been some confusion about the date; that is why he was clarifying that. SUPERVISOR HORTON: There has been some legal clarifications needed to and actually, that was just brought forward to me now. MS. TOLL: So somebody's understanding is that it expires sometime in the near future and then another interpretation is that it is not expiring? SUPERVISOR HORTON: Right. And we, the clarification is that it is 2006. Between our attorney and the Village attorney of Greenport. MS. TOLL: And there is agreement that we are going to continue to use that until 2006? SUPERVISOR HORTON: Was that the understanding of the ... we are going to use that to the end of our lease and then from that, we will have to make plans for beyond that. TOWN ATTORNEY YAKABOSKI: It might be late 2005, 2006. MS. TOLL: Okay. But it is not impending? SUPERVISOR HORTON: No. Not immediately. MS. TOLL: There is agreement with both Greenport and the Town of Southold on that? SUPERVISOR HORTON: Yes, within our contract. Yes. MS. TOLL: Okay. Thank you. SUPERVISOR HORTON: Would anyone else care to address the Board on the resolutions that are on the printed agenda? JOAN EGAN: Good evening, everyone. Good evening Mr. Horton, Mr. Richter, Mr. Moore, Mrs. Evans, Mr. Wickham, Mrs. Neville and Mr. Yakaboski. How is your coffee? SUPERVISOR HORTON: Please, your name and residence for the record. April 22, 2003 7 Town Board meeting JOAN EGAN: Oh, Joan Egan, East Marion. #244. Now, it is my understanding that some of those moneys for the food and the nutrition comes from the State and ! understand the State has eliminated a great deal, if not all of those moneys. Do we have enough money to do it without the State money? SUPERVISOR HORTON: Yes, our contract and relationship is with the County. MRS. EGAN: Well, the County gets some of their money from the State. SUPERVISOR HORTON: Our funding is in intact, Mrs. Egan. MRS. EGAN: Good. Now, #245. Now, ! don't quite understand how Mrs. McLoughlin can take care of her three children... SUPERVISOR HORTON: Mrs. Egan, ! will not tolerate you berating Mrs. McLoughlin and her .... MRS. EGAN: ! do not understand how she can take another job. SUPERVISOR HORTON: Mrs. Egan, it is not another job and ! will not permit you to discuss Mrs. McLoughlin's personal family at the Town Board meeting. MRS. EGAN: ! am sorry. ! am concerned about this position and her ability to the job. SUPERVISOR HORTON: Her position is within the confines.., yes, her position, Mrs. Egan, her position is within the confines of her contracted working hours for the work week. MRS. EGAN: She has the Nutrition Center and all of the problems that ensue from that and she is going to take on a further responsibility, is that what you are telling me? SUPERVISOR HORTON: Mrs. Egan, she took on the position in January, and knowing Karen McLoughlin and how efficient and hardworking, if ! may finish... MRS. EGAN: You're making a judgment and ! think ! have a right to make a judgment also. ! think that you are wrong. SUPERVISOR HORTON: Would you like me to finish, Mrs. Egan? MRS. EGAN: No. SUPERVISOR HORTON: Okay. MRS. EGAN: Okay, now what is this #255? What is a triathlon? COUNCILMAN MOORE: Triathlon, it is a race. MRS. EGAN: ! am asking Mr. Horton, not you, Mr. Moore. April 22, 2003 Town Board meeting COUNCILMAN MOORE: Thank you, Mrs. Egan. MRS. EGAN: You are more than welcome. SUPERVISOR HORTON: Well, I have never participated in a triathlon myself. MRS. EGAN: What is it? SUPERVISOR HORTON: Well, I believe that it is a sporting event that involves three different athletic activities. ! think it is running, biking and swimming. MRS. EGAN: Okay, now there was some discussion a while ago on #260. Quite frankly, this whole situation regarding the bag pickup, the twigs and all of that, the ad that was running in the Suffolk Times, ! believe, two weeks ago was so ambiguous nobody but nobody knew what it meant .... SUPERVISOR HORTON: Mrs. Egan... MRS. EGAN: Excuse me... SUPERVISOR HORTON: Do you have a specific resolution? MRS. EGAN: To this very moment, Mr. Bunchuk has messed it up again. I think you should forget about #260. That is all ! have to say right now, ! think. That is it. Oh, excuse me. #272. You have to have the public hearing, so how can you vote on a resolution when you have to have the public hearing first? SUPERVISOR HORTON: We won't be. We won't be voting on that prior to the public hearing. MRS. EGAN: Well, then it should have been under the resolutions. SUPERVISOR HORTON: Would anyone else care to address the Town Board on the resolutions on the printed agenda? (No response) We will move on to the resolutions. #243 Moved by Councilman Richter, seconded by Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Town Clerk Elizabeth Neville to advertise for summer positions for beach attendants for the 2003 summer season. Vote of the Town Board: Aye: Councilman Wickham, Councilman Richter, Councilman Moore, Justice Evans, Supervisor Horton. Absent: Councilman Romanelli. This resolution was duly ADOPTED. #244 Moved by Councilman Moore, seconded by Councilman Richter, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Joshua Y. Horton to execute the agreement between the Suffolk County Office for April 22, 2003 Town Board meeting 9 the Aging and the Town of Southold~ for the III-C Nutrition Program, IFMS No. SCS EXE 03000007152, for the period of January 1, 2003 through December 31, 2003. at a total cost of the agreement not to exceed $57,900.00 annually, all in accordance with the approval of the Town Attorney. Vote of the Town Board: Aye: Councilman Wickham, Councilman Richter, Councilman Moore, Justice Evans, Supervisor Horton. Absent: Councilman Romanelli. This resolution was duly ADOPTED. #245 Moved by Justice Evans, seconded by Councilman Richter, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Karen McLau~hlin to the position of Assistant Community Development Proiect Supervisor effective January 1, 2003 at a compensation of $10,000 per annum; said appointment is in addition to Karen's position as Senior Citizen Program Director. SUPERVISOR HORTON: ! would just like to say that ! was pleased when Karen came to me with this proposal back in, when we were preparing our budget. ! was very excited and interested in dealing with working towards resolution and meeting the wide variety of housing needs that we have in Southold Town. Karen is pure energy and very knowledgeable when it comes to dealing with people, assessing needs and situations and working towards resolution on those issues. And thus far, she has been doing a tremendous job. She is supported by full-time staff for that specific position and has thus far taken great steps and made a lot of progress towards dealing with housing issues. This resolution was duly ADOPTED. #246 Moved by Councilman Wickham, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby modifies the General Fund Whole Town 2003 budget as follows: TO: Revenues: A.2705.40 Appropriations: A.6772.4.100.500 Gifts & Donations Vote of the Town Board: Justice Evans, Supervisor Horton. Absent: This resolution was duly ADOPTED. $1407.06 Programs for the Aging $1407.06 Contractual Expense Motor Veh Parts/Supplies Aye: Councilman Wickham, Councilman Richter, Councilman Moore, Councilman Romanelli. #247 Moved by Councilman Richter, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Joshua Y. Horton to execute an Ae[reement between the Town of Southold and the County of Suffolk for the 2003 Community Development Block Grant Program, subject to the approval of the Town Attorney. April 22, 2003 Town Board meeting 10 Vote of the Town Board: Aye: Councilman Wickham, Councilman Richter, Councilman Moore, Justice Evans, Supervisor Horton. Absent: Councilman Romanelli. This resolution was duly ADOPTED. #248 Moved by Councilman Moore, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby rescinds resolution #239 adopted at the regular town board meeting held April 8~ 2003, approving the purchase of the McFeeley property. COUNCILMAN MOORE: Certain technical steps weren't taken, which take place in the subsequent resolutions. Vote of the Town Board: Aye: Councilman Wickham, Councilman Richter, Councilman Moore, Justice Evans, Supervisor Horton. Absent: Councilman Romanelli. This resolution was duly ADOPTED. #249 Moved by Justice Evans, seconded by Councilman Wickham, WHEREAS, the Town Board of the Town of Southold wishes to purchase the property owned by NOFO Associates (a.k.a.J. McFeely), said property is located on the north side of Main Road in Mattituck and is identified as SCTM #1000-125-1-14; and WHEREAS, the subject property is approximately 30.8 acres in area. The proposed Town acquisition is for approximately 12 + (subject to survey) acres. The County is purchasing approximately 12 + additional acres. The total preservation area of the Town and County acquisitions is approximately 24 + acres; and WHEREAS, the purchase price is $60,000 (sixty thousand dollars) per acre for the Town's 12 + acre acquisition. The purchase price for the County is the same per acre value. The exact area of the purchase is subject to a survey acceptable to the Land Preservation Committee and the County of Suffolk. Other than the land acquisition cost, all costs associated with the acquisition are to be shared between the Town of Southold and the County of Suffolk; and WHEREAS, the Town acquisition is funded pursuant to the provisions of Chapter 6 (2% Community Preservation Fund) of the Town Code; be it therefore RESOLVED by the Town Board of the Town of Southold that this action be classified as an Unlisted Action pursuant to the SEQRA Rules and Regulations, 6NYCRR 617.1 et. Seq.; be it further RESOLVED by the Town Board of the Town of Southold that the Town of Southold is the only involved agency pursuant to SEQRA Rules and Regulations; be it further RESOLVED by the Town Board of the Town of Southold that the Short Environmental Form prepared for this project is accepted and attached hereto; be it further RESOLVED that the Town Board of the Town of Southold hereby finds no significant impact on the environment and declares a negative declaration pursuant to SEQRA Rules and Regulations for this action. This resolution was duly ADOPTED. #25O Moved by Councilman Wickham, seconded by Justice Evans, April 22, 2003 11 Town Board meeting WHEREAS, the Town Board of the Town of Southold held a public hearing on the question of fee title acquisition of the property of NOFO Associates (a.k.a.J. McFeely) on the 8th day of April 2003, pursuant to the provisions of Chapter 59 (Open Space Preservation) and Chapter 6 (Community Preservation Fund) of the Town Code, at which time all interested parties were given the opportunity to be heard; and WHEREAS, said property is located on the north side of Main Road in Mattituck and is identified as SCTM #1000-125-1-14; and WHEREAS, the subject property is approximately 30.8 acres in area. The proposed Town acquisition is for approximately 12 + (subject to survey) acres. The County is purchasing approximately 12 + additional acres. The total preservation area of the Town and County acquisitions is approximately 24 + acres; and WHEREAS, the Town acquisition is funded pursuant to the provisions of Chapter 6 (2% Community Preservation Fund) of the Town Code; and WHEREAS, the property is listed on the Town's Community Preservation Project Plan as property that should be preserved. The property is located within the Special Groundwater Protection Area. In addition to protection of the SGPA, the property is significant for open space and recreational (trail) purposes. Proposed uses of the property shall be in conjunction with the existing preserved land in the vicinity, which may include the establishment of a nature preserve with passive recreational trails; and WHEREAS, the subject property is adjacent to and in the vicinity of over 500 acres of preserved land; and WHEREAS, the purchase price is $60,000 (sixty thousand dollars) per acre for the Town's 12 + acre acquisition. The purchase price for the County is the same per acre value. The exact area of the purchase is subject to a survey acceptable to the Land Preservation Committee and the County of Suffolk. Other than the land acquisition cost, all costs associated with the acquisition are to be shared between the Town of Southold and the County of Suffolk; be it therefore RESOLVED that the Town Board of the Town of Southold hereby elects to purchase 12 + acres of the 30.8 acre parcel identified as SCTM# 1000-125-1-14 at the purchase price of $60,000 (sixty thousand dollars) per acre, pursuant to the provisions of Chapter 6 of the Code of the Town of Southold. The County is purchasing approximately 12 + additional acres. The total preservation area of the Town and County acquisitions is approximately 24 + acres. Other than the land acquisition cost, all costs associated with the acquisition are to be shared between the Town of Southold and the County of Suffolk. SUPERVISOR HORTON: ! view this purchase as testimony to Southold Town's commitment to ground water quality, as well as open space preservation and ! think it is a real golden star for the work of Melissa Spiro, who is instrumental in making this particular acquisition happen. And thank you to the landowners that stepped up to the plate and took part in this progressive program. I am happy to report, I was having a brief discussion with Councilman Moore, we are waiting on a report back from an architect, is that correct? We referred our Animal Shelter construction plans to an architect that was approved, or agreed upon by the North Fork Animal Welfare League-we are waiting on the report back from that architect. If it has been given the green light, we have been discussing moving forward with floating the bond to get construction underway for the Southold Town Animal Shelter that will be dedicated in the name of Mr. Raynor. And I also want to thank-I see Mr. and Mrs. Morelly out there who have been working diligently on a function outside of town government to help raise awareness and support for getting our Animal Shelter that is much needed underway. So, I feel that we have some good news that is on the horizon. Would anybody care to address the Town Board? FRANK WILLS: My name is Frank Will, I live in Mattituck. Two questions. At the work session two weeks ago, the subject of buildings and regulations as to what we should do about possibly limiting setbacks from boundaries and so forth was discussed and presented. I would like to request that the Board also consider and seriously consider a height limitation. COUNCILMAN MOORE: Those are included in those recommendations. MR. WILLS: Those are included. Okay. Let me add that on Martha's Vineyard, quite a few years ago, they installed a regulation that the maximum heights for any building be 18 feet. I know here it is 35 but I can guarantee you, I visit there quite often, they don't stick out like the sore thumbs that the buildings here do. To me, the most unbelievable sore thumb is that Horton's light. SUPERVISOR HORTON: The light? MR. WILLS: Not the light but... SUPERVISOR HORTON: That is a lighthouse. MR. WILLS: Horton's Lighthouse. April 22, 2003 Town Board meeting 20 COUNCILMAN WICKHAM: That was what stimulated us to take this up. And the height, as Bill said, there is a height restriction in this legislation. MR. WILLS: Okay. COUNCILMAN WICKHAM: It is currently doing the rounds with the Suffolk County Planning division and also with our Planning Board and our Architectural Review Committee. MR. WILLS: Very good. Now, that other question. So far, this is almost the end of April, we have heard nothing about the progress or suggestions to come out of the moratorium. Will there be any kind of a publications before the end of the moratorium that the public can have? SUPERVISOR HORTON: Yes. MR. WILLS: Know what is going on and possibly, not possibly, but have some input. SUPERVISOR HORTON: There will be no shortage of information in the near future. MR. WILLS: Thank you. I think that something that I would like to acknowledge in concert with the entire Town Board, we have about an issue that has been brought forward quite often at Town Board meetings, work sessions and here at the public meeting as well, the Town Board has a renewed commitment to addressing concerns on behalf of all of us that sit here today. A renewed interest and renewed commitment to addressing the concerns that have been brought forward. So, I look forward and I congratulate and thank the Board for all of us working together on this and moving forward in a direction that, regarding Church Lane. So that is something that I wanted to acknowledge here tonight. MRS. EGAN: In regard to the Church Lane thing, I do have copies of the editorial that was in Newsday, if any of you need that I would be more than glad to supply it. Especially Mr. Moore and Mr. Richter. Now, I did on the news tonight, Mr. Horton, the hurricane season has opened and I asked Mr. Richter if our town boats were back and he said that they were back but he doesn't know whether they are working. Do you want me to make that call for Mr. Richter? And report to you directly, Mr. Horton? SUPERVISOR HORTON: I appreciate the offer but I will take care of it myself. MRS. EGAN: I doubt it, I will do it before you do it anyhow. Okay, now of course Mr. Romanelli is not here, he is away on vacation and I guess he needs a vacation and he did take his children but as far as Mr. Romanelli is concerned and his either lack of concern or his lack of time, whatever caption you want to put on it there has been nothing done about noise control, there has been nothing done of course now, Supervisor Harris is completely involved this ridiculous thing that I guess you people thought was a good idea, so I don't believe that any letters were sent to the Department of Transportation in regard to safety on our roads and the runoff of the dirt and the accidents that it causes. So, I am sure that you will put that on Mr. Romanelli's agenda as soon as he comes back, April 22, 2003 Town Board meeting 21 right? And the noise control, there has been nothing done. As a matter of fact, the feedback that ! get and ! am all over, is that there has been almost nothing positive done by any of you up there since you took office. Are we boring you, Mr. Moore? EGAN: Good, well one of your former teachers is not well and he and I, we will not mention names at this time because it is a private thing but on television, I do watch good things that are important for our town... SUPERVISOR HORTON: Mrs. Egan.. MRS. EGAN: ...there is a big, new bug problem with trees. And he is going to try and find out for us, which he will tell me and ! will report to you. When this bug gets to the trees, the trees have to be totally destroyed and in addition, the pulp and all of that from the tree has to be completely encased because it can spread. Now, in addition, although we think that we have had a lot of rain and snow and we got a lot of water, we really didn't. The water shortage is worse this year than last year, and ! believe that ! had asked you last year, which we all said that we would look into and we didn't look, maybe we looked into but we didn't do anything. ! think before we get into the spring really, that you have to start doing a even days you do this, uneven and what have you. Whatever works out but don't wait until it is too late, even Suffolk Water has now made announcements on television and on the radio ads et cetera, to put more chemicals into the soil and we ain't going to do that now, are we?
