Community. Both Federal and State committ'ees for the Constit~ition are moving very. slowly and ~Suffolk County's Committee was just designated last week. A stumbling block for Southold!s.,plan to celebrate ConstitLition Day on September 17th is'th~ fact that most, if:nOt all, local schools plan to be in'session on that Thursday. 10:'10 A.M. --': Landmark Preservation CommisSion members John Stack, Chairman, Ralph. John Thatcher, President, Fishers Island'Conservancy, Inc. states his group would help with a water study with $10,000 'funding, but ~they do not want REM or H2M. Supervisor Murphy stated Joe Baier will' be meeting with that group on Fishers Island in the near future to discuss the proposed study.--Justice Edwards stated that in light of the fact the people on Fishers Island will be paying, through taxes, for the Enhanced~ 91'1 system, they would lik~ to have their"911 billing paid' by the Town. The $262.00 cost is now being paid by the F.I. Fire Department. Super- Murphy said'he would look into the possibility of that 911 line, which is i~n our 516 calling area, being connected to Southold Police Headquarters.--Supervisor Murphy informed the Board that the N¥S Assembly has a generic Landbank Bill'with local options, and it 'looks like it has a good chance of passing this year. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: At this~time i would like to acknowledge and welcome a local Scout Troop who's here, tonight on a project, and i think maybe Councilman Penny would like to introduce the boys. Want to? - COUNCILMAN PENNY: I don't know them all by name, but I can introduce them as a unit. it's Troop 51, representatives of Troop 51 from Greenport, and I think their' Assisl~ant Scout Master Keith Ward would probably introduce each one of the Scouts and. tell us why we're honored to have thei~ presence here in the audience this evening. Keith ? KEITH WARD, Assistant Scout Master, Troop 51': One of the requirements of the Communications Merit Badge is that the kids come to a Town Board meetin~l and find out what goes on at a Town Board meeting and actually take notes and discuss it afterwards between ourselves. So we're just here tonight to observe. SUPERVISOR MURPHY: Want to introduce all your boys? KEITH WARD: We still:have others coming. SUPERVISOR MURPHY: Okay. Welcome. What I'd like to explain~to you boys is that we had a Work Session going on all day. it starts at: ~):'00 O'clock in the morning and we didn't finish up until almost 5:00 o'clock, and that's where most of the discussior on the resolutions, the fifth item on your agenda, that You'll see tonight. But an awful lot of discussion goes on during the day and that's when most of the decisions are made. We make it legal at the time when we now pass the resolutions. But, welcome here and you're welcome at any time. And keep up the good work, Keith. KEITH WARD: Thank you. i. REPORTS. SUPERVISOR MURPHY: Moving on to the first item on the agenda is Reports. are all on file in:the Town Clerk's Office. These 1. Town Justice Tedeschi - monthly report for February '1987. 2. Councilmen's Reports. i would like to-at this time now ask any Town Board members if they have anything to report, starting on my left with Judge Edwards. JUSTICE EDWARDS: At this time nothing, Frank, thank you. SUPE. RVISOR MURPHY: Jean? MARCH 24, 1987 COUNCILWOMAN COCHRAN: Yes, on T.hursday the 12th Councilman Stout~nburgh, myself, Jim' McMahon met with Chuck Bowman of the Land Use Company in relation to the Plock property and the Board received the report this morning and ~they have agreed to bring Dr. Walter Blogoslawski 1~o Southold for Consulation in: relation to the property. On the 16th we had .a ~3uildin~s and Grounds m~ee,tinCj to'. discuss the replace- ment of windows and insulation at the Police Headquarters, and ~iso discussion on the storage building, it was decided, to hold on the storage building, but we are . proceeding as far as the window replacement. I had contacted Gary Strang. Unfortunately his 'information came in' sometime 'during the day and i wasn't .aware of it; so t'm going to put it'on the agenda for a di:s~:ussion for the next meeting. Also on the 16th i attended the meeting in' relation to, the Village Green-which;-:iS'. being developed down on the Hartranft corner, and Di~:k ward did' presented the proposed plan for th~ Green. Some additional suggestions were made and he will be coming back with a final plan, we hope, for the meeting ~on~ the 27th. In addition to that we've been meeting i~i'relation t(~ the Master Plan l~!eview. On the 18th i had a Landmark Preservation meeting, and again you've heard some of. their plansand they're beginning to plan for the celebrations that are coming}in:,re!ation to the Constitution and Southold's 350th Year Celebration. Also i had the opportunity-to attend a meeting of the committee in' relation to the Cast 'Substance Abuse Committee. i met over at Southold School with representatives from each-of the three Schools and Peg Katze'nberg, the Chairman, and Dr. Helen Price, who will' be serving as Chairperson of Substance Abuse Week, and they came up with some absolutely fantastic 'ideas in relation to Sub- stance Abuse Week when it's held this year. Also I attended the Landfill'meeting, of which Councilman Schondebare will be reporting on. And inbetween i had the opportunit~ to meet with Dr. Nelson~-Mr. Nelson--actually the three prindpals, Nephew, Nelson and Burns, from the three high schools, in relation to the Youth Recreation Advisory Board which we are developing. They've been very cooperative and supportive and feel that it's an excellent opportunity for young people to have the opportunity for input as to activities and services that the Town provides. So i have hopes that within the next month' we should begin meeting with that group. Thank you, Frank. SUPERVISOR M~JRPHY: Thank you, Jean. Paul? COUNCILMAN STOUTENBURGH: As Jean has said: i met with her on the Plock property on the 12th, and the 16th we had a Water Advisory meeting in:which we got our first maps from the. County.: Remember what we're trying to do here is:to ~ get the basic maps of our Town and then get overlays of where the areas are and things of this sort so that we can find 'out exactly where perhaps the best water dome, and then go see if we can find some'funds to purchase these to protect our freshwater areas in the Town. We are having aeria~ maps now put on--gathered so that we can actually pinpoint these places on our maps. The Water Advisory Committee also met with -the Utility Company of Greenport Utility, and hopefully through these two water people they're going to get an understanding of each other's policies, and ! think that's a__most important thing because the Village of Greenport has, of course, the only so-called city water in-our Town and if'we're working on a Water Advisory for the whole Town here, we surely should know what the Village is 'doing, and they are very cooperative and we're working out very well .with them. i again was with the Landfill Committee, which Jay will report on. We've had a series--and i'm sure Jean sat; in'on many of these-:our Master Plan. We've had two and a half days of them, and i don't think we'll report anything more, ibu:t we made very good progress on a lot of loose ends on our Master Plan, and i think we're pretty well set on our ideas of where we should go with our Master Plan. i guess that's about all, Frank. SUPERVISOR MURPHY: Thank you, Paul. Jay? COUNCILMAN SCHONDEBARE: Yes, we did:have a Landfill meeting. One of the things we came away with is :that we're going to try to separate the tires--vehicle tires--from the rest of the garbage and trash at the Landfill'. We're going to have a roll-off and put it up where we presently have the, oil deposits for. disposal of tires. For the boys in the audience, what happens is 'if'you bury a tire in' the Landfill:and you bury it way down deep, sooner or later for some reasOr~that i don't know, but I'm sure physicist will tell you what it'is: the tire always comes back up to the top. And you take the tire and you bury it down there, and you cover it 'all up again, and within a short period of time the tire is 'going to come back up to the top again. So what happens to you if you go to any landfills, and we went to Brookhaven one time~and saw their:landfill' and they had these areas nicely covered and you see all these tires all over the place. They all pop. ~up to the top. So we know we've got a problem, so we have to separate the tires out from the rest of the trash. So we're going to set up a roll-off and have the people drop their'tires off in an area designated, so we're not going to bury them anymore. We're also probably going to wind up hiring a superintendent for the Landfill. We realize' we have a need for basically personnel up there that have more experience then what we presently have, because the situation issuch that the biggest ~ expense in' this Town basically is going to be our Town Landfil'l'~ So as much as it behooves us to start talking about garbage all the time, that's what we do~ We start a lot of MARCH 24, 1987 time here talking about garbage and what we're going to do with it. We have a Code Committee meetin~l coming up next week and an agenda out on it.' There's no way | don't ;~hink we're ever going to get through everything that's ~in' that Code Committee for next week, but it ~will' be very interesting. There's a lot of topics up there that I think people will'be interested in ~and i would suggest more community participation, or at least awareness of itl because bY and large the only ones who show at the Code Committee meetings are, in~ fact, the members of the committee. Thank you, Frank. StJPERVISOR MURPHY: Thank you, Jay. George? COIJNCi~IAN PENNY: Yes, on the 10th'i was~.iucky enough to pass through Los Angeles, and i was able to attend a demonstration project on a waste distillation system. Jay just got through talking about garbage and l~d like you ~o know that even the islands like the Virgin Islands have the same problem that we do. Where do you put the garbage? There were representatives from the Virgin' Islands there and also other representatives from Putnam County, New York. The waste distillation, i feel, is ~a viable alternative for our Landfill in'~1990, and the main reason is because it'has a unique way of handling wood, rubber and plastics. A lot of the other systems that we've talked about we have to bypass these products~ but this 'one handles every- thing very nicely, it'turns everything into '~harcoai. On the 16th i attended a meet- ing of Buildings and Grounds. On the 16th again'a Police Committ'ee meeting, and a Water Advisory Committee meeting. On the 17th a W0rk~session on~ th.e Master Plan, where we addressed the marine uses. On the 17th the Kenn~'s 'Beach S~n~ ~-~osion ~ommittee met to discuss some alternatives for what we're goi~ng to do to hopefully spruce up Kenny's Beach for the springtime. We've appli~l to the ~County for some dredging spoilage, and i understand the County Dredging Commitl~ee met today, so we're just waiting anxiously to see what the results of that meeting is~ On the 18th we had a Commerce and Industry Committ'ee, and amount the things that we discussed was the Master Plan, home occupations, the landmark Law, a~cessory apartments, and the new laws and modifications that are being offered~ the North Promotion Committ'ee and also the Water Advisory Committee and their'Water Management ~ Report. On the 19th ! attended a meeting of the Landfill' Committ'ee, which C~Un~il~an Schondebar~ already reported on. And then again on the 19th and th',e 20th welhad se~eral--I'~ sorry, on the ~19th we had several sessions on the ~laster Plan worl~ sessions. On the 19th ! at. tended a public'hea~ing--not to listen, but to'speak, and that was a ~Coastal .Eros.on .Hazard' Act bearing'run by the DEC in~ Riverh~ad, ~nd the Coastal ~rosion ~azard Act is a very, very suspicioUs bill that is~being presented by th'e DEC at this time~ and what it 'says is 'that if you have a house that is~alonn ~h~ shoreline and .f ~t s ~n a certain area and ~t's knocked down by~ a s~orm or by a flood, that the possibility is'is ~that the State may be tei!ing you th~at you can't re- build. Well, i found exception to this and ! found out ~l~so by talking to several legislators that there are amendments that are already in ~the works on this, so hopefully this bill will' be buried somewhere up in' Albany. On the 23rd we had. a meetinq on the Master Plan, and on the 23rd again I~he Water Advisory Committee meeting, and again today on the Master Plan. So it's been pretty ~usy for tl~e last week or ten days. SIJPERVISOR MURPHY: Thank you, George. Paul, you had one more thing? COLINCILMAN STOUTENBURGH: Yes, i neglected to tell the audience that i attended the Farmland Preservation meetin~ last week° and we've added one more farm to our lis~. And for you boys in'the audience i think that you should understand that your Town has a program where they're buying what they call Development Rights. Now, we all know what a farm is, and we know that a lot of our farms are being taken up by houses~ and pretty soon we won't h~ive any more farms, and so the people of the Town voted a large sum of money, millions of dollars, to buy these so-called Farmland Rights. Now what this 'means is 'that if'l owned a farm, or if you owned a farm, we would go in and say we'll ibuy your development rights, whicl~ means you can't ever sell that to a developer, but you can still'-go ahead and farm it.~ You can't build on it~' but you can farm it. And seeing you're giving up something, we'll pay you for that, and usually it'~ about half the value of the land. So you can get a fairly nice chuck of money back, and still keep farming, and we have taken in--how many have we had already.? Do you recall, Frank? SUPERVISOR MURPHY: Numbers? COUNCILMAN STOUTENBURGH: Yes~ in' farms. StJPERVISOR MURPHY: Fourteen, twelve. COIJNCILMAN STOUTENBURGH: Yes° about fourteen farms we've saved, and they'll always be. So when you g~ow up and .your children are your size' there'll always be farms they'll be at least able to go around and see. This'is'the way the Town is trying to preserve some of their land. And that is'the Roy /atham farm out in'Orient. We~ve just taken that one in and we're waiting Town Board approval on that. MARCH 24,. 1987 TOWN CLERK. TERRY: The public'hearing i$~Al~ril '7th, the next meeting. COUNCil~IAN STOUTENBURGH: The next meeting. And we are looking at two other ones, and Orville Terry'farm in:Orient, and also a Jim' Cross farm in'Mattituck. So your Farmland Preservation Committee is"Very active. SUPERVISOR. MURPHY:; Thank you, Paul. The only others I Would lik~ to add=-the Town had a very successful food distribution of'surplus food two weekends ago. I'd like to publicly thank Reverend Beaven from the' Cutchogue Methodis~ Church for providing a large group of volunteers, as well as members of the Southold Town government who volunteered their services--employees of the Town who volunteered ~ to work that day--and 'as well as a few other vOlunteers ~hat Jim' McMahon on his' Community Sentencing Program provided. It went off very well and about 1400 people received parcels' of food, which was a tremendous help to an awful lot of them. We also had our local Congressman, George Hockbrueckner, go over to Fishers Island, Which is-;-for 'your bOys--is'a part of Southold Town. Now the reason for this ~is ~ir.'the spring, summer and fall when the suppliers at New London, Connecticut, want to deliver their'~frozen food or their'farm products, they deliver ~them to the boat and sometimes they have to sit 'out in~ the open for three or four hours before the boat goes because there's no way that all the trucks can~ come dQwn there fifteen mi'nutes beforehand, so they have this'big refrigerator truck that they put all the perishables in~ including mill~ and meat and so fortl~,, and then they drive that right on the boat and unload it ~on the ~other side and it keeps ali the fruit ;and produce and meat fresh. SUPERVISOR MURPHY: i'd like to reopen our regular Town Board meeting and go back to resolution no. 22, which is the authorization for the~ Fisl~ers Island Ferry Disl~rict to accept a b~d~ Moved by Justice Edwards~ seconded by Councilwoman Cochran, it ~was RESOLVED that the Town Board of the Town of Southold hereby authorizes the Board of Commissioners of the Fisl~ers Island Ferry District to accept the bid of Thames Shipyard & Repair'Co., l~ew London, Connecticut, for drydockin~ the MV RACE POINT, at the bid price of $~,050.00, plus $40.00 each for the installation of sacrificial anodes and for the accomplishing of the following supplemental work as may be found necessary at the tim~ of drydocking: 1. Shaft removal and gauging (per shaft) - $1,250.'00; 2. Renewal of strut bearing (per bearing) - $850.00; 3. Hull Plating renewal - $25.'00 per hour, $.35 per pound. JUSTICE EDWARDS: i'I1 make a little explanation on this~ All of the steel vessels, even some of your newer wooden vessels and fiberglass, will have what we call zinc anodes on the shafts--on,the propeller shafts, because there's a lot of electrolysis in the water between the d~s$imila~r metals and electrical circuits that are in the water that shouldn't be there, and rather than have a propeller, or a rudder, or a shaft disintegrate with this electrolysis, the zinc will go first because it's a soft metal, so every time they haul ~t out they replace the zincs on the shaft. Now, when they pull the Motor Vessel Race Point out--she's only a couple of years old--but they pull the shafts out of it to make sure the sh~fts are straight, if'they hit a lobster pot bouy sometimes it ~will thro~ it off~ and if~it is thrown off and they don't correct it," then it can cause some serious damage inside the hull, and the last item here, hull plating renewal, if when they get the boat hauled out they see there's some bad spots in' there that they have to cut the steel out and ~eplace, they have a pri~e~or~ there of $25.00 per hour for cutting it out, repladng and grinding, and $.35 a pound for the steel that they have to put in there. Thank you, ~rank. SUPERVISOR MURPHY: Thank you, Ray. Any other comments? This resolution was declared duly ADOPTED. 55¸ SUPERVISOR MURPHY: Okay, t'hat~ the end of our prepared and added-on-agenda. At this 'time i would like to ask any Town Board member if'they have anything further? George? COUNCILMAN PENNY: Yes, Frank. it's curious, i think, that the Town Board maybe should look into this; When i was at this public hearing in Riverhead, which as i stated earlier was the first public:hearing that i've ever attended outsid~ my functions here as Town Board member in:the Town of Southold. It was rather curioQs the way that it's handled, The Chair:recognizes the people from the audience and responds to questions from the public~-gives them direct answers, tells them when they're in' line and when they're out of line with their comments, and it'§ a much more workable program, and I feel that in the public hearings that I've attended here that have been run by the Town of Southold, this :hasn't been done and I see a certain sense of frustration with the people in' the audience, i've been told that our meetings are just for the public to give us information. Well, that's not the way this one was run and i'd like to look into this a little bit 'further, because it was an entirely different way of looking at things and mayl~e it!s the way that the audience can get a better sense of partici'pation with our Town Board. It is monitored very carefully by the moderator or by the Chair~ Questions are referred tO members of the panel, and they answer them if'they can, and if:not--and all of this goes into the public'record. It may take a little more time, but i. feel it'~ a lot closer working relationship' with the audience and i feel that i'd like the policy committee to look into this and find out if'this'is' consistent with the way other towns run their meetings. MARCH 24, 1987 SUPERVISOR MURPHY: i'd suggest that you talk to the Town Attorney. Any other c0mments? - Jay? COUNCILMAN SCHONDEBARE: Yes, i 'haveone. As you know how I feel about the Master Plan~, and. I made that clear, i don't plan on voting in' favor of it~-I don't like it. But I thought you agreed that y~u were going to send the present one that you amended to the Planning Board. Yo~ re not going ,to give this'to the P anning Board before you send it ~o~f to have thee map red'ne again? SUPERVISOR MURPHY: The map has to be marked to give'it "to the Planning Board. CO.U..NCiLMAN SCHONDEBARE: Can't ~he planning B0ard~take the markings that Da~ Em~lita has and look at them? Why do you want to send it 'off and have i~ 'all-~nice n~ map and then give it to the Planning Board? Suppose they come up with some changes? COUNCILWOI~AN COCHRAN: i think they should look at it ~first. SUPERVISOR MURPHY: We make the changes. The Planning IBoard-does not make changes. £OUNCILMAN SCHONDEBARE: Suppose they have suggestions. Do you plan on giving it to the Planning Board, i'm saying, before you have the next public'hearing? SUPERVISOR MURPHY: They have a copy. TOWN CLERK TERRY: You have to. By law we have to refer it ~to'~them. COUNCiI_M~N SCHONDEBARE: That's what i thought. So suppose they come out with some suggestions to you? SUPERVISOR MtJRPHY: Then if~we have to we'll rechange the' lines. TOWN CLERK TERRY: Then we'll have to start all over'again~ COUNCILWOMAN COCHRAN: Do it before it'~ mailed off. Jay's right. Good point. SUPERVISORRoom .of the map. MURPHY: They have a copy. There is a copy marked up in'the Boar~ COUNCILMAN SCHONDEBARE: Of ~he new changes that you've made as of today? SUPERVISOR MURPHY: That Dave will'show the' Board on Friday. COUNCILMAN SCHONDEBARE: And he has it 'and they can see and they'll know all the changes th~at~ you're making. SUPERVISOR MURPHY: Yes.~ They're all marked on the map. COUNCILWOMAN COCHRAN: Bu~ that's the map Diane is sending off. COL1NCILMAN SCHONDEBARE~ Why are you sending it out tomorrow morning if"the Planning Board hasn't seen it? SUPERVISOR MURPHY: He recommended that we send it ~out right away. COUNClI_MAI~ $CHONDEBARE: Who's "he"? SUPERVISOR MURPHY: Dave Emilita. COUNCILMAN SCHONDEBARE: i thought these changes were going to be checked by the Planning Board. SUPERVISOR MURPHY: We have the say, but, fine, we will have some comments fro the Planning I~oar~d on any we changed. COUNCILWOMAN COCHRAN: i think we should. SUPERVISOR MURPHY: And I'll call up RPPW in'the morning and tell them not to touch a line until we talk to th~m after Friday. COUNCII~,~AI~ SCHONDEBARE: It maizes sense to me. SUPERVISOR MURPHY: Okay, will'be done. COUNCILMAN PENNY: Are you votin§ on that? COUNCILMAN SCHONDEBARE: ~No, i'm not voting on that one either. MARCH 24, 1987 SUPERVISOR MURPHY: Any other comments? Pau? (No.) Jean? COUNCILWOMAN COCHRAN: i would just like to reinforce that i 'would hope.that both the map and the changes in:the Code would be passed to them for review before the map is:sent away for final printing. SUPERVISOR MURPHY: Judge Edwards? JUSTI,CE EDWARDS: I iust want to make one comment, Frank, to go on record. presented you with an envelope today regarding the: 911 charges that the Fishers Island Fire Department are incurring witl~ their,'911 system, and that inasmuch as the taXpayers of Fishers ISland are paying for the Enhanced-911 in'the Town of Southold, it'~ .only right that somehow Southold should make amends and pay for the 911 at Fishers ISland, and Supervisor Murphy' is'going to look into tHis'and possibly the: 911 from Fishers Island can come into Southold PD at no cost to the individual districts, but only on the taxpayer basis: Thank you. SUPERVISOR MURPHY: ' Thank you, sir~ Okay, at this'time i would like to ask anyone in'the audi~ence if'they would like to address the Town Board? On my left? Ed? ED SIEGMANN: Mr. Chairman, first i'd like to thank the Board for giving an opportunity to express our opinion on the Norris property sitt~ation. Sometimes you'd have to be somewhat patient with me, and i hope that. continues because we were encouraged by the three "yes" votes that we had today, and we hope that by the time the public'hearing 'is-held that we'll be able to advance l~he information that some people need in' reference to voting, and that will be done at the public hearing that you call. i also would like to make a suggestion to the Board. i think that the Town ought to make a study in' reference to what the cost is'between having an in-house counsel and paying legal fees the way you do at the present time, 'and i think if you were to come to the conclusion that having in~house counsel would not cost you more, or possibly even less then it :does at the way you operate now, that we then Wouldn't have to worry about derisions being made on the basis 'of whether something is 'going to go to court or not. Because if'you had an in~house counsel at that poi.nt you have~ the representation, you don't have to pay additional money for a lawyer,- and i think il would be a wo~thwhil~ thing to look into and see what the difference would be. COUNCILWOMAN COCHRAN: It's well noted, Ed. Thank you. JUSTICE EDWARDS: i'd like to make a comment, Frank. i think in regards to more information at the public hearing, i Would like to have that information before the public hearing so I could digest it. MR. SIEGMANN--F If we have it before--see we're in a find with having to wait for the engineering company that's working- for us to give us the information, if we have the information prior to the meeting we would be willing to do that. if we don't have its-in. fact we called him: today and asked him to please get to work faster then what they are in reference to the information that we need. SUPERVISOR MURPHY: Thank you, Ed. Jln the middle? Ruth? RUTH OLIVA: Back to the Master Plan. We would agree with Councilman Cochran--- COUNCILMAN SCHONDEBARE: Who's "we"? RUTH OLIVA: agree with CouncilWoman Cochran that the revisions to the Master PI~ handled in an unethical manner. Certain:people have been invited ir word-of-mouth, to express their specifi~::concerns without benefit :of whereby all sides of an issue can be represented. This 'is not good of the basic-issues have not even been discussed. Specifically, the of a comprehensive master plan are inconsistent with the zoning impl. This plan is, for the most part, a legalization of what is 'already the be better to take a step back in'order to evaluate our environmental and then devise our Master Plan around these findings, as was done Jersey's Master Plan. The timeframe in:order to accomplish this :wou ordinary. Most of the studies are already in'existence. Southold w. Master Plan that would ensure the qualify of life that we all enjoy. i'm sorry. SUPERVISOR MURPHY: i'd be glad to go along with it 'too if~we had any land to worry about at the time when that was finished. SUPERVISOR MURPHY: Okay, Dr. Searle has a proclamation that he would like to present t'o the Town,13oard for our; efforts in~ helping his organization. DR. STAN SEARLE: Yes. Proclamation is'a very fancy word. i would simply tike to present this ~dtation to you, Frank, and to all the Town Board for your assistance in our first year start-up of our Home Health Care Program, and we'do have a citation here, an Annual Recognition Award, to Supervisor Murphy and the Southold Town Board. Thanks a lot and i appreciate it~a lot. This'is~on behalf of our Board of Di rectors · COUNCl LWOMAN COCHRAN: Thank you. Please extend Our '!thank you'". ~ SUPERVISOR MURPHY: Thank you. We'll post it 'very Prominently.~',hank'~you.1~i!~ Okay, is (here anyone 'else who would like to address ~he Town Board? (~1o response.) If not a motion to adjourn is in'order.
