Pre submission Conferences: 1. Becker, Kathleen, as Trustee Living Trust— Request for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property, 154 King Street, Orient. Proposed additions and alterations to an Existing Single Family Dwelling. SCTM No. 1000-26-2-3. • Barbara Cohen, Representative, .appeared before the Commission to describe renderings, catalog samples of existing and new portions of the dwelling. The last submission, entitled Final, was received on March 14, 2022, and dated March 12, 2022. • The Board asked that the applicant submit detailed renderings to show specs and materials of windows and doors to be notated on Elevation Sheets • The commission agreed to continue this review during the work session of April 28, 2022. 2. Flavin, Laura— Request for a Certificate of Appropriateness under Section 170-7(b) of tI e Southold Town Code at a registered landmark property, 50705 Main Road, Southold. Proposed additions and alterations to an Existing Single Family Dwelling. SCTM No. 1000-70- 1-7.1. • Anthony Portillo, Representative, appeared before the Commission to describe work completed that was not approved by the HPC. (C of A 12.17.19.1) Vinyl replacement windows were installed instead of wood products. • The Commission gave the applicant a choice of installing the old windows, or purchasing new windows to conform ("new wood double-hung) as noted on architectural drawings prepared by Joseph Pagac, last revised January 15, 2020 and approved by the Building Dept. on February 12, 2020. • It was noted that if the applicant decides to reinstall the old windows, no further conference will be scheduled, only a submission of a narrative of the process will be required. Regular Meeting Called to Order: 3:56 pm Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Wexler and Commissioner Cubie. Also present: Coordinator: Kim E. Fuentes,Assistant Town Attorney John Burke Quorum present: Pledge of Allegiance: Page 2, Minutes of Meeting of the Historic Preservation Commission March 24, 2021 Approval of Minutes: Motion to approve February 24, 2021 meeting minutes by Commissioner Surchin, seconded by Commissioner Cubie,AYES: Commissioners Ostroski, Surchin Wexler, and Cubie. (4-0). (Commissioner Santana Absent) Motion approved. PUBLIC HEARINGS: None Old Business: 1. Murphy Home Plaque— Inquire if prior commissioner, Joe McCarthy, is in possession of the plaque. 2. Updates on Asch property award in progress. No Updates. (Anne Surchin). 3. The Commission indicated potential awards to address in the future. New Business: 1. Ann Surchin will finish correcting the HPC Handbook, and a meeting between the Commissioners will be scheduled to discuss possible changes. Deadline set for April 28 2022. 2. Added language to Certificates of Appropriateness that "approvals are subject approvals by involved agencies". 3. Anne Surchin has volunteered to schedule an HPC memorial recognition for James Grathwohl. (AS) 4. Discussion with the Asst. Town Attorney about possible changes to Section 170 of the Town Code to include jurisdiction over fences, shutters, waterfront properties, retaining walls, etc. Once the Commission finalizes proposed changes, they will meet with the Town Board at a TB Work Session. Presentation by Amy Polk, Town Historian (4:11 pm) Appearance by Amy Folk—Town Historian —presented photos showing styles of fences that would be appropriate for historic district properties, i.e.; 19th Century. The photos may be distributed to applicants. Public Comment: (4:18 pm) Tim Frost asked the Commissioners to verbally endorse the letter written by Chairperson Ostroski relating to Vincent Bertault property. His request resulted in no further comments. Meeting Adjourned: 4:20 pm. Motion to exit the public meeting was made by Commissioner Ostroski, seconded by, Commissioner Surchin, AYES: Ostroski, Surchin, Wexler and Cubie. Motion approved. Next HPC work session and regular meeting, with Zoom access, scheduled for April 28, 2022 in the Town Hall Meeting Room at 3:00 PM. 2
