LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, April 5, 2022 at 7:00 p.m.
This Regular Meeting was held via the Zoom online platform.
The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a
computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

Acceptance of LPC meeting minutes from March 8, 2022
MOTION made by Anne Murray, seconded by John Simicich, to accept the 3/8/2022 LPC meeting
minutes.

Next Regular LPC Meeting Date
The next regular meeting is scheduled for Tuesday, April 19, 2022 and will be held via the Zoom online
platform.

General Preservation
AGRICULTURAL ADVISORY COMMITTEE PROPOSED AMENDMENTS TO CHAPTER 70
Discuss process and scheduling of meeting with Town Board
LPC was asked by Town Board liaison Sarah Napa if Committee members would like to attend a Code
Committee meeting or a Town Board work session to discuss the Ag. Advisory proposed changes to
Chapter 70.
LPC members discussed and noted the following:
That the Committee would like to meet with the Town Board at a Town Board work session
appointment, not a Code Committee.
The Committee plans to recommend that the Town Board follow the process outlined in the July
30, 2021 Planning Board memo.
That some changes would improve the program.
not just Ag. Advisory
should be at the table, that discussions should include LPC and Planning and input from others.
That the Ag Advisory recommendations appear to be in the interest of the farmer only, and that
the taxpayers who are paying for the program should be involved also, and that the Town Board
should involve the public (environmental groups, non-farmers) in the process, and that the public
may not be aware of the impacts of the Ag. Advisory recommendations. Not all LPC members
agreed that the general public should be providing involved at this stage.

2021 YEAR END
Melissa went over Land Preservation 2021 Year End numbers:
o A total of 174 acres were preserved within the Town during 2021 at a total purchase price of
$10,429,984; all were farmland PDR projects. The projects included:
Town PDR projects totaling 114 acres at a total purchase price of $6,504,634; and
County PDR projects totaling 60 acres at a total purchase price of $3,925,350.
o At the close of 2021, the Town had contracts pending on 76 acres at a total purchase price of
4.9 million.
o CPF revenue for 2021 was $14,146,860.
o CPF available for projects, as of the end of Feb. 2022, approximately 21.2 million, with additional
monthly CPF revenue anticipated.

Land Preservation Applications & Potential Applications -Continued
MOTION made by Eric Keil, seconded by Anne Murray, to recommend to the Town Board that the Town
commission an appraisal, for Application Number 2022-5, for the purposes of providing the market value of a
development rights easement on all but 2± acres of the property, in accordance with a design as discussed by
the Land Preservation Committee while in Executive Session, whereby the 2± acres will be prohibited from being
further subdivided from the land subject to the easement and will remain linked to the larger parcel. (Motion No.
2022-5)
Motion carried: 5/0
MOTION made by Eric Keil, seconded by Doris McGreevy, to recommend that the Town extend a purchase offer
to the landowner, as discussed while in Executive Session, for purchase of a certain parcel of land at a price
for the purposes of providing the
market value. The proposed offer is a recommendation to the Town Board and subject to
direction to proceed. (Motion No. 2022-4A)
