Area of wetlands on lot: 0 square feet Percent coverage of lot: 0 °% Closest distance between nearest existing structure and upland edge of wetlands: 0 feet (existing bulkhead) Closest distance between nearest proposed structure and upland edge of wetlands: 0 feet (proposed bulkhead) Does the project involve excavation or filling? No X Yes If yes, how much material will be excavated? N/A cubic yards How much material will be filled? +/-15 cubic yards Depth of which material will be removed or deposited: N/A feet Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Approximately 15 cubic yards of clean sandy fill will be trucked in from an approved upland source and dumped and graded as backfill landward of the reconstructed bulkhead. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing bulkhead with a vinyl bulkhead in the same location to maintain the property's historical method of protection against erosion and flooding. The site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead, the subject property and the adjacent, bulkheaded properties would be exposed to severe erosion, flooding, and potential damage to the residential structures located thereon. The project will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing;and the disturbed portion of the naturally vegetated slope landward of the bulkhead will be revegetated with native plantings upon completion of bulkhead reconstruction(e.g.,Cape American beach grass,Virginia rose). Therefore, the project will effectively maintain the historically existing conditions along the bulkheaded shoreline without any change in or significant adverse impact on the adjacent unvegetated beach or tidal waters. e 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. Enhance visual quality and protect scenic resources throughout the Town of Southold. See LWRP Section III - Policies Pages 6 through 7 for evaluation criteria ❑Yes ❑ No ® Not Applicable Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III- Policies Pages S through 16 for evaluation criteria ®Yes ❑ No ❑ Not Applicable The project seeks to replace an existing bulkhead with a vinyl bulkhead in the same location to maintain the property's historical method of protection against erosion and flooding. And the disturbed portion of the naturally vegetated slope landward of the bulkhead will be revegetated with native plantings upon completion of bulkhead reconstruction (e.g.,Cape American beach grass,Virginia rose). Thus, consistent with Policy 4,the project will continue to effectively protect against the potential loss of the adjacent upland and residential structures without causing significant change to or adverse impacts on the adjacent beach, tidal waters,or adjoining properties. Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ®Yes ❑ No ❑ Not Applicable The project is consistent with Policy 5 to the extent that the project will replace a treated timber bulkhead with untreated vinyl sheathing;and the disturbed portion of the naturally vegetated slope landward of the bulkhead will be revegetated with native plantings upon completion of bulkhead reconstruction(e.g.,Cape American beach grass,Virginia rose),thus maintaining its function as a sink and filter for potential runoff from the upland. Attach additional sheets if necessary Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. ®Yes ❑ No ❑ Not Applicable The project will effectively maintain----'tristorically existing and permitted shoreline con a?Lion without any significant change to or adverse impacts on the adjacent, unvegetated beach and tidal waters. But consistent with the Policy 6 goal of protecting and restoring the quality and function of Town of Southold ecosystems, the project will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing;and the disturbed portion of the naturally vegetated slope landward of the bulkhead will be revegetated with native plantings upon completion of bulkhead reconstruction(e.g.,Cape American beach grass, Virginia rose),thus maintaining the vegetated slope's functions in erosion control and as a sink and filter for potential runoff from the upland.
