Mr. Orlowski: Good evening. I'd like to call this meeting to order. The first order
of business is for the Board to set Monday, June 26, 2000, at 4:30 p.m. and
July 10, 2000, at 5:30 p.m. at the Southold Town Hall, Main Road, Southold, as
the time and place for the next regular Planning Board Meetings.

WHEREAS, the Cutchogue Cemetary Association and John & Sandra Scott are
the owners of the properties known and designated as SCTM#1000-102-2-21.1
& 1000-102-2-23 located at Main Road, Cutchogue; and
WHEREAS, this proposed lot line change is to subtract .579 of an acre from a
43.875 acre parcel, SCTM#1000-102-2-23, and add it to a 17.076 acre parcel,
SCTM#1000-102-2-21.1; and
WHEREAS, the Southold Town Planning Board, pursuant to the State
Environmental Quality Review Act, (Article 8), Part 617, did an uncoordinated
review of this unlisted action, made a determination of nonsignificance and
granted a Negative Declaration on May 22, 2000; and
WHEREAS, a final public hearing was closed on said subdivision application at
the Town Hall, Southold, New York on June 12, 2000; and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice
of Public Hearing, has received affidavits that the applicant has complied with
the notification provisions; and
WHEREAS, all the requirements of the Subdivision Regulations of the Town of
Southold have been met; BE IT THEREFORE
RESOLVED that the Southold Town Planning Board grant conditional final
approval on the surveys, dated February 19, 2000, and authorize the Chairman
to endorse the final surveys subject to fulfillment of the following condition. This
condition must be met within six (6) months of the resolution:

you have any questions, we'd be happy to try and answer them. We ask that the
Board approve this application as we are creating a large lot in lieu of a separate

Preliminary:
Mr. Orlowski: 5:40 p.m. - Laurel Links, Ltd. - This proposed major subdivision
is for 31 lots on a total of 222.85 acres: Lots #1-29 are clustered residential lots
ranging in size from 28,325 square feet to 34,225 square feet; Lot #30 is 157.9
acres and is shown as a golf course; Lot #31 is 2.39 acres and is shown as a
golf course maintenance area. The property is located in Mattituck. SCTM#1000-
125-3-13, 15, 17; SCTM#1000-125-4-21, 24.1 and SCTM#1000-126-7-1.
Site Plans:
5:40 p.m. - Laurel Links, Ltd. - This proposed site plan consists of a
private membership golf course which is to be located on Lot #30 and
a golf course maintenance area which is to be located on Lot #31. The
golf course includes: a clubhouse, parking, a pool & poolhouse, tennis
courts, maintenance buildings, a pump house, a halfway house and a
superintendent's plot. The property is located in Mattituck. SCTM#1000-
125-3-13, 15, 17; SCTM#1000-125-4-21, 24.1 and SCTM#1000-126-7-1.
I'll ask if there are any comments on this subdivision and site plan?
Charles Cuddy, Esq.: Good afternoon. I represent Laurel Links. Just a few
comments, if I may. As the Chairman pointed out, this is a 220 acre parcel that's
on the south side of the Main Road that runs from the Main Road all the way to
Peconic Bay Boulevard. At that site we propose to put a golf course in
approximately 160 acres and use 60 acres in what is called "clustered housing",
some of which will be open space - approximately one-half of the land. The site
will only have one entrance. I say that because we had a hearing last year
before the Zoning Board of Appeals, similar to this hearing, where there was
concern by residents of Peconic Bay Boulevard as to what we would do with the
area that fronts on the Boulevard. The answer is two-fold: 1. We are not using
that as an entrance way; we're using it as an emergency access way. There will

be a Superintendent's House that will be at that point. That's the only drive that
will come off - there will be no entrance way from Peconic Bay Boulevard.
There's a small parcel that's on the far side of Peconic Bay Boulevard which
we're going to convey over to the Civic Association. This project team has a
number of people and I think they are all here tonight. So, ! just want to let the
audience know that if they have questions, that we have people from Young &
Young who are here who are the surveyors and engineers; we have Kelly, Blake
and Moran who are the Golf Course Architects; we have the principals of the
corporation here, David Saland and Greg Patchell; and we have the Office of
Dru Associates here, headed by Ron Abrams, our Environmental Consultant.
We're prepared to answer questions but, basically, this is a two-fold hearing. We
have both a subdivision plan for 29 lots and we have a site plan for a golf course
with all of the amenities that the Chairman read into the record. Thank you.

Frank Carlin: Good evening, ladies and gentlemen and the Board. I believe, Mr.
Chairman, you said it was located in Mattituck- I believe it's located in Laurel.
Am I misleading here or is this misprinted here? It's located in Laurel, not in
Mattituck.
Mr. Orlowski: The map says Mattituck but we'll have to find out where the line is.
We can change that.

Mr. Carlin: I think the line starts at Bray Avenue. While I'm here I'd like to say
that I believe this is a very good issue - this golf course and it will benefit
Southold Town a great deal and bring in some tax revenue also to the Town and
it will be very good in general for the Town. This is one area where, I believe,
that it will be beneficial rather than having this as open space to put it to use
rather than having this 220 acres just as open space, doing nothing and growing
wild. This will add beauty to the Town of Southold. I have no complaints against
it. Lots of luck to the owners. Thank you.
Mr. Orlowski: Thank you. Any other questions?
Richard Stapleton, Jr.: My father Richard, lives at 2030 Bray Avenue. I want to
know about the impact of traffic on Bray Avenue. Are you going to put a red light
on the corner?
Mr. Cuddy: No.
Mr. Stapleton: What are we going to do with the traffic from the golf course if
they're going to come down our street. Also, that land has been contaminated
with temik which has corrupted the water supply. If they're going to move all that
dirt around, what's going to happen to that chemical? We have people on Third
Avenue who have to have special filters because of that chemical that's in that
farm. So, what's going to happen?
Mr. Orlowski: I can't answer that question. I don't believe they're coming down
Bray Avenue to go to the golf course unless there's a separate entrance
somewhere.
Mr. Stapleton: You're either going to have to go down Laurel Lane or Bray
Avenue to get to the golf course.
Mr. Orlowski: No, the only entrance to that golf course is on the Main Road.
Mr. Stapleton: Right, but if you're coming up Peconic Bay Boulevard, the only
way to get there is either Bray Avenue or Laurel Lane. So, they're going to come
down Bray Avenue. We can't get out of our driveways now because of the traffic.
Mr. Cuddy: Let me, if I may, answer the two questions. There was no proposal
for a light. The entrance way is approximately 1,000 feet west of Bray Avenue. If
people are coming from the West, the likelihood is they're going to turn down
Laurel Lane and not turn down Bray Avenue because they'll over-shoot it and
have to come back and to be on the right side of the road would make no sense
to come down Laurel Lane, turn right which is going East and then come in. If

they are coming from the East, there are not going to be many people coming
from the East of that point and not using the Main Road because, obviously,
Peconic Bay Boulevard makes a far turn when it gets to the park and then comes
up to the Main Road. So, I would think that the great volume of traffic that's
going to be coming is going to be, one way or another, using the Main Road. It's
the only entrance and I really don't see, based on the type of membership - this
is a private club - that you're going to have that many cars coming at one time
under any event.
The question of the temik - while it's apparently in the water in some places -
we're not having well water; we're having public water at the site. The moving of
the earth - the top earth - grading it is not going to effect the water table that I
know of unless there's some engineering that I'm not aware of. I think that, es far
as the water goes, we're going to use public water so we should not have a
problem with temik and I don't think we're going to disturb anybody else's well by
grading the golf course several hundred feet - at least several hundred feet, if
not hundreds of yards - from everybody's house. I hope that answers your
questions.
Mr. Stapleton: We're using our own well water - not public water. A lot of people
on Bray Avenue have their own wells.

Mr. Orlowski: Hold it. This is not a debate. This is a public hearing for the benefit
of the Board. Any other questions?
Kenneth Denston: I have 1,000 feet on the property. My question is whether or
not this property is going to be fenced. There are a lot of other people along
Peconic Bay (Blvd.) and they are right on the course and I am thinking about
them also, besides myself. If there's a fence going around, then there's a little
safety involved and that's o.k. The other part is that it is my understanding with
golf courses is that there are an awful lot of pesticides used on the grass to keep
it going and I want to know if there's an impact statement on that and what
they're going to do to it. The other part to the three-part question is the impact of
the school district in Laurel because that's where the property is. The Laurel
School is just being closed and I'm thinking in terms of school children from the
29 households. We have no way of knowing whether they are doubles or if there
are families of six. Thank you.

Norma Denston: We have the 1,000 feet along the golf course. A fence would
only be 4 feet, maybe 5 feet high if they put one up. What about the flying balls -
will I have to wear a hard hat when I go out in my back yard against that fence? I
don't like that.
Bruce Stewart: I'm here on my mother's behalf. She lives off Fifth Street which is
off Bray Avenue. I'd like to know what kind of border they're going to leave and,
if so, are they going to open up Fifth Street or any of the other side streets for
access to the golf course?
Mr. Orlowski: No.
Mr. Stewart: There will be no opening of the roads?
Mr. Orlowski: No, not through there.
Mr. Stewart: In the flyer it made it sound like that's an option that they'll explore
later.
Mr. Orlowski: No. It doesn't show it on the plan and they're not going to do it.
Mr. Stewart: O.K. Do you know if they're going to leave the buffer? Right now
there's probably 100 or 200 feet of woods between the end of the property line
and the field that the golf course will occupy - do you happen to know if that
buffer zone is going to stay there?
Mr. Orlowski: They haven't shown that they're removing anything.
Mr. Stewart: So, basically, the only change will be that, instead of a field there,
it's going to be a golf course.
Mr. Orlowski: A golf course.
Mr. Stewart: O.K. Thank you.
Mr. Orlowski: Any other comments or questions?
Emanual Tsoukaris, 4795 Peconic Bay Blvd.: You have a road right next to my
house - what road is that? An emergency road? Is it going to be used all the
time?
Mr. Orlowski: No, that's just a right-of-way right now onto the property but they're
not going to use that as access. They just stated that before the meeting.

Mr. Tsoukaris: I just walked in. It's just an emergency road?
Mr. Orlowski: It will be used as an emergency access maybe for the
Superintendent's House - one house - but it won't be used as access to the golf

I'll make the following motion:
It was RESOLVED that the Southold Town Planning Board grant preliminary
approval to the Laurel Links subdivision Preliminary plans dated January 19,
2000, subject to the following conditions:
There shall be no further subdivision on any lot within the subdivision,
including the Golf Course Lot (Lot #3il), in perpetuity. This restriction must
be included in a Declaration of Covenants and Restrictions.
The emergency access shall be 15' wide and shall be used for access to
the Superintendent's House and for emergency purposes only. The
emergency access shall not be used by construction or work vehicles. All
conditions of the ZBA decision shall apply to the emergency access.
Open Space Parcel "B" shall be revised so that the outermost boundary of
the open space parcel is at least 75 feet from the wetland area. If any
activity remains within 75' from any wetland, Trustee review and approval
will be required.

The EAF Part III indicated that certain mitigation measures will occur
during the site plan and subdivision review process. A list of the mitigation
items and the recommended mechanisms by which each mitigation is to be
implemented was included in a report dated February 17, 2000, prepared
by Charles Voorhis. All mitigation items must be incorporated into the
project.
