A .S. pecial Meeting of the South01d Town Board was held on Thursday, July 14,.
1988 at the Southold Town Hali, Main' Road, Southold, New York. Super~/isor ~lur~h?'i~
opened the meeting at 8:30 A.M.
Present:
Supervisor Francis J. Murphy
Justice Raymond W. Edwards

Moved by Supervisor Murphy, seconded by Councilwoman Oliva, it was
RESOLVED 'that pursuant to Article IX of the State Constitution and the Municipal Home
Rule Law.,. the Southold Town Board hereby requests the enactment of Senate bill No.
S.9163,. entitled ."AN ACT to amend the Town Law, in. relation to authorizin~l the estah-
i'ishment of open .space preservation funds il~y certain towns; and the tax law, in relation
to authorizing the town. boards of the towns of Brookhaven, East'Hampton, Southampton,
Riverhead, Sou.thold and Shelter Island to impose a real estate transfer tax with revenues
therefrom to. be deposited in an open space preservation fund for the purpose of acqUir-
ing, administering,: and managing rights or ir~terests in real I~roperty ~or open: space
and park purposes.~'' Ii'is h~reby c~ec~!a~ed that a necessity exists for the~en~¢tment
of such legislation, and~ that' the ~actsle~tablishing such necessity are as follows: T~
Town Board does not. have.the power toenact such legislation by local law.
Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council~t~l
Penny, Councilwoman Cochran, Justice Edwards, Super~visor Murphy. _ ,
This resolution was declared duly ADOPTED.'
Moved. by Councilwoman Cochran, seconded by Councilwoman Oliva, it was
RESOLVEO that pursuant to Article IX of the State Constitution and the Municipal Home
Rule-Law, the Southoid Town Board hereby requests the enactment of Assembly bill No.
A.8600-B, entitled "AN ACT to a~end the Town .Law, in relation to authorizincj the estab-
lishment of open .space preservation funds, by certain towns; and the tax law, in relation
to authorizing the town. boards of the towns of Brookhaven, East Hampton,. Southampton,
Riverhead, Southold'and Shelter Island to impose a real estate transfer tax with revenues
therefrom to be deposited in an open space preservation fund for the purpose of acquir-
ing, administering, and managing rights or interests in real property for open space
and park purposes." I't is hereby declared that a necessity exists for the enactment.
of such legislation, and that the facts establishing such necessity are as follows: The
Town. Board does.not have the power to enact such legislation by local law.

This resolution was declared duly ADOPTED,
Moved by Supervisor Murphy, seconded by Councilwoman Larsen, it was
RESOLVED that the Town Board hereby authorizes and directs the payment of
$71,856.00 to Warnock Fleet & Leasinq for the purchase of six (6) 1988 Police
Vehicles; sa~d charge to be made against the General Fund - Part Town.

Penny., Councilwoman Cochran, Justice Edwards, Supervisor Murphy.
