Kujawski~ Jr. The Town Board reviewed the agenda for the Organizational Meeting to be held at 3:00 P.M. The Work Session adjourned at 2:50 P.M, ORGANIZATIONAL MEETING 3:00 P.M. The Organizational Meetin9 of the Southold Town Board was held at 3:00 P.M., Monday, January 4~ 1988 at the home of Supervisor Francis J. Murphy, Old Main Road, Mattituck, New York. There is nothing else on the agenda except appointments and resolutions today. The first one is an appointment of mine appointing Frank Kujawski as my Deputy Supervisor. 1.-SUPERVISOR'S APPOINTMENT (a)Supervisor Francis J. Murphy appointed Frank A. Kujawski, Jr. as Deputy Super- visor of the Town of Southold for the term January 1, 1988 through December 31, 1988. JANUARY 4, -1988 SUPERVISOR MURPHY: Item 1lb) would be a resolution to set his annual salary. 1.-Moved by Councilman Penny, seconded by Justice Edwards, lb)WHEREAS, it is required by Section-27, Subdivision I of the Town Law thal~ the Town Board fix, from time to time, the salaries of all officers and employees of the Town, whether elected or appointed, and determine when the same shall be payable, now, therefore, be it January 1, 1988, and the same shall be paid.in regular bi~-weekly payments. SUPERVISOR MURPHY: Number 2 is a resolution officially designating depositories and the amunts of securities required. 2.-Moved by Councilwoman Cochran, seconded by Councilwoman Oliva, WHEREAS. Section 64 of the-Town Law requires the Town Board to designate, by resolution, banks in the State in which the Supervisor or other officers of the Town shall deposit all moneys coming into 'their hands' by virtue of their office, and WHEREAS, the Town Board may require any bank, so designated, to deposit with such BOard bonds or certificates of the United States, of the State of NeW York, or any county, town, city, village or school district of t,he State of New York, as security for such funds so deposited, but such bond or certificate shall be subject to the approval of the Town Board and shall be deposited in. such place and held under such conditions as t.he Town Board may determine, now, therefore, b~ it RESOLVED that ~he following banks are hereby designated as depositories ahd the following amounts of securities are hereby required, to wit: Bank of New York $1,000,000.00 Chemical Bank $I,000,000.00 Suffolk County National Bank $5,000,000.00 Suffolk County National Bank (Tax Receiver's Account only) $5,000,00~..00 The North Fork Bank & Trust Company $3,000,000.00 The North Fork Bank & Trust Company (Tax Receiver's Account only) $1,500,000.00 Connecticut National Bank $ 500,000.00 AND BE IT FURTHER RESOLVED that authorization for increase and decrease of securities shall be subject to the approval of the Supervisor. 2.-Vote of th~ Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: And Number 3 is to authorize the investment ot moneys not needed for immediate expenses. I offer that. 3.-Moved by Supervisor Murphy, seconded by Justice Edwards, WHEREAS, Section 11 of the General Municipal Law provides that the Town Board may authorize the Supervisor, the chief'fiscal officer of the town, to invest moneys not required for immediate expenditure; now, therefore, be it RESOLVED that the Supervisor is hereby authorized to deposit or invest moneys not required for immediate expenditure in special time deposit accounts, or certificates of deposit issued by a bank or trust company located and authorized to do business in this State, provided, however, that such time deposit accounts or certificates of deposit shall be payable within such time as the proceeds shall be needed to' meet expenditures for which such moneys were obtained, and provided further that such time deposit accounts or certificates of deposit be secured in the manner provided in Section 11 of the General Municipal Law. 3.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Ofiva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. SUPERVISOR MURPHY: And l~,~umber 4 is to authorize the signature stamp. 4.-Moved by Councilwoman Cochran, seconded by Councilman Penny, it was RESOLVED that a facsimile signature be and hereby is authorized to pay all checks, drafts and other instruments for payment _of money drawn upon the accounts of the Town of Southold by Supervisor Francis J. Murphy, in amounts not to exceed $2,500.00, on the following banks: The Bank of New York, Chemical Bank, Suffolk County National Bank, The North Fork Bank & Trust Co., Connecticut National Bank. ~.-Vote of the Town Boa~'d: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. SUPERVISOR MURPHY: Number 7(b) is to authorize the Commissioner of Public Works to purchase necessary supplies and equipment up to $5,000.00 for the year 1988. 7.Moved by Councilwoman Cochran, seconded by Justice Edwards, it was (b)RESOLVED by the Town Board of the Town of Southold that the Commissioner of Public Works be and he hereby is authorized to purchase necessary supplies and equipment, without prior resolution of the Town Board, iJ~ an amount n~t to exceed $5,000.00 for any one item during the period from January 1, 1988 through December 31, 1988. 7.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- (b)man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 8 is to appoint Jean Cochran as the alternate delegate to the Association of Towns, and I'm being designated as the delegate. I offer that resolution. 10.-Moved by Supervisor Murphy, seconded by Councilwoman Larsen, it was RESOLVED that any Town official, elected or appointed, who is recluired to use his own automobile in the performance of his duty, be:compensated for travel expenses necessarily and actually incurred in carrying out'the duties of his office, at a rate not to exceed twenty ($.20~ cents per mile. 10.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED, SUPERVISOR MURPHY: And Number 11 is to appoint Elaine Kaldor, C.P.A. to do the audit of the books for Town Audit, Grant Audits and Compliance Audit of Federal Projects. I offer that resolution. 11;-Moved by Supervisor Murphy, seconded by Councilwoman Cochran, WHEREAS, Section 123 of the Town Law provides that town officials and employees who receive and disburse moneys of the Town shalt, on or before January 20th, account to the Town Board for all moneys received and disbursed by them in the previous fiscal year, unless the TOwn shall engage the services of a certified public accountant or public accountant prior to January 20th; and WHEREAS, the Town Board deems it necessary to engage a public accountan~ to prepare the aforesaid annual accounting for all Town officers and employees; now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby engages the services of E. F. Kaldor, C.P.A., P.C~ ~o make the annual audit of the books and recores of the officers and employees of the Town of Southold for the year ended December 31, 1987 at a total fee of $10,000.00 (Financial and Internal Controls Audit - Town Audit: $6,000.00; Grant Audits: $3,000.00; Compliance Audit of Federal Projects: $I,000.00). 11.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva,~ Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 12 is to set salaries for elected officials. The only change from the proposed is the increases shown for the Trustees. The T~ustees were brought up to the same as the Planning Board and the ZBA. 12.-Moved by Councilwoman .Oliva, seconeed by Councilwoman Cochran, WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law that the Town Board fix, from time to time, the salaries of ali officers and employees of the Town, whether elected or appointed, and determi~ne when the same shall be payable and that the salaries of the members of the Town Board, the elected Town Clerk and the elected Superintendent of Highways shall not be fixed in an amount in excess of the amounts respectively specified .in the notice of hearing on the preliminary budget published pursuant to Section 108 of the Town Law, now, therefore, be it P~ge 5 - Town Board 1/4/88 JANUARY 4, 1988 479 RESOLVED that the annual salaries of the following elected town officials shall follows, to wit: Supervisor Francis' J. SUPERVISOR MURPHY: Number 14 is to authorize the execution of a contract agree- ment with the Chief of Police and the Town, for an annual salary of 564,592.00. Let's not give him the penny. Round him off; That will get him nervous. JUSTICE EDWARDS: At the end of the year we'll put a penny in an envelope. 14.-Moved by Councilman Penny, seconded by Justice Edwards, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Francis J. Murphy to execute a contractual agreement between the Town of Southold and Chief of Police Harold D. Winters for the period January 1, 1988 through December 31, t988, and sets his compensation for such employment at the annual salary of $64,592.00. 14.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Justice Edwards, Supervisor Murphy. Abstain: Councilwoman 'Cochran. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: And Number 15 is to appoint Charlie Watts as the Chairman of the Board of Assessors for the next year. 15.-Moved by Councilwoman Cochran, seconded by Councilwomlan Larsen, WHEREAS, Section 22B of the Town Law allows the Town Board of any town having more than one assessor to establish the office of Chairman of the Town Assessors, who, in addition to his regular duties, shall perform such services in connection with assessment and taxation of property for state, county and town purposes as the Board shall direct, now, therefore, be it RESOLVED that Assessor Charles C. Watts be and he hereby is designated to hold the office of Chairman of the Board of Assessors until the first day of January next succeeding such designation, at the pleasure of the Town Board, all in accord- ance with Section 22B of the Town Law; and be it further '.480'- JANUARY 4, 1988 RESOLVED that the Chairman of the Board of Assessors shall be responsible for furnishing to the Town Board a detailed monthly- report of activities within his department; and be it further RESOLVED that the compensation for such appointment be fixed at $1,000.00 per annum, payable in regular by-weekly payments, 15.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. SUPERVISOR MURPHY: And Number 16 is to appoint Bennie Orlowski as Chairman of the Town Planning Board for the year 1988. 16.-Moved by Councilwoman Oliva, seconded by Justice Edwards, it was RESOLVED that pursuant to Section 272 of the Town Law, Bennett Orlowski, Jr. Ls hereby designated Chairman of the Southold Town Planning Board for the ca'iendar year 1988, and be it further RESOLVED that the Chairman of the Planning Board shall be responsible for furnish- ing to the Town Board a detailed monthly report of activities within his department, and be it further RESOLVED that the Chairman of the Southold Town Planning Board shall be paid a salary of $2~000.00 per annum, effective as of January 1, 1988, and the same shall be paid in regular bi-weekly payments. 16.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. SUPERVISOR MURPHY: Number 17 is to appoint Jerry Goehringer as Chairman of the Southold Town Board of Appeals for the. calendar year 1988. 17.-Moved by Councilman Penny:, seconded by Justice Edwards, it was RESOLVED that pursuant to Section 267(1) of the Town Law, Gerard P. Goe'hrin~er is hereby designated Chairman of the Southold Town, Board of Appeals for the calendar year 1988, and be it further RESOLVED that the Chairman of the Board of Appeals shall be responsible for furnish- ing tO the Town Board a detailed, monthly report of activities within his department, and be it further RESOLVED that the Chairman of the Southold Town Board of Appeals shall be paid a salary of $2,000.00 per annum, effective as of January 1, 1988, and the s~am~- shall be paid in, regular bi-weekly payments. 17.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny~ Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MEIRPHY: i'm glad it was unanimous. I think it's a better way to start working. I appreciate that, Ellen. Okay., 20(a) is to create the position of Assistant, iTown A'ttorney, at a salary of $35,000.00 a year.
