Pre submission Conferences: 1. Becker, Kathleen, as Trustee Living Trust— Request for a Certificate of Appropriate- ness under Section 170-7(b) of the Southold Town Code at a registered landmark property, 154 King Street, Orient. Proposed additions and alterations to an Existing Single Family Dwelling. SCTM No. 1000-26-2-3. • Barbara Cohen, Representative, appeared before the Commission to describe renderings, catalog samples of existing and new portions of the dwelling. Proposed improvements include, windows, roof, shingles, garage doors and sun porch. • The Board asked that the applicant submit detailed renderings and elevations of the north and east portions to show double hung windows, garage door, roofing and siding, and other improvements proposed. • The applicant will email to the coordinator requested information and return to the Commission meeting on March 24. Regular Meeting Called to Order: 3:48 pm Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Santana, Commissioner Wexler and Commissioner Cubie. Also present: Coordinator: Kim E. Fuentes,Assistant Town Attorney John Burke Quorum present: Pledge of Allegiance: Approval of Minutes: Motion to approve January 27, 2021 meeting minutes by Commissioner Surchin, seconded by Commissioner Cubie,AYES: Ostroski, Wexler, and Santana and Cubie. (5-0). Motion approved. PUBLIC HEARINGS: 1. (3:50 P.M.) Riesenfeld, Mark— Request for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property, 800 Village Lane, Orient. Proposed alteration to an Accessory Barn to be converted to an Artist Studio. SCTM No 1000-25-1-15. • Mark Riesenfeld, Owner, and Hideaki Ariizumi, Architect, appeared before the Commission to describe the renderings and in-kind improvements to the accessory barn. Page 2, Minutes of Meeting of the Historic Preservation Commission February 24, 2021- • The proposal was open to public comment. Tom Foster and Vincent Bertault spoke in oppo- sition to the project. A Motion was made to issue a Certificate of Appropriateness for alterations as applied by Commissioner Wexler, seconded by Commissioner Santana. AYES: Ostroski, Surchin, Wexler, Santana and Cubie. 2. (4:10 P.M.) JOTAS CORP. —Joan Turturro— Request for a Certificate of Appropriate- ness under Section 170-7(b)of the Southold Town Code at a registered landmark prop- erty, 1000 Village Lane, Orient. Proposed addition and alteration to an existing Commer- cial Building in order to alter an Apartment Dwelling. SCTM No 1000-25-1-18. • Joan Chambers, Representative and Hideaki Ariizumi,Architect, appeared before the Com- mission to describe the renderings showing a cohesive design that connects two structures with mostly in-kind improvements. • The proposal was open to public comment. Ann Stiller, Tom Foster Vincent Bertault and Claudia Lin spoke in opposition to the project. A Motion was made to issue a Certificate of Appropriateness for alterations and additions as applied by Commissioner Wexler, seconded by Commissioner Surchin. AYES: Ostro- ski, Surchin, Wexler, Santana and Cubie. Old Business:(4:52 P.M.) 1. Orient Historic District Preservation Program March 5, 2022 event has been postponed. The Commission will consider rescheduling. (Mariella Ostroski) 2. Murphy Home Plaque — Inquire if prior commissioner, Joe McCarthy, is in possession of the plaque. If not, the Commission will present a plague currently in stock. A Motion was made to present a Landmark plague to Peg Murphy, if required by Com- missioner Surchin, seconded by Commissioner Cuble. AYES: Ostroski, Surchin, Wexler, Santana and Cubie. 3. Updates on Asch property award in progress. No Updates. (Anne Surchin). 4. Presentation of informational documents that will be displayed in the Town Hall and Town Hall Annex. In addition, these documents will be displayed on the Town's'Website. (KEF) 5. The Commission indicated potential awards to address in the future. New Business: 1. The Commission will make corrections to the HPC Handbook. The coordinator will request that the PDF document be converted to a word document so this can be done. 2. The Commission will request that, going forward, sites plan/elevations be submitted in 1/4 scale. 3. Research to be done as to whether waterways are considered Right of Ways, so that the Commission can determine if facades facing waterways are in their jurisdiction. 4. Add language to Certificates of Appropriateness that all approvals are subject approvals by involved agencies. 6. Anne Surchin has volunteered to put an HPC memorial recognition for James Grathwohl. (AS) Meeting Adjourned: 5:14 P.M. Motion to exit the public meeting and enter into Executive Session was made by Commissioner Surchin, seconded by, Commissioner Wexler,AYES: Ostroski, Surchin, Wexler, Santana and Cubie. Motion approved. Next HPC work session and regular meeting, with Zoom access, scheduled for March 24, 2022 in the Town Hall in the Town Hall Meeting Room at 3:00 PM. 3
