Nicholas Krupski, Vice-President Project Description: Throughout approximately 86,400 sf area (including approximately 5,000 sf"north ravine" area and approximately 6,000 sf"south ravine" area), selectively remove existing noxious and/or invasive vegetation (e.g., mile-a-minute weed, Russian olive, Phragmites, poison ivy), and establish both replacement and supplemental native plantings (e.g., bayberry, serviceberry, various native grasses, ferns, herbs, and sedges) using young plants and overseeding methodology; install three 8 to 10-foot long coir log vegetated level spreaders to slow and infiltrate stormwater; and establish a 10'wide, approximately 1,500 sf non-turf buffer on west side of proposed dwelling to be planted with native grasses (e.g., big bluestem, switchgrass). Findings: The project meets all the requirements for issuance of an Administrative Permit set forth in Chapter 275 of the Southold Town Code. The issuance of an Administrative Permit allows for the operations as indicated on the site plan prepared by Margie Ruddick Landscape, received on March 30, 2022, and stamped approved on April 13, 2022. Special Conditions: The Permittee is required to provide evidence that a copy of this Trustee permit has been recorded with the Suffolk County Clerk's Office as a notice covenant and deed restriction to the deed of the subject parcel. Such evidence shall be provided within ninety (90) calendar days of issuance of this permit. Inspections: Final Inspection. Due to conditions related to the Covid 19 pandemic, we had limited site access in 2020 and 2021. We apologize for the delay in reporting which was due to this unprecedented situation. Per the work plan, invasive species including multiflora rose, mile-a-minute, mugwort, ragweed, phragmites, and privet were managed along the bluff face and the north and south ravines. To limit soil disturbance removal work was done in small batches and immediately followed by planting. Three phases of invasives management and revegetation planting of native species were completed between late 2019 and the fall of 2021. Site access for monitoring was limited during the height of the pandemic. As a solution, the local contractor reported back to the landscape designer providing status updates, progress reports, and relay photographs of invasive species management and new plantings. In 2021, it was discovered that Green Foxtail, Setaria viridis, was growing throughout the ravines. Foxtail was carefully removed by hand in dense areas and mown where accessible to prohibit seed development. A monitoring scout in the late summer revealed that some newly planted native plants showed slow establishment and in a few areas had failed in competition with foxtail grass, drought, and deer and pest browsing. Based on our site evaluation we prefer to take a proactive approach of adjusting the invasive species management and native plant establishment practices. We believe that these certain adjustments to the restoration plan will help ensure an 85% survival rate by Year 5. Thus, we are including with the monitoring report an updated plan for your review and approval in the form of a permit modification. Specifically, the updated site plan reflects how the proposed management methodology has been modified to increase the likelihood of achieving 85% viability by Year 5 through more specifically designed staging of work over multiple growing seasons; better control of fast- spreading volunteer grasses and invasives; enhanced broadcast seeding; and better protection against loss of plantings and soils to erosion through strategic use of coir logs, live stakes, and jute matting. The owners and the landscape team are concerned more than anyone with maintaining site stability and stewarding the long-term ecology or the landscape. We are open to discussing these corrective measures with you further. Establishment Sample Set 1-4738-00444-00024 18 Annual Report Fall 2021 METHODOLOGY MODIFICATION 5250 Vanston Road, Cutchogue, NY Ravine Management Plan 12.16.21 1-4738-00444-00024 Ravine Management Plan Management practices will continue to diminish invasive species while providing opportunities for native species to establish throughout the ravines. Overseeding, new plantings and small- scale erosion control interventions will help establish a diverse population of native grasses, forbs, perennials, shrubs, and trees that contribute to the long-term stability of the ravines. Restoration project managers and crews will continue to monitor the establishment of new plantings and reduce competition from invasive species. Management practices performed within the ravines will be done with care and precision and activities will be limited to treading lightly to limit compaction and disturbance. Late Winter/ Early Spring 2022 Invasive Species Management, Frost Seeding, and Live Stakes Work will begin in the late winter and early spring with the preparation of areas for seeding. Volunteer grasses such as Foxtail and Orchard Grass will be cut back close to the ground to Setaria viridis Dactylis glomerata approximately 2" to increase light penetration to allow the soil to warm more quickly. Areas will be lightly raked to remove trimmings and any exposed soil will be scarified and immediately seeded by broadcast method. All areas of bare soil throughout the ravines will be seeded. Seeded areas will be tamped to ensure good soil to seed contact and mulched with straw. Temporary irrigation will be applied in the spring as soil temperatures rise above 50 degrees to help germinate and establish newly seeded areas. Plants invasive to New York State such as Multiflora rose Rosa multiflora, privet Lingustrum spp., and autumn olive Elaeagnus umbellata within the management area will be cut above the crown at the base of stems with a saw, brush knife and /or circular saw blade brush trimmers. Cut materials will be removed and disposed of offsite. Following the removal of cut materials, the exposed soil will be scarified to a depth of approximately%" and overseeded by broadcast method. Broadcasted seed will be hand-tool tamped to ensure good soil to seed contact. Native trees and shrubs will be planted as live stakes in indicated areas within the mid-February to March window, or as soon as the soil is workable within the dormancy period for the live stakes. Broadcast Seeding Method Seed mixes will be prepared for broadcast by mixing each application with clay-based kitty litter at a 1:1 ratio (example: 5 lbs. of seed to 5 lbs. of kitty litter.) Overseeded areas will overseeded by hand dispersion twice and in opposite directions during each application. Broadcasted seed will be hand-tool tamped to ensure good soil to seed contact. Broadcast seeding is synchronized with management practices and forecasted rain events. Removal of multiflora rose by digging and pulling methods will occur only in a limited and specific areas at the top of the ravine at landscape borders flagged in field. Complete removals will be performed delicately to limit disturbance during extraction and followed immediately by the installation of jute mesh stabilization and new plug/container plantings. Spring 2022 Observation and Action Restoration project managers will monitor germination and growth of new seedings and scout for germination and infiltration of undesired competitive species such as foxtail and speedwell. Emerging new plants of foxtail, speedwell, and other competitive invasive species will be Veronica filiformis uprooted with a wire stirrup hoe within the first two weeks of emergence to disrupt plant establishment. Established populations of invasive and problematic species will be brush mown with a brush knife and /or circular saw blade brush trimmers to a height of 8". Any remaining exposed soil will be prepared for seeding, reseeded by the broadcast seeding method. Multiflora rose, privet, and other invasive species cut in the early spring will be monitored for regrowth and cut as needed. Restoration project managers will observe and identify any germination of the seed bank beneath the multiflora rose, privet, and autumn olive. New instances of multiflora rose and mile-a-minute emerging as young plants in the first year of their lifecycle shall be pulled for removal. Desirable native and naturalized species emerging from the seedbank will be flagged and encouraged to establish by hand weeding any adjacent invasive species competition. Invasive species emerging beneath the multiflora rose will be mown or removed by hand with a wire hoe or hand tooled and the area will be seeded per the broadcast seeding method within 24 hours. Management crews will spot water as needed to assist establishment. Any new plantings (plug or small container materials) that require longer lead time will be planted upon procurement and irrigated to establish. Box 1179 Southold,NY 11971 Re: Vanston Bear LLC,5250 Vanston Road,Cutchogue(Wetlands Permit No.9505) Dear Mr. Goldsmith: f In July 2019, the Board issued Wetlands Permit 9505 to authorize the selective removal of invasive/noxious vegetation and plantings of native vegetation throughout an approximately 86,400 sf area of the captioned property. This work started in 2020 and must continue in order to achieve its goals and meet the 5-year viability criteria set forth by the permit issued by the New York State Department of Environmental Conservation. However, because the Trustees approval expired, we must submit for a new permit, which could be subsequently extended through the remaining life of the DEC permit. To that end,please find enclosed herewith an application for what we are hoping can be issued as an Administrative Wetlands Permit at your upcoming meeting in April, which is when this year's restoration work should ideally continue. The proposed scope of the restoration work is nearly identical to that which was previously approved, except that the management methodology has been modified to increase the likelihood of achieving 85%viability after five years through selective staging of work over multiple growing seasons;better control of fast-spreading volunteer grasses and invasives; enhanced broadcast seeding; and better protection against loss of plantings and soils to runoff and erosion through strategic use of coir logs,live stakes, and jute matting, all as reflected on the enclosed site plan prepared by Margie Ruddick Landscape, last dated December 15, 2021. Also enclosed is a copy of the restoration monitoring report that was submitted to the DEC in connection with a request for a modification of their permit pursuant to these same plans.
