Due to technical difficulties,-this meeting was not recorded.
Mr. Orlowski called the meeting to order at 6:00 p.m.
A motion was made by Mr. Cremers and seconded by Mr. Latham to set Monday, May.
14, 2001, at 6:00 p.m. at the Southold Town Hall, Main Road, Southold, as the time and
place for the next regular Planning Board Meeting. The motion carried.
PUBLIC HEARINGS
Site Plans:
6:00 p,m, - Orient by the Sea Marina - This proposed site plan is for the construction
of an 800 sq. ft. restroom and storage facility. The property is located on State Route 25
in Orient. SCTM#1000-15-9-8
Mr. Orlowski asked if there were any comments on this site plan. Hearing none, he
asked if there were any questions from the Board.

Hearing no questions, a motion was made by Mr. Caggiano and seconded by Mr.
Cremers to close the hearing. The motion carried and the hearing was closed at 6:02
p.m.
The following motion was made by Mr. Latham:
WHEREAS, this proposed site plan, to be known as site plan for Orient by the Sea
Marina, is to construct an 800 square foot storage building and restroom; and
WHEREAS, MGH Enterprises is the owner of the property known and designated as
Orient by the Sea Marina, State Route 25, Orient, SCTM#1000-15-9-8; and
WHEREAS, a formal application for the approval of this site plan was submitted on
February 28, 2001; and
WHEREAS, the Southold Town Planning Board has determined that this action is a
Type II Action and not subject to review under the State Environmental Quality Review
Act, (Article 8), Part 617; and
WHEREAS, this site plan, last revised March 22, 2001, was certified by the Building
Inspector on April 9, 2001; and
WHEREAS, a variance was granted by the Zoning Board of Appeals on March 22,
2001; and
WHEREAS, the Architectural Review Committee has reviewed the elevation drawings
and the Planning Board has accepted their recommendation for approval on April 4,
2001; and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of
Public Hearing, has received affidavits that the applicant has complied with the
notification provisions; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of Southold
have been met; be it therefore
RESOLVED that the Southold Town Planning Board authorize the Chairman to endorse
the final surveys, dated March 22, 2001, subject to a one year review from date of
building permit.
The motion was seconded by Mr. Cremers and carried.

6:05 p.m. - Periwinkle/Lori Feilen - This proposed site plan is for the construction of a
2,660 sq. ft. storage building. The property is located on the Main Road in Southold.
SCTM#1000-62-3-38
Mr. Orlowski asked if there were any comments from the public on this site plan. Lori
Feilen, the owner, introduced herself and briefly commented about her project. Nancy
Orientale, a neighbor, spoke against the project stating her concerns regarding the size
of the building, closeness to the property line and the noise level.
Hearing no other comments, Chairman Orlowski asked if there were any questions from
the Board.
Hearing no questions from the Board, a motion was made by Mr. Caggiano and
seconded by Mr. Edwards to close the hearing. The motion carried and the hearing was
closed at 6:08 p.m.
The following motion was made by Mr. Caggiano:
WHEREAS, this proposed site plan, to be known as site plan for Periwinkle Furniture, is
to construct a 2,660 square foot storage building; and
WHEREAS, Lori Feilen is the owner of the Property known and designated as
Periwinkle Furniture, Route 25, Southold, SCTM#1000-62-3-38; and
WHEREAS, a formal application for the approval of this site plan was submitted on
March 14, 2001; and
WHEREAS, the Southold Town Planning Board has determined that this action is a
Type II Action and not subject to review under the State Environmental Quality Review
Act, (Article 8), Part 617; and
WHEREAS, this site plan, last revised April 3, 2001, was certified by the Building
Inspector on April 9, 2001; and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of

Subdivisions:
6:10 p.m, - Cherepowich/Santacroce - This proposed minor subdivision is for 3 lots on
34.848 acres & a lot line change of .77 acres. Development Rights will be sold on
27.537 acres. ,The property is located on Main Road in East Marion. SCTM#1000-38-1-
1.3 & 1.4
Chairman Orlowski asked if anyone wanted to comment on this proposed minor
subdivision and lot line change. Bruce Anderson of Suffolk Environmental Consulting
introduced himself on behalf of the applicants. Loretta Campbell of 500 Gillette Drive
asked some questions regarding the project which were addressed by Mr. Anderson
and Craig Turner, Planner.
As no one else wished to speak, and there were no questions from the Board, a motion
was made by Mr. Latham and seconded by Mr. Edwards to close the hearing. The
motion carried and the hearing was closed at 6:19 p.m.
The following motion was made by Mr. Latham:
WHEREAS, this proposed subdivision is for 4 lots on 34.848 acres on the south side of
Main Road, between Shipyard Lane and Gillette Drive in East Marion; and
WHEREAS, the sale of Development Rights is proposed on the 27.537-acre lot; and
WHEREAS, the lot known as SCTM# 1000-38-1-1.4 will be recognized as a single and
separate lot, and its boundaries will be modified by this subdivision action; and
WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental
Quality Review Act, (Article 8), Part 617, did an uncoordinated review of this unlisted
action, made a determination of non-significance, and granted a Negative Declaration
on December 18, 2000; and
WHEREAS, a final public hearing was closed on said subdivision application at the
Town Hall, Southold, New York on April 16, 2001; and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of
Public Hearing, has received affidavits that the applicant has complied with the
notification provisions; and
WHEREAS, all the requirements of the Subdivision Regulations of the Town of Southold
have been met; be it therefore
RESOLVED, that the Southold Town Planning Board grant final approval on the maps
dated February 21, 2001, and authorize the Chairman to endorse the maps.

Hearings Held Over From Previous Meetings:
Cross Sound Ferry - This proposed new site plan is to amend the June 6, 1995 site
plan for the Cross Sound Ferry Company Terminal. The subject site encompasses three
parcels located on the west and east sides of SR 25 at its eastern-most terminus in
Orient. SCTM#1000-15-9-10.1 and 11.1 and 15.1
Mr. Orlowski asked if anyone wished to comment on the proposed site plan for Cross
Sound'Ferry. Thor Hanson spoke on behalf of Southold Citizens for Safe Roads.
As no one else wished to speak, Mr. Edwards made the following motion:
BE IT RESOLVED that the Planning Board hold the hearing for Cross Sound Ferry
open.
The motion was seconded by Mr. Latham and carried.
MAJOR AND MINOR SUBDIVISIONS, LOT LINE CHANGES AND SET
OFF APPLICATIONS
Final Determinations:
Constantine Ioannou - This proposed minor subdivision is for 3 lots on 6.8 acres on
the north side of Main Road (SR 25) in East Marion. SCTM#1000-23-1-14.7 & 23-2-56
The following motion was made by Chairman Orlowski:
WHEREAS, this application is for a minor subdivision of 3 lots on 6.8 acres on Main
Road (State Route 25), between Orient Harbor and Long Island Sound in East Marion;
and
WHEREAS, this property is Lot Number 7 of the Brionngloid-by-the-Sea Subdivision,
which was filed in the Office of the County Clerk on August 22, 1978; and
WHEREAS, at public meetings on June 6, 1977, and July 18, 1977, the Planning Board
passed resolutions specifying that Covenants and Restrictions should be prepared
forbidding the resubdivision of any lot; and

WHEREAS, at a public hearing on the subdivision on June 27, 1977, the Planning
Board Chairman 'stated that: "We will tie down this property, the heirs and so forth, so it
cannot be resubdivided at some future time. This is our intent and we want to be very
clear about it and include Lot Number 7. We have said this but I want it to come out in
the hearing;" and
WHEREAS, the applicant replied, "Didn't we do that? We agreed to that before," and
the attorney later replied, "If the Board wishes, I will have the owner of Lot 7 sign
Covenants and Restrictions and have them filed with the Board;" be it therefore
RESOLVED, that the Southold Town Planning Board deny the subdivision application of
Constantine loannou, on the basis that the parcel cannot be further subdivided.
The motion was seconded by Mr. Cremers and carried.
Setting of Final Hearings:
Island Health Project, Inc. ~ This proposed lot line change is to merge a 10,890 sq, ft.
parcel, SCTM#1000-9-2-6.2, with a 12,565 sq. ft. parcel, SCTM#1000-9-2-8, creating a
23,455 sq. ft. parcel. The properties are located at the north corner of Oriental Avenue
and Crescent Avenue on Fishers Island.
Mr. caggiano offered the following motion:
WHEREAS, this application isfor the merger of an unrecognized 10,890 sq. ft. lot,
SCTM# 1000-9-2-6.2, into a 12,565 sq. ft. lot, SCTM# 1000-9-2-8, on the northern
corner of Oriental Ave. and Crescent Ave. on Fishers Island; and
WHEREAS, the Planning Board is allowing the lot line change to proceed ahead of the
proposed site plan because this action will eliminate an unrecognized lot and create a
more conforming lot; be it therefore
RESOLVED, that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, do an uncoordinated review of this unlisted action.
The Planning Board establishes itself as lead agency, and as lead agency makes a
determination of non-significance, and grants a Negative Declaration.
The motion was seconded by Mr. Cremers and carried. Mr. Edwards abstained.
Mr. Caggiano then added the following motion:
BE IT FURTHER RESOLVED that the Southold Town Planning Board set Monday, May
14, 2001 at 6:00 p.m. for a final public hearing on the maps dated February 23, 2001.
The motion was seconded by Mr. Cremers and carried. Mr. Edwards abstained.

Sketch Determinations:
Ernest Schneider - This proposed minor subdivision is for 2 lots on 12.3 acres and a
1.2 acre lot line change with an existing lot. The property is located on the west side of
Alvah's Lane, north of CR 48 in Cutchogue. SCTM#1000-95-3-10 & 101-1-14.3
Chairman Orlowski made the following motion:
WHEREAS, this subdivision is for 2 lots on 12.3 acres and a 1.2 acre lot line change
with a third lot, with two of the lots containing existing houses and the other containing
greenhouses; and
WHEREAS, this subdivision was granted conditional sketch approval by the Southold
Town Planning Board on January 13, 1992; and
WHEREAS, the Planning Board has determined that the subdivision approval has
expired; and
WHEREAS, a new application has been received; and
WHEREAS, the Planning Board has determined that the two applications are identical,
with minimal development impact, and the subdivision had previously undergone a
thorough environmental review; be it therefore
RESOLVED, that the February 24, 1992 Negative Declaration is still valid.
The motion was seconded by Mr. Caggiano and carried.
Mr. Orlowski then added the following motion:
BE IT FURTHER RESOLVED that the Southold Town Planning Board grant sketch plan
approval on the maps dated March 18, 2001.
The motion was seconded by Mr. Caggiano and carried.
Bayview Overlook at SoUthold - This proposed major subdivision is for 9 lots on 24
acres located on the north side of North Bayview Road, east of Reydon Drive in
Southold. SCTM#1000-79-5-20.6 & 20.7
The following motion was made by Mr. Latham:
WHEREAS, this subdivision is for 9 lots on 24 acres on the north side of North Bayview
Road, east of Reydon Drive in Southold; and

WHEREAS, this subdivision has been designed as a cluster subdivision, and a yield
map, dated January 10, 2001, has been accepted by the Planning Board; be it therefore
RESOLVED, that the Southold Town Planning Board grant sketch plan approval to th~.
subdivision map, dated April 10, 2001.
The motion was seconded by Mr. Cremers and carried.
Mr. Latham then added the following motion:
BE IT FURTHER RESOLVED that the Southold Town Planning Board start the lead
agency coordination process on this unlisted action.
The motion was seconded by Mr. Cremers and carried.
The following motion was then offered by Mr. Latham:
BE IT FURTHER RESOLVED that the Southold Town Planning Board adopt the Town
Engineer's Report dated January 4, 2001, with the following amendment:
1. The Planning Board is requiring a 24' road, with a covenant against on-street
parking.
The motion was seconded by Mr. Cremers and carried.
Dayton Farms - This proposed major subdivision is for 5 lots on 13.45 acres located on
the east side of Jacob's Lane in Southold. SCTM#1000-88-1-10
Mr. Edwards made the following motion:
WHEREAS, this subdivision is for 5 lots on 13.45 acres on the east side of Jacob's
Lane, north of Main Bayview Road in Southold; and
WHEREAS, this subdivision has been designed as a cluster subdivision, and a yield
map dated March 30, 2001 has been accepted by the Planning Board; be it therefore
RESOLVED, that the Southold Town Planning Board grant sketch plan approval to the
subdivision map, dated March 30, 2001.
Mr. Cremers seconded the motion which carried.

Ralph Pu.qliese - This proposed minor subdivision is for 3 lots on 22.76 acres.
Development Rights have been sold on 14.81 acres. There is an ex sting house and
winery on one lot. The property is located on Main Road, west of Bridge Lane in
Cutchogue. SCTM#1000-97-1-12.6, 12.7 & 12.9
Mr. Caggiano offered the following motion:
WHEREAS, this proposed subdivision is for 3 lots on 22.75 acres on the north side of
Main Road (State Route 25) and west side of Bridge Lane in Cutchogue; and
WHEREAS, Development Rights have been sold to the Town of Southold on 14.8 acres
of the property; be it therefore
RESOLVED, that the Southold Town Planning Board grant conditional sketch plan
approval to the subdivision map, dated January 22, 2001, subject to the following
condition:
1. The lot-line change between the proposed Lot #1 and the land of John and
Joan Calabrese (formerly SCTM#1000-97-1-12.4) must be completed with
the Planning Board.
The motion was seconded by Mr. Cremers and carried.
The following motion was then added by Mr. Caggiano:
BE IT FURTHER RESOLVED, that the Southold Town Planning Board start the lead
agency coordination process on this unlisted action.
Mr. Cremers seconded the motion which carried.
Persistence Properties - This proposal is to set off a 1.99 acre parcel from an existing
7.87 acre parcel located on the north side of CR 48 in Cutchogue. SCTM#1000-84-1-
10.1
Mr. Edwards made the following motion:

WHEREAS, this proposed set-off is for 2 lots on 7.87 acres on the north side of County
Route 48, east of Cox's Lane in Cutchogue; and
WHEREAS, as the Planning Board had approved a previous set-off on this property, the
Planning Board is imposing a number of conditions on approval; be it therefore
RESOLVED, that the Southold Town Planning Board grant conditional sketch plan
approval to the set-off map, dated March 19, 2001, subject to the following conditions:
1. Covenants and Restrictions must be filed preventing further subdivision of
any lot and the coexistence of residential and agricultural uses on the
large lot.
2. The right-of-way should be 25' wide to the first residential lot to be in
conformance with the Town Code; and
Mr. Edwards then added the following motion:
BE IT FURTHER RESOLVED,. that the Southold Town Planning Board start the lead
agency coordination process on this unlisted action.
The motion was seconded by Mr. Cremers and carried.
Sketch Extensions:
Paradise Isles - This proposed minor subdivision ~s for 4 lots on 30.619. acres located
on the north side of Island View Lane; 234.18 feet west of Bayshore Road and on the
south side of August Lane in Southold. SCTM#1000-53-6-46.2 and 57-2-1.1
The following motion was made by Mr. Cremers:
BE IT RESOLVED that the Southold Town Planning Board grant a retroactive six-month
extension of conditional sketch plan approval from March 17, 2001 to September 15,
2001. COnditional sketch approval was granted on September 15, 1997.
The motion was seconded by Mr. Latham and carried.
John Sidor - This minor subdivision is for 3 lots on 21.97 acres. The Development
Rights will be purchased by the Town on the 13.296 acres of Lot No. 3. The property
fronts on the north side of CR 48 and the south side of Wickham Ave. in Mattituck.

Catherine Sidor - This proposal includes 2 lot line changes and a clustered set-off. The
lot line changes are to subtract 33,273 sq. ft. from the original 21.08 acre parcel and to
add 13,172 sq. ft. to an adjacent parcel to the west and 20,101 sq. ft. to an adjacent
parcel to the east. The lot to be set off is 0.966 acres. The Development Rights will be
purchased by the Town on the remaining 19.347 acres. The property fronts on the north
side of CR 48, the east side of Mary's Rd. and the south side of Wickham Ave. in
Mattituck. SCTM#1000-107-10-1, 3 & 4
Mr. Latham offered the following motion:
BE IT RESOLVED that the Southold Town Planning Board grant a retroactive six month
extension of sketch plan approval from April 10, 2001 to October 10, 2001. Sketch
approval was granted on April 10, 2000.
Mr. Cremers seconded this motion which carried.
Determinations:
Ralph & Catherine Caselnova - This proposed minor subdivision is for 2 lots on 15.68
acres. Development Rights .have been sold to Suffolk County on 11.32 acres. The
property is located on the north side of State Route 25 in Orient. SCTM#1000-18-.3-9.8
&9.9
The following motion was made by Mr. Edwards:
WHEREAS, no other agencies have asked to be granted lead agency status; be it
RESOLVED, that the Southold Town Planning Board, acting under the State
Environmental Quality Review Act, assumes lead agency, and as lead agency makes a
determination of non-significance and grants a Negative Declaration.
The motion was seconded by Mr. Cremers and carried.
SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT
Lead Agency Coordination:
1670 House/Gordon Schlaefer- This proposed site plan is for the construction of a
5,540 sq. ft. addition to a retail furniture store. The property is located on CR 48 in
Southold. SCTM#1000-55-2-23
The following motion was offered by Mr. Cremers:

Determinations:
Tidy Car/VVilliam Penney I!1 - This proposed site plan is for an 8,645 sq. ft. storage
addition to an existing building. The property is located on CR 48 in Southold.

The following motion was made by Mr. Edwards:
BE IT RESOLVED that the $outhold Town Planning Board, acting under the State
Environmental Quality Review Act, establishes itself as lead agency, and as lead
agency, makes a determination of non-significance and grants a Negative Declaration.
The motion was seconded by Mr. Cremers and carried.
APPROVAL OF PLANNING BOARD MINUTES
A motion was made by Mr. Cremers, seconded by Mr. Caggiano and carried to approve
the Planning Board Minutes of December 4, 2000.
A motion was made by Mr. Latham, seconded by Mr. Cremers and carried to approve
the Planning Board Minutes of December 18, 2000.
A motion was made by Mr. Edwards, seconded by Mr. Latham and carried to approve
the Planning Board Minutes of January 8, 2001.
There being no further business to come before the Board, a motion was made by Mr.
Cremers, seconded by Mr. Latham and carried to adjourn the meeting at 6:45 p.m. and
go into a Work Session.
