Present were: John Stein, Chairperson Carol Brown, Member Maggie Merrill, Member Caroline Burghardt, Member John Chandler, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: Shannon Wright, Member CALL TO ORDER John Stein called the meeting to order at 4:40PM. REPORTS John Stein will coordinate a site visit with Cornell Cooperative Ext. and Joyce Novak from PEP to view an example of a living shoreline at Cedar Beach. This will be scheduled in late April or early May. Caroline Burghardt attended the Board of Trustees meeting held on February 16th and reported the meeting was business as usual. She asked Trustee Liaison Liz Gillooly if there was a way to streamline the review process so that applicants can better prepare for the public hearings. Liz stated that the Board of Trustees hold monthly work sessions on 2 the Monday before the Regular Meeting. These work sessions are open to the public and CAC members may attend. Maggie Merrill - Suffolk County Officials recently announced plans to put $1 M in funding toward coastal resiliency efforts. APPROVAL OF MINUTES Moved by Caroline Burghardt, seconded by John Chandler, to Approve the Minutes of February 9, 2022. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of AMMON & KATHLEEN BAR-TUR to relocate (approx. 6.3' to the south) and raise (approx. 3') existing two-story, single-family dwelling, with reconstructed 141 sf. front porch and 4'X 6' steps; construct 544 sf. one- story addition with 29 sf. stoop and 4'X 7' steps, partially in place of existing accessory garage to be demolished and removed; install new pervious gravel driveway; install new drinking water well; remove existing conventional septic system, and install new I/A sanitary system; and install stormwater drainage system. Located: 170 Bay Lane, Orient. SCTM#24-2-26.4 Inspected by: John Stein Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to NOT SUPPORT the application of WINE COUNTRY PROMOTIONS, LLC to construct a pool house with habitable facilities to existing dwelling (2,122 sf.) with terrace pool (1013 sf.) and pool (264 sf.) to be a minimum 100 If. from top of bluff. Pool house to be connected to existing dwelling by enclosed conditioned passage (1,709 sf.) with integrated canopies (3,791 so. Establish a 30' non-turf buffer landward of the top of bluff to be planted with bayberries, blueberries and indigenous plants. Located: 63615 County Road 48, Greenport. SCTM#40-1-20.1 Inspected by: John Stein The CAC does Not Support the application. There are inconsistencies in the application and the CAC questions the proposed use of the pool house. More information is needed. Vote of Council: Ayes: All Motion Carried 3 Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to NOT SUPPORT the application of FLORENCE VASILAKIS, ALEXANDER VASILAKIS AND DEMETRIOS VASILAKIS to install a 12'X 26' in-ground gunite swimming pool with patio around pool (33'6" X 18') from house to 64' from top of bluff. Located: 21625 Soundview Ave., Southold. SCTM#135-1-6 Inspected by: John Stein The CAC does Not Support the application due to the inadequate setback of 64' and recommends the pool be relocated to the east side of the property. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of JOHN & LYNN SCOTT to partially reconstruct, alter and renovate existing 1 & 2-story dwelling and appurtenances. Partially reconstruct, in-place approx. 848 sf. one-story portion of dwelling and 1,081 sf. two-story portion of dwelling; remove 56' portion of dwelling; construct 439 sf. waterside porch, with 5.5' X 6.6' steps; construct onto one-story portion of dwelling a 16 sf. one-story addition, 22 If. one-story addition, and 283 sf. deck addition with 7'X 7' hot tub and 3.2'X 4.1' steps; construct onto two-story portion of dwelling a 37 sf. covered porch entry and a 128 sf. 1 & 2 story addition in place of existing 2nd floor enclosure/overhang and roofed-over patio; relocate basement entrance and stone apron in place of concrete apron; install 336 sf. pervious gravel patio, 222 sf. pervious gravel patio, HVAC pad; place and grade approx. 50 cy. clean fill to raise grade up to 1' on waterside of dwelling; install 142 If. of masonry retaining wall (max. 3' high) along westerly portion line; remove existing trellis, timber retaining walls, and steps, install 30 If. of masonry retaining wall and place approx. 125 cy. clean fill to raise grade up to 2.5' on landward side of dwelling, remove driveway and install new pervious gravel driveway with 396 sf. parking areas; remove existing conventional septic system and install new I/A septic system; install stormwater drainage system; abandon drinking water well, remove overhead electric service and closed loop geothermal field; remove and replace (in-place) 4'X 6' wood landing and 4'X 6' wood steps to beach; and maintain area seaward of dwelling as non-turf buffer. Located: 495 North Parish Dr., Southold. SCTM#71-1-5 Inspected by: John Stein The CAC Supports the application with retractable steps at the base of the retaining wall. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was ` 4 RESOLVED to SUPPORT the application of JAMES W. KOPHEN TRUST C/O GLENNA RYAN for the removal of 90 If. of deteriorated concrete rubble bulkhead and replacement with new natural stone boulders in same location as existing and a raised height of 12" above existing. Remove existing concrete steps and replace in same location with natural stone steps, overall dimensions approx. 10'X 8' as shown on plans. Remove all dead and non-native plantings between existing upper concrete retaining wall and proposed replacement natural stone wall and replace with new low growing native plantings. Located: 760 Oak Ave., Southold. SCTM#77-1-3 Inspected by: John Stein The CAC Supports the application and recommends the trees remain and that there be no cutting of the natural native vegetation. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of SOUTHOLD BAYHAVEN PROPERTY OWNERS ASSOC. to remove approx. 150 If. of existing bulkhead, landing with staircase and wood walkway. Install approx. 166 If. of new vinyl bulkhead with dead men tiebacks. Remove approx. 527 sf. of American beachgrass with approx. 85 cy. of soil and approx. 20 If. of 12" PE corrugated drain pipe and replace with approx. 25 cy. of beach sand to extend beach landward of easterly removed existing bulkhead line. Remove approx. 564 sf. of American beachgrass in area seaward of easterly existing bulkhead line and replace with approx. 21 cy. of beach sand. Total beach grass removed: 1,091 sf. Relocate approx. 70 If. of 12" PE corrugated pipe with proposed "V" riprap tapered swale runoff. Construct new replacement 4.5'X 7' landing and 3'X 24' wood walkway in same locations. Establish new American beachgrass planting area (1,200 sf.) to replace areas lost in kind. Located: 975 Watersedge Way, Southold. SCTM#88-5-64 Inspected by: John Stein The CAC does Not Support the application and questions the need to replace a functioning bulkhead and disturb a healthy shoreline. The corrugated drain pipe should be plugged or removed. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of FRANK & CHRISTINE MANGANO to construct a second-story addition with decks; 37.3'X 29.7' second story addition and 31'X 8' second story deck. Located: 370 Sunset Way, Southold. SCTM#91-1-7 Inspected by: Maggie Merrill, Caroline Burghardt 5 The CAC does Not Support the application. There is not enough information on the septic system and adequate drainage plan. Existing unroofed arbor on the west side of the mudroom and the arbor continues for 17' along the west side of the residence. Located: 625 Wood Lane, Peconic. OAKLEY for the construction of a 71'X 80.8' two-story single-family dwelling with basement, 24'X 36' garage, septic system, and driveway. Located; 3400 Little Neck Rd., Cutchogue. SCTM#103-9-13.1 Inspected by: Maggie Merrill, Caroline Burghardt The CAC Supports the application with an I/A septic system. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of JOSEPH & DEBORAH POLIDORA to demolish the existing single-story entrance and construct a new single-story entrance with basement under (same footprint). Construct a new 4.8'X 8.9' enclosed addition connecting the existing dwelling and garage. Construct a new 4'X 10.5' covered entry porch. Construct an enclosed outdoor shower open to the sky. Demolish the existing 8.8' X 24.4' covered porch at rear and construct a new 18.67'X 38' single story addition with basement under and 4'X 4' egress window. Construct a new stone patio between the new addition and existing garage. Remove the existing cesspool and install a new I/A septic system with a retaining wall waterproofed. t ` 6 Located: 1055 Point Pleasant Rd., Mattituck. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of HSA HOLDINGS LLC to demolish and remove existing two-story, 1,444 sf. single-family dwelling and brick patio; construct two- story, 2,578 sf. single-family dwelling and attached garage, with 178 covered front porch and 520 sf. covered rear porch; construct 15'X 37' swimming pool with saltwater filtration and 1,310 sf. grade-level masonry patio; install 4' high pool-enclosure fencing; remove and replace portion of existing driveway; remove existing conventional septic system and install new I/A sanitary system; install stormwater drainage system; and establish a 10' wide non-turf buffer along top of bank. Located: 2000 Park Ave., Mattituck. SCTM#123-8-7 Inspected by: Maggie Merrill, Caroline Burghardt The CAC Supports the application using best management practices and/or drywells to contain the run-off from the patio, the installation of a pervious driveway, and the pool is relocated and additional 13' landward to comply with the 100' setback requirement. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of CHRISTINE HOWLEY to install two (2) timber retaining walls, and raise grade from 0"-18" at the perimeter of the new home. The first retaining wall will be 210 If. long and 46" high at the east side of the property, 30' from the wetlands. Staircase to the existing dock and a 41 sf. area for outdoor barbecuing. The second will be 58 If. long and 26" high at the south side of the dwelling. The raised grade tapers from 0'-18". The house was raised due to a higher than expected water table. SCTM#144-5-29.3 Inspected by: Maggie Merrill, Caroline Burghardt Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS 7 Moved by Caroline Burghardt, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of SETH & BARBARA EICHLER to Amend Wetland Permit#9753 & Coastal Erosion Permit#9753C to install a rock revetment consisting of a 2-4 ton boulders in base and 1-2 ton boulders for upper courses with filter fabric under and landward of boulders for 100 If. along base of shoreline and consisting of approx. 225 total tons. Install approx. 560 cy. of clean fill to restore grade, install (2) layers of burlap over the filled areas and where no vegetation exists. Install 2"X 12" untreated timber boards @ 10' intervals, staked into the ground w/4"X 4" X 4' untreated timber stakes @ 4' O.C. Plant burlap areas with American beachgrass @ 1' on center over all covered areas. Reset, rebuilt and add to existing bluff stairs consisting of a 4'X 12' top landing, rebuild and reconfigure existing staircase and add new 4'X 5' bottom platform (20 sf.) with 3'X 8' removable aluminum staircase (24 sf.), total staircase 170 sf. Located: 17915 Soundview Ave., Southold. The next meeting of the Conservation Advisory Council will be held on Wed., April 6, 2022 at 4:30PM in the Conference Room.
