HomeMy WebLinkAboutLP-03/08/2022 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 8, 2022 at 7:00 p.m. This Regular Meeting was held via the Zoom online platform. The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. Committee Minutes and Administration  Acceptance of LPC meeting minutes from February 22, 2022 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 2/22/2022 LPC meeting minutes. Motion carried: 6/0  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, March 22, 2022 and will be held via the Zoom online platform. Inquiries for Uses or Structures on Preserved Property  None General Preservation  MARCH 1, 2022 TOWN BOARD WORK SESSION AGENDA ITEM: Amendments to Ch. 70- Set for Code Committee Melissa Spiro noted that members of the Agricultural Advisory attended the Town Board work session and that the Town Board is scheduling a Code Committee meeting. Melissa and several other LPC members had listened to the meeting/recording. Several points made at the TB work session were discussed. Committee Liaison Sarah Nappa added that the Supervisor has noted that the meeting is to give the Agricultural Advisory Committee an opportunity to present/discuss their recommendations. Committee members asked if the memo prepared by the Planning Board after the last Code Committee on this topic had been discussed, and noted that the Committee members support the recommendations in that memo. Land Preservation Applications & Potential Applications  EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Page 2 of 3 MOTION made by Sam McCullough, seconded by Doris McGreevy, to enter into EXECUTIVE SESSION Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 The LPC members entered into EXECUTIVE SESSION at 7:25 p.m. Attendees dismissed and meeting locked. o Melissa Spiro, Land Preservation Coordinator- Inquiries, new applications, appraisals and current applications MOTION made by Eric Keil, seconded by Sam McCullough, to exit EXECUTIVE SESSION. Motion carried: 6/0 EXECUTIVE SESSION ENDED at 8:08 p.m. MOTION made by Eric Keil, seconded by Doris McGreevy, to recommend that the Town extend a purchase offer to the landowner, as discussed while in Executive Session, for purchase of a certain parcel of land known as Project 2022-1, at a price supported by the Town’s authorized appraisal. The proposed offer is a recommendation to the Town Board and subject to the Town Board’s direction to proceed. (Motion No. 2022- 1A) Motion carried: 6/0 MOTION made by Sam McCullough, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro to meet with the Town Board regarding project #2022-3 discussed while in Executive Session and to present the Committee’s recommendation that the Town pursues the acquisition of this property if it is presented to the Town as a significant Bargain Sale value only. Motion carried: 6/0 MOTION made by Doris McGreevy, seconded by Sam McCullough, to direct Land Preservation Coordinator Melissa Spiro to meet with the Town Board regarding project # 2022-4 discussed while in Executive Session and, subject to the direction of the Town Board, to commission an appraisal of said property (Motion 2022-4) Motion carried: 6/0 Adjournment: MOTION made by Eric Keil, seconded by Anne Murray, to adjourn this meeting.
