A regular, meetirig 'of. the S'outhold' Town Conservation Advisory, "
Council was held"on 'Tue'sday' 'July 24, 1979 at 7:30 p.m. ' at the 'Town
Hall, Main Road, Southold, New York. Present were:

The ' Southold. Town. Conservation Advisory Council has inspected
the site i'nvolv'ed":1n` Wetland Application #40 of George Thogersen
to place bulkhead a'rong'`shoreline of approximately 95 feet at .
northerly end of Fordham Canal. The Council found -that the project
was already completed prior to its inspection. Therefore, it, was
impossible to inspect the site in original condition and the Council
is not :able to 'make . a`'recommendation for approval- or disapproval.
In addition. the Council finds that the way the project was completed
that the grading was done wrong and the return wall on the south
end of the bulkhead was of insufficient length and heighth and
severe .erosion and siltatiori -will occur with a heavy rain. The.
Council recommends that this be immediately corrected to the,
satisfaction of the Conservation Advisory Council before any building
permit is issued.
Mr. Cichanowicz made a motion, seconded by Mr. Plock and
carried that the above -recommendations be transmitted to the Town
Board.
The Conservation Advisory Council would like to bring to the
Town Board' s attention that the Wetland. P.ermit process is not working.
The last, three permits the work was either begun or completed prior
to inspection. Therefore, a law that is sixteen years old is not
working. The Council would like to suggest that a penalty in the
form of a fine be levied for any work that is begun before inspection
and approval of the Town Board in regard to .wetlan. d applications.
Discussion was. heldon the matter of erosion at Bailey Beach
Road.
Motion was made by' Mr. Hood, seconded by Mr. Ruland and carried
to request that the Southold Town Highway Department inspect the
site of Bailey Beach with the possibility of erecting sufficient
barricades to prevent notarized traffic on the beach and dunes which.
are causing severe erosion in the area.
The Conservation Advisory Colzncil would like to recommend
that if tanks are to be buried they be coated with roof tar andl
surrounded by gravel and where possible non-corrosive tanks.. be used

and .permits be obtained from the building department. • -The Town
Attorney is to be contacted as to whether a local ,ordinance will _
be needed. c ° .
Mr. Kujawski made a motion, seconded by Mr. Cichanowicz and
carried that any further action on the proposed wetland ,inventory
be tabled until January of 1980.
..The next regular meeting of the Council will. be ,held at ,7:30
p.m.., August 28, ;1979., , -There being no further business to-. come
before the . Coun' cil, Mr. Cichanowicz made a motion, seconded by Mr. .•-
Tuthill and carried to adjourn the meeting. Meeting .adjourned ,at
