A regular, meeting of the Southold Town Conservation Advisory
Council was held on Tuesday, December 11, 1979 at 7:30 p.m, at the
Town Hall, Main Road, Southold, New York. ,.. Present were:
Chairman Frank A. Kujawski, Jr.
John B. Tuthill
William Ruland
Margaret Conway
Frank Cichanowicz III
Robert Hood
John Plock
The. following .letter under date of November 15, 1979 was read.

Gentlemen:
Please *be advised that this fall and winter I plan to conduct
the following' operations on my "West Farm" which lies behind dikes
west of New Suffolk Lane:
1. Build up .dike adjacent- to Grathwohl Road by carting canal
:spoil -from other part of- this farm;
2. Clean canals and ditches with dragline crane or backhoe;
3. Level land adjacent to New Suffolk Lane for a cooperative
experiment rwith .Cornell University in growing cranberries.
This will also entail water control structures including
ditches , interior dikes and control .gates.
All of- this work is based on plans and engineering work by
the Soil and Water Conservation District of Suffolk County, and I
have given previous notice of general intent to all required
agencies. This letter will serve as specific notice of my plans
for this winter season.

It was the consensus df the Council that this project would
not 'have an adverse effect on the environment.
The Council discussed the natural drainage for the subdivision
of Macari and feel it is environmentally sound.
Mr. Kujawski reported .that he had discussed- the Council' s
relationship to the Village of Greenport and was advised by both
Town Attorney Tasker and Supervisor Homan that the Council does
not have jurisdiction there. It was decided that a letter would
be written to the Town Board inquiring who does have jurisdiction
and what safeguards are provided for the wetlands of the Village.
A letter is also to be written to the Dept. of Environmental
Conservation at Stony Brook.

The matter of Matt-A-Mar and correspondence from Dorothea
Delehanty, . President of the Mattituck Watchdogs, was reviewed.
The Council has made an inspection of this property. Mr. Tuthill
suggested that the Council write a letter to the Town Board
advising them that this is not the first time that people have
gone ahead and done work without a permit and before there has
been an opportunity for an inspection. He would request that
the Town Board take the necessary action to stop this practice.
The Council was in agreement with Mr. Tuthill' s suggestion®
On motion made by Mrs Conway, seconded by Mr. Cichanowicz,
it was
RESOLVED that the Southold Town Conservation Advisory Council.
recommend to the Southold Town Board disapproval of Wetlands
Application #43 of Margaret Braatz to bulkhead, dredge and fill .
at Wunneweta Pond because the project would result in the
destruction of the wetlands.
Vote of the Council: Ayes: Kujawski, Cichanowicz, Plock,
Ruland, Conway, Hood
Nay: Tuthill
Members of the Council expressed an interest in being involved
in the plans for the future of the Mattituck Inlet area.
Mr. Plock made a motion, seconded by Mrs. Conway and carried
that the members of the Conservation Advisory Council recommend
to the Southold Town Board the appointment of Frank Cichanowicz III
as chairman of the Council effective January 1980.
Mr. Plock made a motion, seconded by Mr. Cichanowicz and
carried to approve the minutes of the following meetings: April 24,
1979; May 22, 1979; June 26, 1979; July 24, 1979; September 25,
1979; October 23, 1979; and November 27, 1979.
There being no further business to come before the Council,
Mr. Ruland made a motion, seconded by Mr. Hood and carried that
the meeting be adjourned. Meeting adjourned at 8:02 p.m.
