August 29 , 1984 at Southold Town Hall , MainRoad, Southold Present were : Frank Cickanowicz Martin Garre•11 John Tuthill Betty Wells Absent :- Rachel Duell Robert- Hood I William •Ruland Richard Cantrell , Main Road ,•Jamesport , appeared before th Council .in response to, t.lie ,Council 's 7/30/84 .le.'tter to him advisi g him that the Council, unable'd-'to come to a decision regarding his application for t, wetland permit f:or his property located at Main Road., Orient (permit application number * 207 dated June 27 ,1984) tabled the application until . their August meeting . i I The Council 's indecision was based on consideration of possible damage to the underground fresh water` supply. Because of the dr dging necesiar; to connect the' two existing ivrigation ponds , concern. was given to the possibility that the - fresfn water supply would be punc ured in thell process and there would be a j, ater ' pan break through and i salt water . intrusion which could directly affect a number of homes in the area . The Council requested. Mr . 'Can[Irell 'to make two test wells — do a core 2, 4 , 6 , or 8 ft making acutti�down for soil structure and after test wells were done to sent a leteer to The Council with the findings.. Upon teceipt of -this letter The Council would then be able to act on the application.. Also, appearing before - The Council was Thomas Samuels in response to The Council ' s 7/39/84 letter to him requestinghim to submit to the Council a planting plan for .restoring the wetlands at Hal: ock' s Bay after the construction of th'e proposed rip—rap revetment DUtlined in Mr . Samuel 's application f.or Wet Land Permit # 212 . The Council concerned with probable .destruction of altern flora spartina grass needs assurance of complete restoration- of grass correctly planted --insuring alternalora. spartina growth -rather than a growth of fragmites if' plantings were done incorrectly. I Mr . Samuels was requested to submit -to the Council a written committment to restore the alternaflora spartina grasses and upon receipt of the committment , The Council wowldlact upon the respective permit applicatioi i s j i I I ` I On motion made by -John- Tuthill , seconded by.
