HomeMy WebLinkAboutCAC-07/16/1985 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL Southold, N. Y. A meeting of the Southold Town Conservation Advisory Council was held at 8': 00 P.M. , Tuesday, July '1'6',' 1985, at the Southold Town Hall, Main Rm.G_3, Southold, New York. Present : Martin H. GArrell, Chairman Betty Wells Heather Cusack John Holzapfel Ralph C. Condit II Jeanne Marriner Absent : John Tuthill The Council was joined by Trustee President, Henry P . Smith; Trustee, John M. Bredemeyer III; and Southold Town. Board Council- man Paul Stoutenburgh. Mr. Smith stressed the need of the Conservation Advisory Council to act promptly on wetland applications . The Trustees must have the Council ' s recommendations before it can take action. Trustee Smith also suggested that representatives of the Trustees and CAC take advantage of the annual Fishers Island Town Board meeting to make inspections on Fishers Island. . In the future, representatives from each group may fly over every three of four months for inspections . Council Chairman, Martin H. Garrell suggested, due to the large amount of applications being sent to the Council, many of which are routine inspections and approvals, that the standard applications be inspected by an individual Council member. This would help expedite the process . Since several of the applications were tabled at the June 19, 1985 meeting because the Council was unable to determine the exact locations, it was determined that the Council would obtain Southold Town road maps. Trustee President Henry Smith %,Mentioned the rapidly-rising real estate prices has increased the number7- of applications. Any improvement or addition to a piece- of property can add greatly to its value. Henry Smith _also told the Council that any applications that have been denied approval must be backed up with facts to sub- stantiate the denial . Trustee John Bredemeyer, then spoke of part of the Conservation Advisory Council 's role to the Trustee . By working as a seperate group, without input from the Trustees, the Council raises relavent questions and brings a different viewpoint to the applica- tions . He also mentioned, 'due to the SEQRA process, and the DEC' s lack of manpower, home rule has been more prevalent than ever before. r - s After being questioned by Council members as to whether the conditions of the applications were actually being followed, Trustee Henry Smith explained the Trustees do a follow-up inspection. The Bay Constable handles issuing violations, which may result from the follow-up inspections. Usually the Bay Constable has to rely on the public to inform him of violations. In most instances, the violator is asked to return the areato its former condition. If the violation is not willingly rectified, a summons is issued, a fine imposed, and the violator would still have to rectify the situation. In most cases, the Trustees prefer to see the problem resolved willingly by the violator. Southold Town Councilman Paul Stoutenburgh reminded the Council not to limit itself to Wetland Applications, but to get involved in other environmental projects. Councilman Stoutenburgh spoke of the Green Seal program. The project entails placing polluted clams in clean areas . Some matters which the Council may wish to concern itself would be suggestions for possible sites for the placement of the polluted clams. Also imput _.is`_needed in deciding if the creek should be closed to clammers while the unhealthy clams are spawning and if creeks. are closed, how long should they stay closed? Trustee John M. Bredemeyer suggested further investigation before going through with the project . There are some questions as to what pollutants are in the clams, and if ,they could create problems in our creeks. ' Ralph C. Condit II , Conservations Advisory Council member. and a. local bayman, volunteered to be the Council ' s representative for the Green Seal program. ' Councilman Stoutenburgh also suggested the Council become involved with educating the public concerning home oil tanks and the possibility of .leakage after several years. Also of interest to the Council would be the STOP (Stop Throwing Out Pollutants) program. September 14, 1985 'is the launch date for Southold Town. Heather Cusack, Conservation Advisory Council member, volunteered to be the Council ' s representative to the STOP program. Councilman. Stoutenburgh also suggested the N.Y.S. Conservation Advisory .Council booklet to aid the Council. It is published monthly and costs $12;00 .a year. - . He also reiterated the Council should be involved in more projects. There is funding available through the DEC for various projects. ' It takes a long time to obtain, but it is available. . Through DEC funding, Riverhead recently completed a total inventory of its wetlands. The Council should also consider asking the Town Board for fund if there is a legitimate need for additional funds to implement the Council 's duties (i. e. 'hiring specialists, having tests performed, obtaining reports, etc. ) Chairman Martin H. Garrell returned the Council ' s attention to the 27 wetland applications awaiting the Counci.l 's_ recomend- ations. As suggested earlier, the applications were reviewed to determine which might be more routine inspections and could be inspected by an individual member. After making an individual inspection, if the CAC member feels there are any questions or problems concerning the application, it would be tabled to allow a group inspection. Copies of the Wetland Ordinance would be obtained for members to aid in their decision making. . Group inspections were scheduled for July 30, 1985. Members would meet at 3 : 00 P .M. at the Southold Town Hall . A regular meeting was also scheduled for Tuesday, July 30, 1985, at 8 : 00 P .M. at the Southold Town Hall, Main Road, Southold, New York, 11971 .
