The regular meeting of the Southold Town Conservation Advisory Council was held at 8: 00 P.M. , on Tuesday , August 27, 1985 at the Southold Town Hall, Main Road, Southold New York, 11971 Present were: Martin H. Garrell - Chairman John Tuthill - Member Ralph C. Condit II - Member John Holzapfel - Member Heather Cusack - Member Jeanne Marriner - Member Linda J. Cooper - Secretary Absent was : Betty Wells Minutes, ,of the meeting held July 30, 1985 were approved. REPORTS : Heather Cusack, the STOP representative, reported a slide show from Massachusetts was available to clubs and organizations . Also fliers were being made up and anyone wishing to help distribute them would be welcome. Ralph Condit, the Green Seal representative, reports "The program is moving along nicely. " Two hundred bushel of clams had been distributed; 170 bushel in Hallocks Bay and 30 bushel in Deep Hole Creek. The clams are spread at a ratio of-approximately 35 bushel per mile. Ralph also reported the Town would be distributing clams in Town Creek, Jockey Creek, and Goose Creek. In a three day period, approximately 150 bushel a day would be distributed. As a result of the program, the creeks would be closed for three weeks after the uncertified clams are dumped. It takes two days for the clams to filter themselves clean and three weeks for the creek water to clear up . The program not only increases the number of clams available now, but also increases the spawning stock for the future. Uartin Garrell will be reporting on the Long Island Sound Study which will be analyzing data concerning the Long Island Sound and its problems (dredge spoil, .colntaminationi eutxoficat .on, toxics , etc. ) . On a motion made. by Heather Cuaack_, seconded by Ralph. Condit RESOLVED to recommend to. Town Trustees' 'd`is'appro'dal of the wetland appli.catiori No.­270 submitted by Robert Moeller 'on behalf of Irene Moeller to remove old bulkhead and dock, dig out 20 'x40 ' area and fill in 301x30 ' area and construct a 20 °x4 ' float . Proposal should be rewritten to reflect need to protect area opposite deteriorating bulkhead; e .g . channel should be much narrower than 20 ' and/or additional bulkheading may be 'required: 2 . Vote of the Council: Ayes : All On a motion made by Martin Garrell, seconded by Ralph Condit RESOLVED to recommend to Town Trustees disapproval of the wetI6.nd application No. 282 submitted by The Land Use Company on behalf of Nancy E. Elflein to construct a single family dwelling on a pre-existing, non-conforming lot . The Council feels the project is too close to wetlands and there' appears no way, in the present proposal to avoid difficulties . There is also concern in regard to septic system and water supplies. Vote of Council: Ayes : All On a motion -made by Ralph. Condit , seconded by John Turh ill RESOLVED to recommend to Towm Trustees approval of wet-land application Nd.' '284 submitted by Doris Tornlund to construct a 37 ' low timber retaining wall (3" high) along an eroded bank. above the mhw line of Little Creek. Said wall would include a 20' and 10 ' return. The approval is with the condition that the project does stay above the nhw. Vote of Council: Ayes: All On a motion made by Martin Garrell, seconded by John Tuthill RESOLVED to recommend to Town Tuustees approval of wetland application No.' -2'85 submitted by Hn=Consultants, Znc. on behalf of James N. Bailey'-.to construct a series of walks, stairs, plat- forms, leading down to a 41' x 15 ' hinged ramp and 0_1) 10 'x10 ' float . Walks- and stairs lead from top of rocky, bluff down through- rocks and b.oulders. Width. of walks- and stairs will be 5 ' . Width- of decks is variable. The Council wishes to suggest the applicant put in removable structures and . simplified ramp for his own protection. Vote of Council : Ayes : All On a motion made by Martin Garrell, seconded by Heather Cusack RESOLVED to table wetland application No.' 289 submitted by th.e Land Use Company on behalf of The Marina Bay Club until such time as the Council may discuss the issue with the Town Trustees . Vote of Council: Ayes : All On a motion made by Heather Cusack, seconded by Ralph Condit RESOLVED to recommend to the Town Trustees disapproval of the wetland application No. 293 submitted by Costello Marine Contracting Company on behalf of Helen. Reiter to construct a bulkhead and retaining wall and maintenance dredging. The Council fears possible damage to the wetlands. They suggest a. 3 . a modified proposal with less bulkhead and .less marsh cut off . Vote of Council: Ayes: All On a motion made by Martin Garrell, seconded by Ralph Condit RESOLVED to recommend to the Town Trustees approval of wetland application No. 298 submitted by John. Geideman on behalf of George Mallis to build a revetment on waterfront . The Council does wish to express its regret at finding the project had been carried out prior to submission of the application. Vote of Council: Ayes : All The next group inspection is scheduled for Thursday, September 19, 1985. The group will meet at 3: 00 P.M. in the lobby of the Southold Town Hall .
