Box 1179 TELEPHONE �1 Southold, New York 11971 (516)765-1801 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL The regular meeting of the Southold Town Conservation Advisory Council was held at 8: 00 P. M. , on Thursday, September 19, 1985, at the Southold Town Hall, Main Road, Southold, New York. Present were: Martin H. Garrell - Chairman Heather Cusack - Member Ralph C. Condit, II - Member John Holzapfel - Member Jeanne Marriner - Member John Tuthill Member Linda J. Cooper - Secretary Absent was: Betty Wells - Member Moved by Jeanne Marriner, seconded by Martin Garrell, it was RESOLVED that the minutes of the regular meeting. held August 27, 1985 be corrected and approved. Vote of the Council: Ayes: All Chairman Garrell related Councilman Paul Stoutenburgh's opinion that this CAC should get more involved in other Conservation Advisory Councils located in surrounding communities and the state. To start things moving along those lines, Martin Garrell brought along information from the New York State Association of Conservation Commissions, which included an issue of their newsletter . Copies will be made available prior to the next regular meeting. The Council will then decide whether to join the organization. Mr. Garrell also commented on the STOP program. He feels the program was a success this year and the town will probably continue with it as an annual event , but will make an effort to bring in more of the large scale users of pesticides. and chemicals . REPORTS : Martin Garrell, the Council's representative to th.e Long Island Sound Study, reported in August a kick-off, with_ politicians and the press was held. The scientific studies are now- getting under way. by building up and organizing data. An important meeting scheduled for October 10 , 1985, will be held to formulate plans for comi.ng years and look at the direction the scientists are taking. Ralph Condit, the Green Seal representative, reported that approximately 450 bushels bf clams were used in two .separate 4age 2 —Conservation Advisory Council 9/19/85 plantings involving Town Creek, Jockey Creek, Goose Creek, Corey Creek, and Broadwaters Cove. Another batch of approxiately 200 bushels is dae the end of September or the beginning of October. It was suggested, the Trustees or Supervisor Murphy be asked if the town plans to continue in the program and if thbre,; is any- thing that must be done to insure participation. Heather Cusack, the STOP program representative, reported the program held by the town went very well . All 40 drums were filled, which included, among other pollutants, DDT, Agent Orange, and Chlordane. As part of the program, questionaires were used, asking participants how they heard of the program, should int be continued, and if so, on an annual or semi-annual basis . The major problem was, no special effort was made to notify businesses and farmers of the program. Heather feels businesses. should be contacted and be asked to save their pollutants for the programs in the future. An Erosion Workshop will be held Saturday, September 21, 1985 at the Riverhead Campus of the Suffolk Coummunity College, and Martin Garrell would like a member of the Council to attend. In response, John Holzapfel, said he would try to attend. Wetland Applications : Moved by Ralph Condit, seconded by John Holzapfel, it was RESOLVED to recommend to the Town Trustees approval of the wetland application No. 300 submitted by En-Consultants, Inc. for Mattituck Inlet Marina to maintenance dredge within ( 2) 45 ' x 20' travel lift slips to 5' below MLW. Approximately 54 cu. yds:. to be removed from each. Remove_ ( 3) high spots within marina by mainten- ance dredging to surrounding depth of 5' . Approximately 10 cu. yds . to be removed form each. All spoil will be trucked away to Town Dump- or other suitable upland site. Mill Road, Mattituck . Vote of Council : Ayes: All Motion carried. Moved by Martin Garrell, seconded by Ralph Condit, it was RESOLVED to recommend to the Town Trustees approval of the wetland application No. 301 submitted by North Fork Marine Construction on behalf of Kathleen A. Newmann . to rebuild existing docks and replace floating docks lost over winter. South of Mill Road, Mattituck. Vote of Council: Ayes-:_ All Motion carried. Moved by John Tuthill, seconded by Jeanne Marriner, it was RESOLVED to recommend to the Town Trustees approval of the wetland application NO. 302 submitted by Costello Marine Contracting for Paradise Shores. Property Association c/o Helen Forestieri to construct 82 ' of CCA bulkhead for Paradise Shores Assoc. and fill behind bulkhead with 250 cu. yds. truck in sand . Paradise Shores , Southold. Vote of Council: Ayes:. Reydon Shores, Bayview, Southold. Vote of Council : Ayes : All Motion carried.. Moved by .Jeanne Marriner, seconded by John Tuthill, it was RESOLVED to recommend to the Town Trustees di's'approval of the wetland application. No . 304 submitted by En-Consultants, Inc. on behalf of Anthony Forosich to maintenance dredge and irregular area roughly 50' x 20 ' (max) to 4 ' below MLW. Approximately 50 cu. yds. of spoil to be removed to suitable upland site . Off an existing bulkhead, install 4 ' x 12 ' hinged ramp and 6 ' x 16 ' float secured by (2) 8" diameter pilings. Th.e Council feel th.e wetlands would be destroyed and there is a problem of drainage pf th.e property located in back of the bulkhead. The Council suggests th.e applicant join with Howard Shapiro (Wetland.Application No. 308) for a single dock and use care, so there will be no interference with their neighbor' s navigation. 1405 Anchor Lane, 'Southold. Moved by Martin Garrell, seconded by Ralph- Condit, it was RESOLVED to recommend to the Town Trustees approval of wetland application No.' 305 submitted by En-Consultants , Inc, on behalf of Dolores Holman to construct (2) 30 ' stone groins near middle and east side of bulkheaded property. Approximately 250 cu. yds. of clean sand will be trucked in to prefill groin. West Lake Road, Southold. Vote 'of Council: . Ayes : A l l Motion carried. Moved by John Holzapfel, seconded by John Tuthill, it was RESOLVED to recommend to the Town Trustees 'appr'oval of the wetland application No. '3'06 submitted by Lars Torkelsen to construct a 20 ' x 6 ' floating dock, ramp out to dock. is 4' wide, max. , 3 ' Min. above sea grass, approximately 20' Long. 1130 Glen Road, Southold. Vote 'of `Council : Ayes: All Motion carried. Moved by Ralph Condit, seconded by John Tuthill, it was RESOLVED to recommend to the Town Trustees approval of wetland application No. 307 submitted by John W. Pearson, M.D. , to build a catwalk 4 ' x 32 ' with 20 ' x 6 ' floating dock with 12 ' connector into Richmond Creek. 3258 South Harbor Road, Southold. Vote of Council: Ayes : All Motion carried. , t Page 4 - Conservation Advisory Council 9/19/85 Moved by Jeanne Marriner.-, seconded by John Tuthill, it was RESOLVED to recommend to the Town Trustees disapproval of the wetland application No . 308 submitted by En-Consultants, Inc. on behalf of Howard Schapiro to maintenance dredge an irregular- shaped area roughly 70 ' x 20 ' to 4 ' below MLW. Approximately 125 cu. yds . of spoil will be removed and placed on owners property behind bulkhead or trucked away. Install a 4 ' x 4 ' platform off existing bulkhead, 4' x 12 ' ramp and 6 ' x 21 ' main float parallel to bulkhead. Two 6 ' x 24' finger floats will be plated perpendicular to main float . The Council feels the wetlands would be destroyed and there is . a problem of drainage of the property located in back of the bulkhead. The Council suggests the applicant join with Anthony Forosich (Wetland Application No. 304) for a single dock and use care, so there will be no interfere-nee with their neighbor' s navigation . Anchor Lane, Southold. Vote of Council: Ayes: All Motion carried. At this point, the Council began review the Marina BAy Club application (Wetland Application No . 289) . Five residents of New Suffolk at this meeting were: Thomas Lowry Bob Costanzo Ann Lowry Rowena Marvin Linda Eletch-er These residents expressed .their concern over the total Marina Bay Club project . Mr. Lowry brought plans of the .whole project which the Council studied. Among the concerns were a,, Water The area has a fragile water table. A major project like the Marina Bay Club . could easily upset the delicate balance. The land involved doesn ' t have potable water . b . ' Traffic - Only two roads in and out of New Suffolk. (A traffic study done in a,.February for the bridge showed an average of 673 vehicles a day - 307o higher projected in season traffic. ) c. Wastewater - It was cited that every other day; Bonnies by the Bay and the GAlley-Ho must have their cesspools pumped. Areas around "Bonnie' s" must move their wells for a new cesspool which is to be installed. d. Parking - The area is limited. The whole area would end up being blacktopped. The project is estimating 80 employees . The parking for the employees plus customers must be considered. e. Lose flavor of the area. f. Boat pollution. g . Noise pollution . Those in attendance feel the project is just too large. They realize change must occur, but they feel the change should be limited. Moved by Martin Garrell, seconded by Ralph Condit , it was RESOLVED to recommend to the Town Trustees neither approval or disapproval of the wetland application No. 289 submitted by the, Land Use Company on behalf of The Marina Bay Club . to reconstruct an existing marina by installing 130 slips, catwalks, and floats. Area will be maintenence dredged to 6 ' MLW. Approximately 22, 000 cu . yds . of sand will be removed and placed landward of proposed 690 ' Page 5' - Conservation Advisory Council 9/19/85 of new bulkhead. The Council wishes to reserve judgement at this time. They request a DEIS be done and allow the Council time to study the results . The CAC asks to be considered a party of interest and kegt'-:abreast of all developements. Main Street, New Suffolk . . Vote of Council : Ayes : All Motion carried.
