SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
The regular meeting of the ; 'Southold Town Conservation
Advisory Council was held Wednesday, March 19, 1986 at
7: 30 P.M. at the Southold Town Hall, Main Road, Southold,
New York 11971.
Present were: . Martin H. Garrell, Chairman

Bob Villa, Suffolk County Health Department, was scheduled
to attend the meeting to discuss septic systems but had to
cancel J.
Martin Garrell reported the meeting held Saturday, March.
8, 1986 between th.e Southold Town CAC .and other East End
conservation boards was quite informative. ' A- follow-up
meeting will be h.osted .by either the-Riverhead or Shelter
Island conservation group in the fall .
Jeanne Marriner-i:sent notification of a meeting sponsered
by th.e League of Women Voters to discuss wetlands. That
meeting will be held Wednesday, April- 1, 1986 at 8: 00 P.M.
in .Cutchogue. All CAC members are urged to attend.
RECOMMENDATIONS
On a motion made by Martin Garrell, seconded by Heather Cusack,
it was
RESOLVED to recommend to.. th.e.. Southold Town Trustees' Approdal
of wetland application 'N0.' 344 submitted by John Geidemari for
Bernard 'Kirsch. M. D. tobuild 3101 of new bulkhead with 2
5' returns .

RESOLVED to recommend to the Southold Town Trustees approval
of wetland application No . 345 submitted by John H. Geideman
on behalf of Diana Tendler to remove existing bulkhead and
replace in kind and place, 102 ' long.
West side of Pipes Cove, foot of 9th Street, Greenport .
RESOLVED to recommend to the Southold Town Trustees:,approval
of wetland application No. 346 submitted by Martin and
Florence Gellman to exted float and piling 10 ' into Mattituck
Creed from present position.

RESOLVED to recommend to th.e Southold Town Trustees approval
of wetland application NO'. 347 submitted by En-Consultants,
Inc. on behalf of Arnold Blair to replace within 18" 155 1 . f .
of existing strom damaged bulkhead and extend return by 25 '
inland. Backfill with 500 cy of clean sand fill.
Midway Road, Southold.
RESOLVED to recommend to the Southold Town Trustees approval
'of wetland application No'.-349 submitted by the Land Use
Company on behalf of Village Marine to construct approximately
275 ' of timber lulkhead at or above the MHW' line along the
edge of an eroded bank, then to backfill said structure with
approximately 100 c.y. of' clean sand to be trucked in from an
.upland site.
Bay Avenue, Mattituck.
RESOLVED to recommend to the Southold Town Trustees approval
of wetland application-No'.-350 submitted by James F. King
to construct anew- dock with ramp and repair existing stone
wall .
South. side of East 1:4ill Road, Mattituck Inlet .
RESOLVED to recommend to the Southold Town Trustees' approval
of wetland application No . 351 submitted by Gerard Gallian
to keep an organic vegetable garden of former wetland and
maintain 50 ' retaining wall .
Pine Tree Road, Cutchogue.
RESOLVED .to recommend to the Southold Town Trustees approval
of wetland application No . 353 submitted by Costello Marine
Contracting for Goldsmith' s Boat Shop, Inc. to :
Areas A, B, C - 145 lineal feet of existing deteriorated
timber bulkhead to be removed and repalced in kiAd, in place
with CCA treated timber. In kind, in place, replacement .
of a 16 ' return on S/W portion of bulkhead that secures gas dock.
15 c.y. of sand secured from upland site to be placed behind the
80' section of bulkhead marked are B.
Area D - Replace 25 pilings in kind, in place used to secure
existing floating docks in boat basin.
Area E - Install 415 ' of CCA timber bulkhead where previously
existed. Dredge 250 c. y. from adjacent channel and pl ace
behind bulkhead as fill . Additional sand fill to be trucked
in from upland site and placed behind bulkhead.

RESOLVED to recommend to the Southold Town Trustees approval
of wetland application No. 354 submitted by Costello Marine
Contracting Corp . on behalf of James Gray to replace in kind,
in place, 180 l . f. of existing deteriorated timber bulkhead
on NIS of wunneweta Lagoon entrance.
Bridge Lane, Cutchogue.
RESOLVED to recommend to the Southold Town Trustees approval
of wetland application No . 355 submitted by Tovey C.
Lesnikowski to build 60' x4 ' catwalk with 25' x 8' float
connected by 20 ' x 4' ramp, poles placed every 10 ' on catwalk,
3 poles securing float .
Mattituck Inlet, North Drive, Shore Acres, Mattituck.
RESOLVED to recommed' to the Southold Town Trustees approval
of wetland application No. 356 submitted by Peconic Associates
on behalf of Port of Egypt torelocate and reinstall three
existing fuel tanks in accordance with Article 12 of the Suffolk
County Sanitary code. .
Budd' s Pond, Southold Bay, Southold.
RESOLVED .to recommend to the Southold Town Trustees approval
of wetland application' 'No . 357 submitted by Peconic Associates
Inc. for Budd' s Pond Marine to replace and install approximately
600 ft . of bulkhead and approximately 180 ' of retaining wall .
Route 25, Southold.
RESOLVED to recommend to the Southold Town- Trustees approval
of wetland application No. 359 submitted by the Land Use
Company on behalf of Arthur D.' S'arklsfan to reconstruct within
18" approximately 620 ' of storm damaged timber bulkhead and
a 50' return. Structure shall then be backfilled with approxi-
mately 3000 c. y. of clean sand to be trucked in from an upland
source.
Maratooka Lane, Mattituck.
RESOLVED to recommend to the Southold Town Trustees .approval
of wetland application 'No.' '360 submitted by the Land Use
Company on behalf of Phi'lip' L. Frscia to remove existing
structure and replace in kind and in place a mew timber structure
of same desing, but 1:. 5 feet lower. Length. of bulkhead is
approximately 112 ' plus two 10' returns . Approximately 50 c. y .
of fill shall be removed.

. .RESOLVED to recommend to the Southold Town Trustees approval
.of wetland application No. 363 submitted by the Land Use Co.
on behalf of James Meskouri-s—toconstruct a 6 ' x 90' fixed
dock leading to a 3' x 15' ramp, leading to an 8 ' x 20 ' float
dock.

RESOLVED to recommend to the Southold Town Trustees approval *.
of wetland application No. 364 submitted by En-Consultants ,
for Dorothy A. Raynor to construct a timber dock consisting of a
fixed, elevated walkway 4 ' x 100 ' . A ladder at the end o walk
will lead to a 4 ' x .24 ' floating dock arranged in "T" formation.
Float will be held in place by (4) 8" diameter pilings.

Motion carried.
On a motion made by Martin GArrell, seconded by Heather Cusack
it was
RESOLVED not to make a recommendation to the Southold Town
Trustees in regard to wetland application No. 333 submitted
by En-Consultants, Inc. on behalf of Dr.' Vincent 'Claps to
construct a dock consisting of a 3 ' x 16' hinged ramp and
6' x20 ' float secured by (2) 8" pilings . The Council has
a concern- regarding the rights of the opposite property
owner and his future attempts to build a dock. There is
a possibility there would not be enough run for navigation
if a future dock is built . The U.S . Army Corps of Enzineers
has aDDroved the project . The Coanci 1 wishes to defer:-.to
the judgement of :the. Southold Town Trustees.

On a .motion made by Martin Garrell, seconded by John Holzapfel,
it was
RESOLVED to continue to TABLE the wetland application No. 336
submitted by Mr. Glenn F'.' Heidtmann to buildia single family
home. The Council will continue to table the application
until they receive pending change of plans for the septic
system.

On a motion made by John Tuthill, seconded by John Holzapfel,
it was
RESOLVED to recommend to the Southold Town Trustees approval
of the wetland application No . 348 submitted by the Land
Use Company for Mattituck I'nl'et Dryland' Marina, Inc. to
construct approximately 225 ' of fiberglass bulkhed above the
Article 25 line. Also to construct a 16 ' x 50' timber fixed
dock, approximately 325 ' of 4' wide timber floats and 14,
14' x 40 ' float fingers, supported by approximately 47, 8"
spiles . Backfilled with approximately 100 c.y. of clean sand.
The approval is with the s'tipulati'on that applicant cannot
dig in front of the bulkhead. Also provisions should be made for
a pump-out station for treatment of waste from boats and fisher-

men.

Motion carried.
On a motion made by Martin Garrell, seconded by Heather Cusack,
it was'
RESOLVED to recommend to the Southold Town Trustees disapproval
of the wetland application No.' 361 submitted by William
D. McCabe to add a garage with a second story bedroom and bath,
deck attached. The Council felt the construction was too
close to the wetlands. The area is already overbuilt on the
wetland side of the property.

On a motion made by Heather Cusack, seconded by John Tuthill,
it was
RESOLVED to recommend to the Southold Town Trustees approval
of the wetland application 'No'.' 362 submitted by the Land
Use .Company on behalf of Gustave C'.' B'i'ckert to reconstruct
approximately 105' of, timber bulkhead and backfill said structure
with approximately 500. c.y. of clean sand to be trucked in
from an 'upland source. Approval is with the 's'tipulation
that the bulkhead is built IN PLACE and do not allow the 18"
allowance.

it was
RESOLVED to accept the minutes of the meeting held.W'ednesday,
February 19, 1986. .

The next meeting of the Southold Town Conservation Advisory
Council will be Thursday, April 17, 1986 at 8: 00 P .M. at the
Southold Town Hall . Martin Garrell has rescheduled Bob Villa
to speak that night at 7: 45 P ..M.
Inspection for new applications will be Thursday., April 17, 1986
at 3: 00 P .M. The group will meet at the. Southold Town Hall
