CONSERVATION ADVISORY COUNCIL
The Southold Town Conservation Advisory Council met
at 7: 45 P.M. , Thursday, April 17, 1986 at the Southold Town
Hall.

A question and answer forum tas held Prior to the start of
the regular meeting. Mr. Villa of th.e Suffolk. -County., Board of
Health. attended.to answer questions regarding septic systems,
groundwater problems, runoff, etc, It was- a very interesting and
informative session.
The regular meeting of the Sout:h.old Town Conservation
Advisory council was called to order at 8 .25 P.M,
REPORTS
John Tuthill attended a meeting with-th.e Building Department
and Town Trustees regarding 716od PIain Xaps. He reported the
Building Department would turn th.e maps over to the Trustees for
their input .
H.eath.er Cusack. reported she will be meeting with Highway
Superintendent Raymond Jacobs and Councilman Paul Stoutenburgh.
to discuss making a map showing drainage points into creeks,, of
highway runoff .

On a motion made by John Tuthill, seconded by Ralph Condit it was
RESOLVED to recommend to the Southold Town Trustees approval of
the Wetland Application No. 352 submitted by Richard Cantwell
to remove fill for area so placed by contractor to the outside
of the 75 ' jurisdiction area of the wetlands .

On a motion made by John Tuthill, seconded by John Holzapfel it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No . 365 submitted by Costello Marine Contracting
Corp . on behalf of Hener B.' Agnew to expand existing floating dock
system.
Sterling Creek off 1090 Beach Road, Greenport .
RESOLVED to recommend to the Southold Town Trustees�;approval of
Wetland Application No. '366 submitted by "C' & L' ' Realty 'Inc. to
place 1001x5:' ',,' 50!'x5', 551x5 ' floating docks for berthing commercial
fishing vessels .
Main Road, Southold.
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No.' '3'68 submitted by Wi'ni'fred *Gunnison to
construct a floating dock and walkway. Approval is with the
stipulation that the walkway is set above groundlevel by the standard
3' .
Clearview Road, Southold.
Vote of Council: Ayes: All
Motion Carried
Wetland Application No . 367 submitted by Frank Licari has been
tabled until the next meeting. Council needs a better map to make
inspection.
On a motion made by Ralph Condit, seconded by John Holzapfel it was
RESOLVED to table Wetland Application No. 369 and No.' 372 until
the Council meets with Jay Tonski and and is better informed to
make a recommendation.
Vote of Council: Ayes: All

On a motion made by Heather Cusack, seconded by Ralph Condit it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No . 370 submitted by Edward' Tashiian to

.legalize a deck addition on the side of house. Approval is with
the stipulations that dry wells are added to collect roof runoff;
put in plantings to buffer the marsh; and place heavy permeable
material ( rocks or stones) under deck.

On- .a motion made by Martin Garrell, seconded by John Holzapfel it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 371 submitted by the Land Use Company
on behalf of Mattituck Inlet Dryland Marina, Inc. to finish placing
approximately 300 c.y. of clean clam shells in a parking area at
facility in Mattituck. Said clam- shells shall remain 5' eastward
of property line, and will not effect the small pond located on
the western adjoining property. Approximately 100 c.y. of the
clean clam shells have already been placed on site.

On a motion made by Martin Garrell, seconded by Ralph Condit it was
RESOLVED to recommend to the Southold Town Trustees disapproval of
Wetland Application No. 373 submitted by En-Consultants on behalf
Alexander Koke to construct a one-family house, porous driveway,
sanitary system, well, etc. , as shown on site plan,
Approximately 100 c. y, of fill will be trucked in to raise grade
in area of proposed cesspools. All development restrictions are
met or exceeded. The -Council disapproved for the following reasons :
1 . Due to the� low -level of the property, a considerable ;
amount of fill would be required for approval for the
_septic system.
2. There is an indication of wetland species (.marsh elder)
deep into the property.
3. Runoff from excavation necessary to put in a septic system.
4. Concern expressed by neighbors .

Motion carried.
On a motion made by John Tuthill, seconded by Ralph Condit it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 358 submitted by Abigail A. Wickham on
behalf of John N. Bredemeyer, Jr. to construct a single family
dwelling with well and sanitary system and regrade with retaining
walls .

DISCUSSION
The Council decided to have a letter sent to the Southold
Town Trustees requesting that copies of applications- requestng
waivers be submitted to the CAC prior to the Trustees decisions .
Southold Town Trustee Albert Krupski addressed the Council
regarding their recommendation of approval of Wetland Application
No. 351 for Gerard' Gallian. As a result of the discussion
on a motion made by Ralph Condit, seconded--by.-Heather-.Cusack.- it was
RESOLVED to rescind the Council's 'recomrriendation 'of approval
of Wetland Applia;i;tiion No.' 351 for Gerard Gillian. - The Council
wishes to table the application and will do a group inspection
should the Trustees deem it .necessary .
Vote of Council : Ayes : All
Motion carried.
Heather Cusack alertedf.the Council of a meeting which will
be held Monday, .April 21, 1986 in Hauppauge to obtain a list, of
areas which may be purchased if the Environmental' Bond Act is
passed in the November election. The bond will be used to clean
up toxic waste sites and buy parcels of environmentally critical
areas .
The next meeting of the Southold Town CAC is scheduled for
Tuesday, May 13, 1986 at 8: 00 P.M. . Jay Tonski is scheduled to
attend a question and answer forum at 7: 45, Tuesday, May 13, 1986.
Group Inspections are scheduled for Thursday, May 1, 1986 .
Members will meet at the Southold Town Hall at 3: 00 P.M.

RESOLVED to approve the minutes of the meeting held March 19, 1986 .

Motion carried.
There being no further business to come before the Councili
on a motion made by John Holzapfel, seconded by Ralph Condit it was
RESOLVED to adjourn the meeting at 10 : 30 P .M.
