CONSERVATION ADVISORY COUNCIL
The Southold Town Conservation Advisory Council held
its regular meeting held 'Thursday, June 19 , 1986 at 7 : 30 PM
at the Southold. Town Hall, Main Road, Southold, New York..
Present were: John Holzapfel, Member

Jay Tanski.- of Sea Grant appeared before the Council to
discus-a bulkh.eads:, groins and jetties. It was a question and
answer forum which was very informative to the -members.
Among t6.pi.cs- which .were dis-cuas-ed w-as bulkh.eads , called
shore hardening structures , like the rock revetment or seawall .
These structures- act to h.ar.den :-.-the sh.ore against wave attack
problems It i.s- the most econmmieal means against shore erosion.
I:t does have adverse impacts. Least of the problems is
that it reflects wave energy during storms' and cause scour in
front of the b.each.. Also it can redirect waves- along the
bulkhead and scour along the .edge. -
Th.e worst problem with_ the structures: _s the it prevents
whole beach. form from migrating b..a:ck:. . Th-d.- s..-horel'ing will eventually
reach thb bulkhead. Berm cannot moye.. Th.e. problem will present
itself most obvi.ous-ly along:=th.e b.lu•ffs of tR-e north s.:?i.ore. The
b.luffs erosion is a source of material for the beaches . If
bulkh.eading is- allowed along the whole shoreline the beaches. would
disappear. Given time, the s-tructures' would b.e undercut to gain
back. th.e beaches. It has .been studied that certain areas provide
more sand th.an other areas .
Mr. Tanski also stated that where the., littoral_ drift is-
coming from and how- much it i6must be' k.nown- to determine 'us;e of
er.os; :on .control structures.
In speaking of jetties-, Nr Tansk. , s-tated' that ons 'w-ay, for

the Council to determine if an existing jetty needs renewing
is to check to see if the area has filled in completely. If
it hasn' t, then there is no reason to interfere with the ' j.etty:.
at that time.
He also gave a set of guidlines for installing jetties :
1 . Jetties should protrude no further than Mean Low Water
2 . Jetties should follow the present grade of the beach
with the landward end no higher that the Mean High
Water.
3. Prefill .
Mr. Tanski also supplied several booklets which the secretary
will copy and distribute to the CAC members .

On a motion made by Jeanne Marriner, seconded by John Holzapfel, it was
RESOLVED to approve the minutes of May 13, 1986 .

OLD BUSINESS
Heather Cusack' s letter to the Suffolk County Legislture in
regard to Atupport of the acquisition of land legislation was
distributed to the Council members for comment and approval.
The Council approved the letter with the exception of John
Tuthill, who asked that his name be omitted from the letter.
Mr. Tuthill---does not support the letter because he does;inot
believe Orient Point should became a Suffolk County Park.
NEW BUSINESS
Jeanne Marriner feels the. Council should suggest to the
Southold Town Trustees that a Notice to Adjacent Property Owner
b.e sent to property owners adjacent to applicants and also to
property owners situated across from applicant when the proposed
project is located on a narrow creek. She feels this is especially
neccessary when the proposed project would have a great effect on
the neighbor, such as a groin, jetty, bulkhead, etc.
The Council concurred with Mrs . Marrienr' s suggestion
and the CAC secretary will send a letter to the Southold Town
Trustees making the suggestion along with a sample of a Notice
to Adjacent Property Owner used b.y the Southold Town Zoning
Board of Appeals.

APPLICATIONS
On a- motion made by Jeanne Marriner, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees DISABBROVAL
of wetland application No. 369 submitted by Joseph A. Barbato
to extend an existiAg jetty to 48' and install a new jetty 48' in
length. The Council recommends the applicant resubmit the applica-
tion without the 20 ' extension on the existing jetty . The proposed
jetty to be no' longer than the length of the existing jetty, the
seaward end should follow the grade of the bottom contour and prefill .
The Council also feels the adjacent neighbors should be notified
and given an opportunity to comment.
Vote of Council: Ayes : All
Motion carried.
On a motion made by Ralph Condit , seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL
of wetland application NO. 372 submitted by Costello Marine Con-
tracting Corp. on behalf of Donald Brennan to install a 40 ' jetty
approximately 25 ' north of the east property line and install a
70' jetty 40' south of the northeast property line. The Council
feels the applicant should resubmit adhereing to the following
guidelines :
1 . Jetties should protrude no further than the Mean Low Water.
2 . Jetties must follw the present grade of the beach .
with the landwatd ends no higher than the Mean High Water.
3. Prefill.
Vote of Council: Ayes : All
Motion carried.
On a motion made by John Tuthill, seconded by John Holzapfel , it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of wetland application No : '392 submitted by Mathias Mone to con-
struct steps to beach for private use. The Council stresses that
the applicant should use extreme care to minimize any damage to the
hill during construction.
Vote of Council: Ayes : All

On a motion made by Jeanne Marriner, seconded by John Tuthill , it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL of
wetland application No . 393 submitted by the Land Use Company for
Vernon G. Strub to reconstruct within 18" , approximately 73 ' of storm
damaged timber bulkhead.,
New structure shall be 1 ' higher. Also
to construct a 10 ' return at the east end and to backfill with approx-
imately 40 c. y. of clean sand.
Vote of Council : Ayes : All

On a motion made by Jeanne Marriner, seconded by John Holzapfel , it was
RESOLVED to TABLE wetland application No . 394 submitted by the Land
Use Company on behalf of Frank R. Reilly. The Council feels a group
inspection is necessary before making a recommendation.
Vote of Council: . Ayes : All
Motion carried.
(Jeanne Marriener, who inspected the property felt the cabin was no
problem. However the area is surrounded .by wetlands and she couldn 't
find the man-made canal or ditch. Applicant should stake out the
dock and ramp for the group inspection . )
On a motion made by Jeanne Marriner, seconded by John Tuthill , it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH
STIPULATIONS of the wetland application No . 395 submitted by En-
Consultants , Inc. on behalf of Roger Vorce to construct a 200+ l . f .
of timber retainging wall to connect to and be in line with partially
constructed wall on other land of Vorce directly east . Armor retain-
ing wall with one ton �fip-rap . An 18' return will be constructed
on west side. Approximately 350 c.y . of clean sand will be used to
backfill . Wall will be avove spring HW. The Council recommends
approval provided the applicant replants the slope with natural
vegetation.

On a motion made by Jeanne Marriner , seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL
of wetland application No . 396 submitted by Henry E. RAynor, Jr .
on behalf of Frederick Koehler toconstruct a beach house above the
bulkhead on property in New Suffolk. The Council suggests the
applicant either resubmit or amend the application with a much
smaller structure more in keeping with the neighboring structure,
and do not plan for any plumbing (toilets , showers , etc. )
Vote of Council: Ayes : All

On a motion made by Jeanne, seconded by Ralph Condit , it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of wetland application No . 397 submitted by Joseph -Marrapodi
to construct a retaining wall and steps .

On a motion made by Ralph Condit , seconded by Jeanne Marriner, it was
RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL
of wetland application No. 398 submitted by En-Consultants, Inc. on
behalf of Harold Wilsberg to construct 100 ' timber bulkhead generally
along line of MHW plus 15' return at west end. Dredge in front out
to 151 . Approximately 225 c. y.* of spoil will be removed and placed
behind the bulkhead as spoil. Bulkhead. will correct to and be in
with recently constructed bulkhead to east . 10 year maintenance
dredge is requested. The Council would like the applicant to re-
submit or amend the application for only a floating dock and no
bulkhead. The Council recommends the floating dock instead of the
bulkhead to allw for the 'extensive colonization of spartina which
would .-stabilize the land and reduce the nedd for any bulkhead.

RESOLVED to recommend to the Southold Town Trustees APPROVAL of
wetland application No . 399 submitted by the Land Use Company on
behalf of Margaret Cukor to reconstruct within 1.8" , approximately
122 ' of strom damaged timber bulkhead and backfill with approximately
10c". y . of clean sand.

On a motion made by Jeanne Marriner, seconded by Ralph Condit, it was
RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL
of wetland application No. 400 submitted by En- Consultants , Inc .
on behalf of Sal Caiola to construct a sheet steel retaining wall
along tow of bluff and on- uphill side of road down face of bluff .
A Total of 962 + l . f. of retaining wall is proposed. For sections
facing Long Island Sound stone armor will be placed. ' Approximately
400 c. y. of clean sand and loam will be used for backfill. Wall
will be entirely above MHW. The Council disapproves because there
are no other wall in the adjacent area and it feels construction
could disturb the bluffs .

RESOLVED to recommend to the Southold Town Trustees' 'A•PP'ROVAL of
wetland application No.' '401 submitted by _Dimit'rois 'J'.' S'ariyiannis
to build a one-family home.

On a motion made by Ralph - Condit, seconded by- Jeanne Marriner , it was
RESOLVED to recommend to.-the.-Southold .Town Trustees DIS'APPRO'VAL
of wetland applicatiori..'No. 402 submitted by' Greenport Dock
B.uildiers for Gerald' 'Rup.p to install two retaining wall . The first
will be constructed at the top of the bluff to 65 ' in length with
two 5 ' returns . 350 c. y. of clean fill will be placed on the bluff
to the second retaining wall constructed 15 ' landward of the existing
bulkhead to a length- of .60 ' with tw-o V returns . The concrete now
on the bluff will be placed seaward of the base retaining wall to the
bulkhead as rip-rap . "The area between the two walls will be terraced n
and vegetated to fruther stabilize the bluff, an 8 ' x 10 ' deck will
be constructed at the base of stairs. .
The Council dis-approves because th.e slope is- in good condition.._
and is holding as is . If the applicant does anything further it
could disturb the natural vegetation which would lead to serious
erosion problems . The Council does recommend the repair of the
stairs and existing bulkhead. They suggest the applicant either
amend or resubmit the application to do th.e repairs suggested and
placing a small deck at the base of stairs but proposing no retain-
ing walls.
