Box 1179 TELEPHONE ��ol .���� Southold, New York 11971 (516)765-1801 [ SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL NOVEMBER 20, 1986 The Southold Town Conservation Advisory Council held its regular meeting on Thursday, November 20, 1986. at 8:00 P.M. at the Southold Town Hall, Main Road,. Southold, New York. Present were: Martin H. Carrell, Chairman Jeanne Marriner, Member John Tuthill, Member _ Heather Cusack, Member John Holzapfel, Member Linda Cooper, Secretary Absent were: Ralph Condit, Member Betty Wells, Member REPORTS Heather. Cusack reported that the run-off survey .had progressed well. She is planning a. meeting between the Town Board, .Town Trustees, CAC to decide which projects to tackle first. Martin Carrell reported that plans are being made for a joint meeting between the Southold CAC and Riverhead CAC tentatively scheduled for sometime in January 1987. APPLICATIONS AND DISCUSSIONS On a motion made by John Tuthill, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 446 submitted by Peter and Barbara Herz to construct a single family dwelling with the stipulation that a vegetation buffer is maintained between the property and' ponds and the property and bay. Vote of Council: Ayes: Jeanne W-arriner JOhn Tuthill Heather Cusack John Holzapfel Nays: Martin Carrell Motion carried. - Page 2 - L On a motion made by Martin Garrell, seconded by Heather Cusack, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 450 submitted by C & D Realty to construct a single family dwelling. The Council disapproves pend- ing a better map with drawn contours. The Council would also need to be supplied with more details, the exact house location, vegetaion and landscaping measures. Vote of Council: Ayes: Martin Garrell., Heather Cusack, Jeanne Marriner, John Holzapfel Nays: John Tuthill Motion Carried. On a motion made by Martin Garrell, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 452 submitted by Stephen Eich to construct a floating dock 6' x 181. Vote of Council: Ayes: All Motion carried. On a motion made by John Holzapfel, seconded by Heather Cusack, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 453 submitted by Walter H. Burden, III to construct a 4' wide catwalk 40' + long. Vote of Council: Ayes: All Motion carried. On a motion made by John Holzapfel, seconded by Heather Cusack, it was ? RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 454 submitted by En-Consultants, Inc.on behalf of Friedrich Krug to replace (within 18") 74' of existing timber bulkhead. Dredge area within cut-out (8' x 581) to 4' below MLW. Place resultant 65+ c.y. of spoil behind bulkheads on owner's lot. Install a dock within cut-out consisting of: 4' x 4' fixed platform off bulkhead; 3' x 16' hinged ramp; (2) 6' x 24' float secured by (3) 8" diameter pilings. Approval is with the stipulation that the applicant properly contains the spoils and cover with appropriate marsh plants. Vote of Council: Ayes: All Motion carried. - Page 3 - On a motion made by Heather Cusack, seconded by Jeanne Marriner, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 455 submitted by Frederick Endemann to replace five old docks with new floats and ramps. Vote of Council: Ayes: All Motion carried. On a motion made by Martin Garrell, seconded by Heather "Cusack, it was RESOLVED to recommend to the Southold Town Trustees disapproval of amended Wetland Application No. 431 submitted by Ferucio Frankola to build a house with swimming pool and to construct approx. 240' of timber retaining wall on east side off Lot #18 and 140' south off Lot #18. The Council recommends that this be declared a Type I Significant Impact. The Council feels the project would have a significant disturbance on the creek and the should be further explored and go through the hearing process. Vote of Council: Ayes: All Motion carried. WAIVER REQUESTS The Ccuncil reviewed the following waiver requests and made the following recommendations: Arthur C. Esslinger - Approve waiver request. Larry and Sandy Stahl - Deny waiver request. Frank Zaleski and Tony Helies - Deny waiver request. Boatman's Harbor Marina - Heather Cusack will inspect and make a recommendation at the Trustees meeting scheduled for November 25, 1986. Margaret and Joseph Best - Deny waiver request. Anthony W. and Carolyn R. Leggio - Deny waiver request ' - Page 4 - DISTRIBUTION OF NEW APPLICATIONS No. 456 - Jeanne.Marriner Inspection John R. Dempsey - Construct a timber dock consisting of a 4' x 16' hinged ramp and a 6' x 20' float secured by (2) 8" pilings. Ole Jule Lane, Mattituck. No. 457 - Jeanne Marriner Inspection Vincent R. Pisano - to construct a 41,'x 50' catwalk 4' over existing grade leading to a 31 '_x 16' ramp leading to a 4' x 40' float: dock to be attached to a 8' x 20' ...float dock. Meday Avenue, Mattituck. No. 458 - Heather Cusack Inspection Ruth Engbl - to construct a 12' x 40.' deck, 8' x 20' gloat dock and a 3' x 6' ramp. 600 Beebe Drive, Cutchogue. No. 459 - Group Inspection Helen D. Reiter - Install a 1314' retaining wall approx. 5' landward of meadow fringe, expand existing float to 1101, install a 16' ramp and 6' x .40' float. Run 1314' x 12' catwalk landward of retaining wall Snaith 4000 c.y. fill to be trucked in. Original Barge, Southold. No. 460 - Group Inspection Douglas Morris - reconstruct existing remains of a groin using piles_ in place where possible. Shore Drive, Greenport. No. 461 - Ralph Condit Inspection Paul Galgan - Construct a new dock and catwalk to replace existing old wood boat ramp. Dock to be 101x20' with 4 pilings, catwalk to be 6' x 50' with steps to a 10' x 10' landing, a 3' x 20' ramp to connect dock to catwalk. 4605 Stillwater Ave. , Cutchogue. No. 462 - Betty Wells Inspection Rita F. Gledich - add addition and deck to existing structure. 450 Oak Street, Cutchogue. No. 463 - John Holzapfel Inspection Wilhelm H. Frank - Replace a timber bulkhead 88 lin. ft. and to fill with approx. 50 c.y. of fill. In kind, in place. 1225 Arshomonoque Avenue, Southold. No. 464 - Martin Garrell Inspection Dr. Richard S. Laskin - to construct a 3' x 64' catwalk ( minimum of 4' .over existing marsh)' leading to a 3' x 16' remp leading to a 6' x 20' fixed dock. 670 Holbrook Lane, Mattituck. - Page 5 - No. 465 - John Tuthill Inspection Joseph Sucher - maintenance dredge 150 c.y. , 90% sand and 10% silt, 10' offshore of applicant's existing bulkhead to 6' MLW. Dredge disposal at an upland site. Dawn Drive, Greenport. NO. 466 - Jeanne Marriner Inspection John C. Diller - construct a retaining wall 15' 1 andward from bulkhead. On Peconic Bay Blvd, 320+ e/o Laurel Lane, Laurel. — No. 467 - Martin Garrell and Jeanne Marriner Inspection Olaf Nelson - construct a timber dock consisting of a 4' x 5' ramp extending form lawn onto 10' x 10' deck landward of marsh fringe; a 4' x 60' fixed, tlevated (4' above grade of marsh) walkway; a 4' x 16' hinged ramp; (2) 8' x 16' floats secured by (5) 12" pilings. Located on West Harbor, Fishers. Island. No. 468 - Jeanne Marriner Inspection Henry Steffens - reconstruct approx. 100' of timbe-r bulkhead, in kind, in place, and to backfill structure with approx. 250 c.y. of clean sand. Peconic Bay Blvd. , Laurel. No. 469 - Jeanne Marriner Inspection Howard Brush - reconstruct within -18" approx. 75' of timber bulkhead and to backfill said structure with-_- approx. 25 c.y. of clean sand to be trucked in from upland source. Peconic Bay Blvd. , Laurel. No. 470 - John Holzapfel Inspection Joan Von Eiff - Construct a private single dock. 405 Pine Neck Road, Southold. MEETING AND INSPECTION DATES The next regular meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, December 18, 1986 at 8:00 P.M. at the Southold Town Hall. Group inspections were scheduled for Thursday, December 18, 1986 at 2:00 P.M. There being no further business to come before the Council, on a motion made by Martin Garrell, seconded by John Holzapfel.,. it was RESOLVED to adjourn the meeting at 9:35 P.M.
