Box 1179 TELEPHONE � Southold, New York 11971 (516)765-1801 r SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL DECEMBER 18, 1986 The Southold Town Conservation Advisory Council held its regular meeting Thursday, December 18, 1986 at 8: 00 P.M. at the Southold Town Hall, Main Road, Southold, New York 11971. Present were: Martin H. Garrel, Chairman John Holzapfel, Member John Tuthill, Member Ralph Condit , Member Heather Cusack, Member Betty Wells, Member , Linda Cooper,Secretary Absent was : Jeanne Marriner Old Business: Cramer FEIS: The Public Hearing regarding the Cramer wetland application is scheduled for Thursday, January 29 , 1987 . Chairman Garrel suggested that a memo be sent ' to the Trustees advising them that the CAC will make their comments at the Public Hearing. Members may wish to do another group inspection prior to the hearing. Chairman Garrell also advised the Council that the Public Hearings regarding Southport and the Master Plan would be held soon. The Southport Change of Zone Public Hearing is scheduled for January 6 , 1987 at the Southold Town Hall. The Master- Plan Public Hearing is scheduled for January 22 , 1987 . All CAC members are urged to attend to voice their objections to the Marine Business designation. John Holzapfel discussed the difficulties he was having re- garding a response to Legislator Gregory Blass ' request for input for preserving waterfront properties. The Council dis- cussed the matter and made several suggestions . Mr. Holzapfel will have a draft of the letter by the next CAC meeting. - Page 2 - 12/18/86 Heather Cusack attend a meeting of the DEC concerning the STOP Program and suggested a collection container be made available year round for residents to dispose of any pollutants. Ms . Cusack also spoke with Sophie Morris of the DEC re- garding the possibility of the Southold Town CAC joining the State CAC to become eligible for fundings . The Council was also reminded of the meeting being held January 29 , 1987 at Southold Town Hall with the DEC sending agents to discuss topics of concern with Town residents . The - CAC has been asked to aid in drawing up an agenda of topics . A discussion was held suggesting possible topics for an agenda. Heather Cusack will draw up a list of suggestions and submit same to Supervisor Murphy. Martin Garrell reported on the Long Island Sound Study. It appears that the LISS may receive an additonal million dollars in funding from Connecticut . RECOMMENDATIONS 0n a motion made by Martin Garrell, seconded by Ralph Condit , it was- RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 457 submitted by The Land Use Co. on behalf of Vincent R. Pisano to construct a 4 ' x 50 ' catwalk 4 ' over existing grade leading to a 3 ' x 16 ' ramp leading to a 4 ' x 40 ' -floaat dock to be attached to an 8 ' x 20 ' float dock. Meday Avenue, Mattituck. RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 458 submitted by- The Lane use Company on behalf of Ruth g Enel to construct a 12 • x 40 ' deck_ , 8 ' x 20 ' tlocat dock and a 3 ' x 6 ' ramp. 600 Beebe Drive, Cutchogue. RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 461 submitted by Paul Galgan to construct a new dock and catwalk to replace existing old wood boat ramp. Dock to be 10! x 20 ' with 4 pilings ; catwalk to be 6 ' x 50 ' with steps to a 10 ' x 10 ' landing; an aluminum 3 ' x 20 ' ramp to connect dock to catwalk. 4605 Stillwater Avenue, Cutchogue. RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 463 submitted by Wilhelm H. Frank to replace in kind, in place, a timber bulkhead 88 lin, ft . and to fill with approx. 50 c.y, of fill. 1225 Arshomonoque Avenue, Southold. RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 465 submitted by Costello Marine Corp, on behalf of Josesph Sucher to maintainance dredge 150c.y. 90o sand and 10o silt 10 ' offshore of applicant ' s existing bulkhead to 6 ' MLW. Dawn Drive, Greenport . RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 466 submitted by J. H. Geideman on behalf of John C. Diller to construct a retaining wall 15 ' Page 3 - - Page 3 - 12/18/86 landward from bulkhead. Peconic Bay Blvd. Laurel RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 468 submitted by The Land Use Co. on behalf of Henry Steffens to reconstruct approx. 100 ' of - timber bulkhjead in kind/in place and backfill structure with approx. 250 c.y. of clean sand. Peconic Bay Blvd. , Laurel. - RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 469 submitted by The Land Use Co. on behalf of Howard Brush to reconstruct within 18 ' approx 75 ' of timber bulkhead and to backfill said structure with approx. 25 c.y. of clean sand. Peconic Bay Blvd. , Laurel. RESOLVED to recommend to the Southold Town Trustees approval of wetland application No. 470 submitted by Toan Von Eiff to construct a private single dock. 405 Pine Neck Road, Southold. Vote of Council: Ayes: All Motion carrded. On a motion made by Martin Garrell, seconded by Heather Cusack, it was RESOLVED to Table wetland application No. 456 submitted by En-Consultants , Inc. on behalf of John R. Dempsey. ..-The Council wishes to make a Group Inspection before making a recommendation. Vote .of Coucil: Ayes : All. Motion carried. On a motion made by Martin Garrell", seconded by Heather Cusack, it was RESOLVED to Table wetland application No. 459 submitted by Costello Marine Contracting Corp. on behalf of Helen D. Reiter. The Council wishes to meet with applicant to discuss the plans. Vote of Council: Ayes: All Motion carried. On a motion made by Heather Cusack, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees disapproval of wetland application No. 460 submitted by Douglas Morris Page 4 - 12/18/86 to reconstruct existing remains of a groin using piles in place where possible. The CAC disapproves because no need is shown; there are no other groins along the same area. The CAC feels groins should require notification of the neighbors . Shore Drive, Greenport . _ Vote of Council: Ayes: All Motion carried. On a motion made by Martin Garrell. seconded by Ralph Condit , it was RESOLVED to Table wetlands application No. 462 submitted by - Rita Gledich pending a group inspection. 450 Oak Street , Cutchogue. Vote of Council: Ayes : All Motion carried. On a motion made by Martin Garrell, seconded by Ralph Condit , it was RESOLVED to Table wetland application No 464 submitted by The Land Use Company on behalf of Dr. Richard S. Laskin. A better map is needed; unable to locate. Vote of Council: Ayes: All Motion carried. On a motion made by Martin Garrell; seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees denial of the wetland application No. 467 submitted by En-Consultants , on behalf of Olaf Nelson to construct a timber dock consisting of a 4 ' x 5 ' ramp extending from lawn onto 10 ' x 10 ' deck land- ward of marsh fringe; a 4 ' x 60 ' fixed, elevated ( 4 ' above grade of marsh) walkway; a 4 ' x 16 ' hinged ramp; ( 2 ) 8 ' x 16 ' floats secured by ( 5 ) 12" pilings . The Council recommends denial pending a Declaration of Significant Imapct and Public Hearing. The Coucil fears obstruction of the channel and there has been strong objections by the neighbors . Fishers Island. Vote of Council: Ayes: All Motion carried. Waiver Requests The Council recommends denial of the waiver request of Robert E. Johnson to consstruct a one stsory addition• to an existing structure on property located at 430 Koke Drive, Southold. Group inspections are scheduled for Thursday, January 15, 1987. The Council will meet at 2 : 00 P.M. at the Southold Town Hall. There being no further business to come before the Coucnil, on a motion made by Ralph Condit , seconded by John Holzapfel, it was RESOLVED to adjourn the regular meeting of the Southold Town Conservation Advisory Council at 9 : 45 P.M.
